In terms of ministers, it is to ensure that the board acts independently of the government. The House is an independent parliamentary institution. Obviously, the government is here politically with its majority and its ministers, and that's perfectly appropriate and that's our system of government.
This is a statutory administrative body on financial and administrative matters. It represents a separate and as it were non-political assignment responsibility, but within a political context, so I think the government should, as it were, stay out of it in terms of ministers.
