Employment Insurance November 25th, 1999

Mr. Speaker, as I have indicated before, we are looking at the data that suggest there are fewer women receiving employment insurance benefits. I look forward to receiving the next monitoring and assessment report to see if that trend is confirmed and then if necessary to take action.

Mr. Speaker, as I have said time and again, if the hon. member would read the Speech from the Throne she would see that there are very firm commitments on the part of the government to support children and to help eradicate child poverty.

Mr. Speaker, the issue of our children is not about blame. It is about working together to ensure they have a bright future into the 21st century.

The hon. member's leader applauded the Prime Minister and the government for the undertakings in the Speech from the Throne. I do look forward to working in partnership with them so we can ensure our children have a bright future.

Mr. Speaker, in the Speech from the Throne we have committed the government to working toward the benefit of our children.

I would remind the hon. member of what her leader said about the Speech from the Throne with regard to the initiative toward children. She said “What we heard from the Prime Minister is potentially very good news, and I mean that sincerely”. I take it that the hon. member and her party will work with us on this agenda.

Mr. Speaker, as I have said, in the Speech from the Throne, we have identified a comprehensive approach to making sure that Canada's children in the 21st century have a good future ahead of them.

As the Prime Minister has said, even in very difficult financial times we were able to engage with the provinces in the largest cost sharing program since medicare, that is the national child benefit. We are committed to doing more.

Mr. Speaker, this is an important day for the House, a day for us to contemplate our most important resource, our children. We welcome the work of Campaign 2000 and the report card it has given us in this particular area.

I want to say to the House that in the Speech from the Throne, we laid out a comprehensive vision on how we can continue to work together for the betterment of our children. I do hope that all parties will work with us in that area.

Rights Of Children November 23rd, 1999

Mr. Speaker, I am glad to report to the House and to the hon. member that at a recent meeting between the federal government and provincial counterparts of social services that the issue of children with disabilities was on the agenda.

It was very clear from that meeting that all governments need to make sure when they are building policies in support of our children that they are inclusive and that they do recognize the special needs of Canadian children with disabilities.

Mr. Speaker, all I can do is implore the hon. member to read and reread the Speech from the Throne in which we set out very clearly a plan of action in support of Canadian children.

There will be issues that come from the tax system. We will be doubling parental benefits. We will work with the provinces to build a platform of income and service supports for children in low income families. We will be looking at our laws, as I said earlier, to make sure that children's issues come first in cases of separation and divorce.

Finally, as an employer, I say again that the federal government will be looking at its workplaces and will make sure that families are respected and reflected in our workplaces here.

Mr. Speaker, at her press conference on November 18, the member for Québec said that she wanted a balanced approach to the issue of poverty. That is exactly the approach we are taking to help low-income families.
