Madam Chair, the thumbs-up only stays for a certain period of time and then it disappears.

The Chair Liberal Ruby Sahota

Yes, I know.

Liberal

Mark Gerretsen Liberal Kingston and the Islands, ON

I had it up.

Liberal

The Chair Liberal Ruby Sahota

Oh, maybe I mistook it. Okay, I'll try to do a better job of recognizing when everybody is done. I've seen them go up for almost everybody.

Omar, did you put yours up? Okay. I think I've seen it.

Mr. Brassard, are you okay?

John Brassard Conservative Barrie—Innisfil, ON

Where's the thumbs-up?

1 p.m.

Liberal

The Chair Liberal Ruby Sahota

It's on the toolbar at the bottom.

John Brassard Conservative Barrie—Innisfil, ON

No, that's clapping.

Liberal

The Chair Liberal Ruby Sahota

Well, I'll take that.

We can move on to part (i), “Standing Committee on Procedure and House Affairs’ study on parliamentary duties and the COVID-19 pandemic.”

I'll give everyone a few minutes to go through it, and then I'll try to make note of everyone who is okay with it; or if there are any issues, raise your hand.

Blake Richards Conservative Banff—Airdrie, AB

Sorry, Madam Chair. Could you please clarify exactly where someone has to give a thumbs-up on now, what portion of the report?

1 p.m.

Liberal

The Chair Liberal Ruby Sahota

You're on part (i), on page 1, and it continues onto page 2. It's the whole of part (i).

Madame Normandin, do you have a comment?

1 p.m.

Bloc

Christine Normandin Bloc Saint-Jean, QC

Yes. The last paragraph refers to a study by the Nova Scotia Legislature, but I don't think it is mentioned anywhere else in the document. I am just wondering if it is a typo or if it is because something is missing.

1 p.m.

Liberal

The Chair Liberal Ruby Sahota

Andre, is it different in the French version than mine? It doesn't refer to a study in this version. It just refers to our roots of parliamentary representation and good governance, I guess, responsible government, going back to the roots in Nova Scotia. It's just a historical perspective. Is that correct, Andre? Do you have it the same way in those versions?

May 7th, 2020 / 1 p.m.

Andre Barnes Committee Researcher

Yes, that's correct. I added it just as a nod to Nova Scotia.

1:05 p.m.

Liberal

The Chair Liberal Ruby Sahota

Yes. I thought it was nice.

Thank you, Madame Normandin, for bringing that up.

Mr. Brassard.

Madam Chair, now that it's public, the public can certainly see the compelling work that we're doing on these reports. You'll laugh when I say this, but at line 24, “Standing Committee on Procedure and House Affair’s”, should “Affair's” have an apostrophe there? Or should there be a removal of the apostrophe and just have it as “Affairs”?

1:05 p.m.

Liberal

The Chair Liberal Ruby Sahota

I'm sorry. I didn't have the lines, but that's the very first paragraph in part i, right?

1:05 p.m.

Conservative

John Brassard Conservative Barrie—Innisfil, ON

Yes, for “Standing Committee on Procedure and House Affair's”, should it have the apostrophe there or should it just—

No.

No, it shouldn't. I think that's just a typo. Correct, Andre?

Right.

There's the compelling work, Madam Chair, of in camera committee meetings.

The Chair Liberal Ruby Sahota

I'm glad you caught that with your sharp eye.

I think the NDP is good to go on this section.

I may not have seen some of the other hands up. Maybe you could just put a physical thumbs up in the air so I can see. There you go. Turnbull is okay. Gerretsen is okay with it. Madam Normandin is okay. Ms. Duncan, Mr. Tucker and Ms. Petitpas Taylor are okay with it.

Mr. Alghabra? Okay.

All right, Mr. Brassard?

Mr. Richards, I can't see you right now because your camera is turned off. Are we okay to move forward to section A.i.?

I'm going to assume we're okay to move forward to section A.i.

Mr. Brassard.

Madam Chair, I'm sorry. I hate to do this, but I want to go back to the introduction, because on the reference to 1867, I just need clarification on that. The House has only had a planned sitting schedule since November of 1982, is my understanding, so the House has actually only had a sitting schedule—and maybe Andre can clarify this—since 1982, not 1867.
