Mr. Chair, the bill at different places requires registration notices to be filed within 48 hours. In our opinion, it doesn't really matter whether you put it before the first calls are made, because the CRTC doesn't enforce any other thing than the registration rules. That's the only thing they enforce, so whether it's before the first calls are made or 48 hours after the calls are made, they would still be able to enforce whether or not the registration notices were filed as per the requirements of the act.
