Is anyone opposed to clause 2 carrying?

Seeing none, clause 2 shall—

NDP

Leah Gazan NDP Winnipeg Centre, MB

I just want to put on the record that we're voting against something that clearly came from first nations leadership, from people who are on the ground. It's unfortunate that on the committee, we are voting against the voice of indigenous people. I just want to have that on record.

Thank you, Chair.

11:25 a.m.

Liberal

The Chair Liberal Bob Bratina

Thanks, Ms. Gazan.

(Clause 2 agreed to on division)

(On clause 3)

Ms. Gill, your hand is up. Is that still from before or do you wish to speak now?

Marilène Gill Bloc Manicouagan, QC

I just want to make sure that I'm following things properly, Mr. Chair. Am I correct in saying that we've got to amendment NDP-2?

11:25 a.m.

Liberal

The Chair Liberal Bob Bratina

No, we are not there yet.

Bloc

Marilène Gill Bloc Manicouagan, QC

Okay. It's because I heard Ms. Gazan and I thought she was talking about that amendment.

That's fine. Thank you.

Liberal

The Chair Liberal Bob Bratina

All right.

Shall clause 3 carry?

(Clause 3 agreed to on division)

(On clause 4)

We have amendment NDP-2, reference number 11214963.

Go ahead, Ms. Gazan.

11:25 a.m.

NDP

Leah Gazan NDP Winnipeg Centre, MB

This is that Bill C-15, in clause 4, be amended by replacing line 1 on page 5 in the English version with “The purposes of the Act are to”.

It then continues forward.

11:25 a.m.

Liberal

The Chair Liberal Bob Bratina

Is there any comment on that?

11:25 a.m.

NDP

Leah Gazan NDP Winnipeg Centre, MB

It's more of a grammatical correction, Mr. Chair.

11:25 a.m.

Liberal

The Chair Liberal Bob Bratina

Mr. Clerk, it's a good question. Would we need an amendment to have the proper grammar in the published version of the bill?

11:25 a.m.

Legislative Clerk

Jacques Maziade

Mr. Chair, I will not comment on the amendment itself, but if Ms. Gazan wants to move it, she's allowed to move this kind of amendment.

11:30 a.m.

Liberal

The Chair Liberal Bob Bratina

I'm just wondering if such issues could be captured in some way other than amendments.

Is there any comment on the amendment?

11:30 a.m.

Conservative

Arnold Viersen Conservative Peace River—Westlock, AB

Madame Gill has her hand up.

The Chair Liberal Bob Bratina

Go ahead, Ms. Gill. I'm sorry.

What I wanted to ask was a question about a lack of grammatical symmetry. In the English, the plural is used and in French it is singular. I was wondering what the reason was for this lack of symmetry in the amendment.

11:30 a.m.

Liberal

The Chair Liberal Bob Bratina

Well, I think perhaps you've caught us by being more alert to these things, so I take that. I guess a friendly amendment would be to Ms. Gazan—

11:30 a.m.

Legislative Clerk

Jacques Maziade

Mr. Chair, if I may, the question could be addressed to the department. That could help answer this question on that amendment.

11:30 a.m.

Liberal

The Chair Liberal Bob Bratina

Ms. Gazan, I'm going to ask the department to reflect on your amendment with Ms. Gill's comment in mind.

11:30 a.m.

NDP

Leah Gazan NDP Winnipeg Centre, MB

That's fine, Mr. Chair.

11:30 a.m.

Liberal

The Chair Liberal Bob Bratina

Mr. Schmale, you have your hand up.

11:30 a.m.

Conservative

Jamie Schmale Conservative Haliburton—Kawartha Lakes—Brock, ON

I have a comment, but it's not about the bill. It's something else, so I'll wait until this is done.

Can you come back to me when we're done?
