I would simply say that I fully endorse that at first look. Geography is probably the right way to go. Other countries, such as France, have solved it. My cousin in Toronto is married to a dual national who is a French Canadian citizen. He and his daughters in downtown Toronto go to the French consulate every time there's an election and vote. If France can solve the problem, so can we.
