Not only has a full investigation into CN practices been ordered, which was carried out over the past month and the results of which I have received a few days ago, but inspectors in my department have met with CN officials and challenged them to immediately correct any flaws, otherwise they would face much more serious action on our part.

Mr. Speaker, it would be totally irresponsible on my part to make a decision before having a formal request made to the government. The member of Parliament is trying to make political hay with his question. There is no way we are going to get into this. We are going to look at the file when we have a formal application.

Mr. Speaker, before saying anything to such a proposal, we would have to have a request. There has been no request coming from the U.S. at this time.

Mr. Speaker, I thank the member for his continuing interest in this file. Obviously we are not responsible for the daily administration of the airport. The GTA is responsible. We are following this file very closely because we want the airport to function normally and we want it to see the free flow of traffic.

We are in touch daily with the GTA to ensure that this deal comes to an end. Frankly, we want it to be amicable. We want it to work between the taxis, limos and the airport authority.

Mr. Speaker, of course we are going to treat Halifax fairly, but it has to go with the applications and things that are allowed under the program. The money is there. If it applies for the right things, it gets the right amount of money.

Mr. Speaker, obviously in the first round the port of Halifax did not get all the money it wanted, like every other port, but we have other measures and other rounds. We know that when it files the application and applies for the right things, the money will be there. The money is in the budget and will help all the ports that need security, and Halifax is one of them.

Mr. Speaker, I thought the hon. member, as an MP from Quebec, would have been happy with a health agreement that ensured the transfer of $41 billion to the provinces. This means $9 billion more for the Government of Quebec.

I hope he will also be happy with the upcoming agreement with the municipalities on providing help for infrastructure. This will transfer $5 billion to municipalities throughout Canada, including some $500 million to $600 million to municipalities in Quebec.

As for equalization, adjustments to the tune of $30 billion were made. This relieves some of the financial pressure—

Mr. Speaker, for two days now, the Bloc members have been trying to come up with scarecrows to frighten people. There is no question whatsoever of cutting any funds to Quebec. The Canada Health Act still applies.

These members want to frighten patients. They want people to think there will be cuts. They are acting totally irresponsibly toward society's most vulnerable members. It is totally irresponsible of them. I think they should be ashamed of trying to frighten people who are ill. They had better apologize, for crying out loud.
