It's been understood that it would be with two rounds of questions. That time has been exhausted. I believe that's consistent with other motions that have been brought forward, and so I think that is the end of the meeting.

I agree. You cannot normally move a motion on a point of order, but she did have the floor, and she could have put forward the motion without saying “point of order” when I recognized her.
Either way, it's fine to have the motion, because it would have come forward at any point. If she hadn't said “point of order”, I still would have recognized Ms. Raitt out of courtesy.
