Mr. Speaker, I do not know where the hon. member has been because part of the 1996 amendments included a monitoring and assessment report that looks at the impact of the legislation every single year.

I am looking forward to receiving the next report to see if the trend of changes and the data supporting evidence about women being excluded in the process are confirmed. As I have said in the House on a number of occasions, we will act on it.

Mr. Speaker, it is important to note that this party seems to be following the approach of their kissing cousins, the Reform, in using shoddy research to make inappropriate accusations in the House.

If she has real proof of wrongdoing, she should register it with the appropriate authorities. Otherwise, this party should be very careful about the companies and the names it draws attention to. Yesterday, it mentioned a company named Rougier Inc. Despite its shoddy research, I confirm to the House that no transitional jobs fund money was received by that company.

Mr. Speaker, it is quite the opposite. What we understand on this side is that when it comes to ensuring that Canadians have jobs, it takes more than just employment insurance benefits.

That is why we are investing in Youth Service Canada. That is why we are investing in youth internships. That is why we are investing in the permanent youth employment strategy and the Canada opportunities strategy. That is why we have an agreement with the provinces to focus on the issues facing older workers.

Mr. Speaker, what I will agree with is that the transitional jobs fund has done an extraordinary job at making sure Canadians get back to work. What I will agree with is that for $300 million we have been able to leverage over $2 billion to ensure there is work for Canadians who have not had it in ridings right across the country.

Mr. Speaker, there is no special treatment here. I want to clarify for the House that in many ridings where the unemployment level was less than 12%, where indeed there were areas of high unemployment, TJF projects were approved. They include the riding of Nanaimo—Alberni, the riding of Nanaimo—Cowichan, and the riding of Kootenay—Boundary—Okanagan.

Transitional jobs fund moneys have been approved in ridings right across the country where unemployment levels have been high. It is as a result of those projects that we are seeing success and a reduced unemployment level.

Mr. Speaker, I want to make clear to the House that no rules were broken on the application for transitional jobs funds in my riding.

I also want to make it clear that by implying that is so the hon. member is suggesting that the member for Kootenay—Columbia with an unemployment rate of 10.5% in his riding, who received $3.5 million to create 291 jobs in his riding, was breaking the rules. She is suggesting that the member for Okanagan—Shuswap with an unemployment rate of 10.5% in his riding, who received $800,000 for the creation of 46 jobs, was breaking the rules.

Perhaps the hon. member would like to turn around and talk to her own members about the importance of the transitional jobs fund.

Mr. Speaker, I find the tone of the question absolutely deplorable. The hon. member should just get her facts straight.

Post-Secondary Education November 25th, 1999

Mr. Speaker, a couple of weeks ago I was very pleased along with several of our partners, including the Canadian students association, the provincial and territorial ministers of education and the private sector, to launch the Can-Learn site.

This is a unique site that allows interactive tools such as a student financial planner, a scholarship search and a tuition fees data bank to be available to those who are looking for information on post-secondary education. I encourage all Canadians who are interested in this to look it up.

Employment Insurance November 25th, 1999

Mr. Speaker, I have already responded to the way in which we are looking at this data.

I remind the House that although the hon. member opposite would have us believe that women are not making gains in the labour force, in fact, the opposite is true. The unemployment rate of 5.8% for adult women is the lowest in almost 25 years. Since we were elected in 1993, over 800,000 jobs have been created for women. Women's employment has grown faster than men's in each of the last four decades.

Without question the hon. member has said that the most important social program for a family is a job. We are working to ensure that women have them.
