Infrastructure December 9th, 2004

Mr. Speaker, my colleague has raised a very interesting proposal. I would be delighted to sit down and talk to him about it, and discuss the process by which we might come to some sort of conclusion.

I would like to highlight our ongoing commitments to investments in sustainable infrastructure, including public transit. Since 1994 we have put $12 billion into public infrastructure, including public transit. In March or February of next year, when we have our budget, we will be putting out $5 billion over the next five years for sustainable infrastructure, including pubic transit.

Infrastructure November 17th, 2004

Mr. Speaker, I am delighted to report that the meeting was a success. The ministers I met with from every province and territory want to get on with the new deal so that money can start to flow from the gas tax after budget 2005.

We shared a tremendous amount of common ground regarding respect for jurisdictions, flexibility, investments, sustainable infrastructure, transparency, accountability, and the need for predictable funding. This is a continuation of the great new deal for cities and communities.

Infrastructure Program November 15th, 2004

Mr. Speaker, I am delighted to inform the House that today the Governments of Canada and Ontario have announced that they will each invest $298 million in the Canada-Ontario municipal rural infrastructure fund, with matching funds from recipients that will take the total to $900 million over five years for public infrastructure in Ontario communities large and small.

We launched the COMRIF program this morning in Peterborough with the member for Peterborough and the minister from FedNor. This is just the beginning of a new deal for cities and communities.

Mr. Speaker, we welcome this initiative by Ontario. We work very closely with the Ontario government. We support its decision to invest in public transit. We have already done so for Toronto, for Ottawa and for other parts of Ontario. We will continue to do so as we start working with the gas tax dedicated toward sustainable development.

Municipalities October 20th, 2004

Mr. Speaker, while I thank the hon. member for his question I also thank the Prime Minister for reminding the House and the leader of the New Democratic Party of the $7 billion rebate of the GST over a 10 year period, which will go to every municipality in the country.

As for accountability, that money is like own source revenue. There were no conditions imposed. That said, I think it would well suit municipalities to invest that money in the infrastructure which is so clearly needed in this country and to give a full accounting of it.

Infrastructure Programs October 15th, 2004

Mr. Speaker, the hon. member can look forward to two pieces of good news.

First of all, we will shortly, within weeks in fact, be concluding discussions with our colleagues in Ontario in connection with the municipal rural infrastructure program.

Second, in our 2005 budget we plan to share a portion of the gas tax with communities of all sizes, in his riding and in every other riding in Canada.

Municipalities October 12th, 2004

Mr. Speaker, I thank the hon. member for his question and note his long experience in municipal affairs in Ontario and in Thunder Bay where he comes from.

As he noted, we have already told municipalities large and small how equally important they are by the 100% GST rebate of this year which is worth $580 million every year.

In addition to that, the gas tax we have said will flow for sustainable infrastructure needs for communities which are large and small across the country because they both have infrastructure needs. Some are large like public transit, some are small like water projects, and are equally important for Canada.

Infrastructure October 7th, 2004

Mr. Speaker, I would remind the House that during the election campaign, and confirmed in the Speech from the Throne, we indicated that we would provide $5 billion for sustainable infrastructure over the next five years.

The amounts will start to flow with budget 2005. We will begin on a modest ramp but it will spike up in the fifth year to $2 billion. That money will flow to the provinces as soon as we have completed negotiations with the provinces and discussions with the municipalities which will allow us to go forward.
