The Environment February 21st, 2001

Mr. Speaker, the federal government is keeping its promises. With respect to the environment, this week we announced a $120.2 million investment to accelerate action on clean air.

Among other things, the measures announced will regulate vehicle production to provide cleaner transportation, will make a 90% reduction in the emission of smog-causing emissions from industry and will improve the network of pollutant monitoring stations.

As well, the federal government has signed the ozone annex with the United States. Under this agreement, we will be working in collaboration with our neighbours to the south in reducing pollution from vehicle emissions.

We know that air pollution is responsible for many heart and lung diseases. The problem concerns us all. I am proud that the federal government has made a commitment to improving our living conditions.

This clearly shows its concern for the health of its population.

Americontact 2001 February 8th, 2001

Mr. Speaker, I would like to take a few moments to mention one of the many measures taken by our government to support exporters in their efforts to consolidate and diversify their export markets.

On January 22, the Minister of National Revenue and Secretary of State for the Economic Development Agency of Canada announced a non refundable contribution of $700,000 by the Government of Canada for an economic forum organized by Americontact 2001.

This international event, which will take place from April 3 to April 5, 2001, will be attended by business people from the greater Quebec City region and by financial partners from the 34 countries that will participate in the Summit of the Americas.

This is a unique opportunity to promote the commercial, scientific and industrial value of the Quebec City-Chaudière-Appalaches region.

This is a clear commitment by our government toward the future of Quebec and Canada.

Petitions October 4th, 2000

Mr. Speaker, I am pleased to present a petition signed by 83 constituents of the riding of Bourassa concerning rural route mail couriers.

The petitioners call upon parliament to repeal subsection 13(5) of the Canada Post Corporation Act, which deprives rural couriers of their right to collective bargaining.

Economic Development October 4th, 2000

Mr. Speaker, I would like to take advantage of the few minutes available to me to draw attention to the exceptional measures our government plans to put in place to contribute to reviving the Gaspé economy.

The Minister of National Revenue and Secretary of State responsible for the Economic Development Agency of Canada has this very day announced a special budget of $35 million aimed at revitalizing and diversifying economic activity in the Gaspé and Îles-de-la-Madeleine in the medium and long term. This envelope is in addition to the funding already allocated to the Gaspé by various federal departments with a view to jump-starting regional development projects.

In addition to this special budgetary envelope of $35 million, the minister and secretary of state announced the opening of a new Economic Development Canada office to be located in the Gaspé itself. This is a clear commitment by our government to the future of the Gaspé and Îles-de-la-Madeleine region and to the people of that riding.

Quebec Premier June 14th, 2000

Mr. Speaker, it is not only as the member for Beauce, but also as the president of the Quebec Liberal caucus and on behalf of its members that I condemn the offensive remarks made yesterday by Quebec Premier Lucien Bouchard on the Right Hon. Prime Minister of Canada.

In a democracy, it is normal to have disagreements, but it is unacceptable to have a head of government make such low personal attacks as those made yesterday by Premier Lucien Bouchard.

For the quality of the public debate, and considering the example parliamentarians are expected to set for the public and for young people in particular, Premier Lucien Bouchard must apologize and withdraw his remarks.

National Volunteer Week April 13th, 2000

Mr. Speaker, National Volunteer Week is an opportunity for all Canadians to pay tribute to the millions of volunteers who improve the lives of their fellow citizens every day. The contribution they make helps our communities to remain strong and is important in maintaining the quality of life of all Canadians.

I am now actively working on developing a community program to provide direct assistance to all volunteer organizations. Their needs remain great, and we must do more to help them.

I hope I will have the unanimous support of all political parties here in the House for my private member's bill.

Let us thank all these volunteers from the bottom of our hearts. I take this opportunity to invite all parliamentarians to attend the opening reception of the Volunteer Canada exhibit tomorrow at 9.30, in Room 200 of the West Block.

International Trade April 5th, 2000

Mr. Speaker, my question is for the Minister for International Trade.

The United States recently published a document entitled “Foreign Trade Barriers” listing obstacles to international trade for American companies. Does the minister intend to provide a similar list for Canada and will he release details on our companies' access to international markets?

Air Transportation March 30th, 2000

Mr. Speaker, one can imagine the surprise last Thursday, when Air France made English the mandatory language of communication between pilots and its air traffic controllers.

And yet in Quebec and Ottawa, bilingualism is not an issue. The Liberal government in Ottawa made French mandatory in the air in 1976. We are still proud of that fact today.

Let us hope that the separatist government in Quebec and the Bloc Quebecois in Ottawa will support the Government of Canada so that French may remain in use in the air.

Mr. Speaker, recently, we were stunned to hear that Air France will impose English as the language of communication between its pilots and the control towers in France.

Could the Minister of Transport tell us if French is going to remain in use in Canada's air space?
