Mr. Speaker, the Prime Minister was absolutely clear yesterday that no one in this government would express a preference in the United States election. It is up to Americans to decide who will lead the Americans, as much as it is up to Canadians to decide who governs Canada.
As a government, we will work in good faith with whoever forms the next American administration. Indeed, we will resolve softwood lumber and BSE. We have a great trading relationship with the United States; 96% of it is problem free.

Mr. Speaker, let me be clear. Canada's longstanding Middle East policy is focused on the goal of peace, security and the well-being of Israelis, Palestinians and the other people of the region. It has been endorsed by successive governments over decades.
Canada has been a staunch friend and ally of Israel since 1948. We take Israel's security concerns very seriously. Our policy in the Middle East reflects our support and concerns, and remains unchanged. Canada's policy remains anchored in our support for international law and our desire to play a constructive role toward peace in the region.

Mr. Speaker, the proposed annex does not affect Canadian and U.S. obligations under the boundary waters treaty. It does not affect levels and flows of the Great Lakes.
We are assessing whether the proposed agreements can be implemented in a manner consistent with the treaty, in consultation with the U.S. government, Ontario and Quebec. The Council of Great Lakes Governors has said that it would welcome comments from the Government of Canada after the October 18 deadline.

Mr. Speaker, I thank the hon. member for Bourassa for his question and, of course, for his keen interest in this issue.
Canada strongly condemns these acts of extreme violence, which are carried out by armed groups, primarily the chimères. During my visit to Haiti, I reiterated our determination to remain present in the long term and to play a key role in the international stabilization and reconstruction efforts in that country.
Public safety is essential to restoring the democratic process in Haiti. Again, we will be very active in the development and reconstruction efforts, including through the wonderful work of CIDA, the Canadian International Development Agency.

Mr. Speaker, the committee will decide what it decides to do in terms of the hearings. I will not begin to run the committees of Parliament. It will be up to the committee to decide. We have committed to a discussion and now a vote in Parliament, so there will be an opportunity to do this.
We have a responsibility as a government to pursue the dialogue with the Americans. We are talking here about the security of our continent. We will not disengage from this most important dialogue on the fundamental issue of the defence of North America.

Mr. Speaker, speaking on behalf of Canada and speaking on behalf of all Canadians clearly is this government's responsibility. Canada will continue to speak with one voice internationally. We have the responsibility to make sure that that voice is enriched by all Canadians and by all jurisdictions.
Canada is stronger and better and makes the best contribution when it speaks with one voice, after of course making sure that it is enriched by all of our jurisdictions.

Mr. Speaker, the leaders are talking about that as we speak. An amendment was moved by the Conservative Party on this. We will look at the results of the leaders' discussions. We are certainly going to see where their discussions will take us by October 18.
