Mr. Speaker, the work of the Senate Standing Committee on Banking, Trade and Commerce has revealed that the Minister of Finance does not have a single study on the macroeconomic impact of bank mergers.

Will the minister admit that it would be irresponsible to authorize bank mergers before such studies are completed?

Mr. Speaker, in its report on bank mergers tabled yesterday, the Standing Committee on Finance completely overlooked the issue of service to disadvantaged urban areas. This, despite the fact that the issue of accessibility to banking services should be a prime factor in any decision regarding bank mergers.

Will the minister assure us that before making a decision about bank mergers, he will assess the impact a merger would have on services to consumers, competition, employees and communities?

Madam Speaker, I thank you for allowing me to put a question to the hon. member for Rosemont—Petite-Patrie, whom I congratulate.

I know how important the environment is to him. It is to us as well, because the environment is our legacy to future generations and something we can share with the current generation.

Many people in my riding are seriously wondering about that what kind of the bilateral agreement the Canadian government should sign with the provinces, and Quebec in particular, with respect to the Kyoto protocol.

I know that, a few months ago, in our region, the Alcan Aluminum Corporation signed with the Government of Quebec an agreement providing that, within the next two years, it will have reduced its greenhouse gas emissions.

Following the hon. member's statement, I would like to know what the government would agree to include in this bilateral agreement with Quebec to allow action to be taken wherever it is needed.

Mr. Speaker, in a letter to the Minister of Agriculture and Agri-Food, the chair of the Standing Committee on Agriculture and Agri-Food asked that more time be given to implement programs so that the concerns of stakeholders could be taken into consideration.

The Minister of Agriculture and Agri-Food is wrong in wanting to impose his new net income stabilization program. Does he not believe he should agree to more time, in order to avoid confusing and angering farmers?

Mr. Speaker, in her last budget, the Quebec's finance minister announced a tax credit for public transit users in Quebec. This measure will increase the number of people who use public transit, thereby reducing greenhouse gas emissions and traffic jams, while allowing highway infrastructure to last longer.

Does the Minister of Finance plan on applying similar measures at the federal level?

Madam Speaker, what I hear from the Alliance members is a bit disconcerting. We do not make enemies by promoting peace. So, why would they think that we are making enemies out of the Americans by promoting peace? I think that they should reconsider their position, stop looking at the little picture and take a good look at themselves.

Madam Speaker, I do not know if there was a question in there. All I can say is that pre-emptive war does not work. We will have to promote peace. That is our only hope for world order.
