You can choose the fiscal year or calendar year, so it makes it very simple for someone to make a huge donation before the previous year, and then you can use those funds as your own funds and not disclose where that money came from. It's a ridiculously huge loophole. The threshold should be extended to 0%, and it should go right back to the last election.
