Mr. Chair, we're debating the terms of reference of a motion that hasn't even been passed by the committee, and I'm not really clear on the details of the motion that was just presented. I'd like to talk to that motion when it's presented to this committee.

Really, the discussion here shouldn't take place until that motion is tabled, so that we can ask questions and get a clear picture of what the motion is all about and the direction it wants to take us.
