Mr. Speaker, I congratulate you on your election to the chair. I noted in your opening remarks that you quoted Disraeli. I know your comments reflect the feeling of many new members present in the House.
I know we all have the best of intentions and I hope that together with your guidance, Mr. Speaker, we will be successful in restoring dignity and respect to both politics and politicians. I am also mindful of your advice that we must remember we are not here because of personal merit, although that surely is a factor, but because free men and women have faith in us and in the principles we put forward during the election campaign. I appreciate those comments.
Fisheries January 26th, 1994
Mr. Speaker, my question is for the Minister of Fisheries and Oceans.
The standing committee of the Senate on fisheries and the Fisheries Resource Conservation Council have both recommended that with regard to the Atlantic inshore fishery there is a need for more information on harvesting practices and gear selectivity.
I would like to ask the minister what steps are being taken by his department to respond to these recommendations.

Mr. Speaker, I initially intended this question to be for the minister of fisheries but I am going to ask it of the minister of human resources.
Both the Minister of Fisheries and Oceans and the Minister of Human Resources Development have stated that the fisheries training and adjustment programs will be designed to meet the needs of people living in Atlantic Canada's coastal communities.
What steps will be taken by the minister of human resources to improve program design and delivery? What long-term benefits does the minister foresee from government assistance?
