Chair, I would move, then, building on my colleague Mr. Erskine-Smith's point, that the committee request a ruling from PROC on this particular issue.

I will give notice that this is a matter that would be before this committee. I'm giving a notice of motion as well that we would address the issue of election of vice-chair in the future, should PROC rule in favour, so that my colleague has some level of comfort that the committee intends to address it should PROC rule favourably on the changes to the Standing Orders.
