I think mission-based funding for organizations is critical. If everybody had mission-based funding, I think there would be a 20% increase in organizational capacity across the country.
That's what we do. We prefer mission‑based funding, but we also have project‑based funding for collaborative issues.
I think those details could be determined through consultation. I think resources also have to be allocated for networks and collaborative initiatives among organizations to ensure that the learning you talked about earlier can be applied.
