Mr. Speaker, my question is for the Prime Minister, who claimed that the National Forum on Health would give us the opportunity to discuss the precarious situation of the health-care system and enable us to find solutions to the existing problems. We have learned that the forum might be postponed.

Can the Prime Minister confirm that the National Forum on Health will be postponed as a result of the criticisms expressed by the provinces, which were excluded from this consultation process, although they are mainly responsible for health care?

Mr. Speaker, my supplementary question is this: Can the minister assure us that the provinces will become full participants in the consultation process which the National Forum on Health is, in addition to the federal-provincial conferences planned for that purpose?

Mr. Speaker, my question is for the Minister of Health. After excluding the provinces from the National Forum on Health, the Minister of Health may have to backtrack because last Friday in Calgary the Prime Minister contradicted her by opening the door to the provinces' participation in this forum.

Does the Minister of Health still refuse to ensure the provinces' direct involvement in the national forum or will she review her position after the Prime Minister said he was ready to consider provincial participation in the forum?

Mr. Speaker, those infected with Hepatitis C are victims of the worst negligence in the history of Canada's health care system and 75 per cent of them still do not know that they are infected.

Despite what the official in charge of the Bureau of Biologics in her department said, does the minister know that there is a treatment to help carriers of Hepatitis C and that this fully justifies her taking immediate action to reach these people?

Mr. Speaker, my question is for the Minister of Health. On May 11, the minister said in this House: "It might be in the best interest of all Canadians who fear they might have contracted Hepatitis C due to a blood transfusion to be in contact with their physicians. That would be very advantageous to anyone who fears that."

Beyond this amazing statement, has the minister decided to assume her responsibilities and ask officials in her department to ensure that people who might be infected are finally contacted?

Mr. Speaker, can the Minister assure us that the level of financial assistance provided will be adequate to meet the needs of the Canadian Hemophilia Society and enable it to defend the rights of hemophiliacs adequately?

Mr. Speaker, my question is addressed to the Minister of Health.

The Minister stated in this House, on February 3, March 23 and April 26, 1994, that the request for additional financial resources for the Krever Commission and for the Canadian Hemophilia Society was being considered by the Treasury Board. She also stated on April 26, 1994, and I quote: "The people who wish to take part in this inquiry have the right, as well as the funding they need, to appear before the Commission."

How can the Minister state that everyone who wishes to can have access to the work of the Commission when the Canadian Hemophilia Society had to lay off a third of its employees and no longer has the financial resources to send an expert to defend its members before this Commission?

Mr. Speaker, does the minister not realize that her primary obligation is to intervene as minister responsible for public health? Will she order an inquiry into the circumstances surrounding this new contaminated blood problem, and will she demand that the Red Cross contact all those who may have been contaminated?

Mr. Speaker, my question is for the Minister of Health. This morning, we learned that close to 140,000 Canadians might be carrying the hepatitis C virus, several of them through blood transfusions without knowing it. After the contaminated blood scandal, this new problem again raises the issue of public health and safety in the context of blood transfusions.

Does the minister agree with the head of the federal office regulating blood products, who says that it is pointless to try to track down those who received contaminated blood transfusions and now carry the hepatitis C virus, because no vaccine or preventive treatment exist? Does the minister share that opinion?
