Madam Speaker, on a point of order, I think there were some members who came into the House after you read the question and they voted. There were others who came into the House after you read the question who did not vote. I would suggest that those who came in, took their seat and voted after the question was read have their name removed from the list.

Mr. Speaker, the second calls on Parliament to demonstrate the government's sincere regard for the public good and enact and bring into law the tobacco control legislation as promised, such legislation to include, in so far as possible, measures outlined in the blueprints.

Mr. Speaker, I have two petitions which I wish to present to the House today.
In the first the petitioners call on Parliament to urge the government to join with the provincial governments to make the national highway system upgrading possible beginning in 1997.
Smuggling February 10th, 1997
Mr. Speaker, as part of the national action plan to combat smuggling, the government in 1994 committed $315 million over three years to help the RCMP, Revenue Canada and the Department of Justice to increase border protection, close down smuggling operations, dismantle organized crime networks and reaffirm the uniform application of Canada's laws.
The plan has been very successful. That is why the government recently announced it would renew the full range of enforcement measures at a cost of $100 million.
As well, last Monday my colleague, the solicitor general, announced in Washington after meeting with American Attorney General Janet Reno that he will be creating a new, high level anti-smuggling co-ordinating group to work with the counterpart American group. The aim is to have an additional mechanism to work on border enforcement issues of mutual interest, thereby maximizing our activities against smuggling.
The anti-smuggling effort of this government is a prime example of how we work daily to safeguard the safety and security of Canadians.
Agriculture December 3rd, 1996
Mr. Speaker, my question is for the Minister of Agriculture and Agri-Food.
Yesterday the NAFTA panel presented a very favourable ruling with regard to the supply management sector in agriculture, the dairy and poultry industries.
I wonder if the minister would outline the results of that panel with particular reference to the continuation of tariff levels on imported ice cream and yogurt.

Mr. Speaker, I have the honour to present the third report of the Standing Committee on Agriculture and Agri-Food. It deals with Bill C-60, the Canadian Food Inspection Act. I am proud to report this bill with several amendments.
National 4-H Week November 7th, 1996
Mr. Speaker, this is National 4-H Week. As a former 4-H club member and leader, I want to again remind Canadians that our young people are one of this country's most important assets. Today's youth are tomorrow's farmers, business people, scientists and political leaders. But they can only reach their great potential if they have the opportunity to learn the skills they need as adults.
More than 42,000 young women and men are learning those essential skills by participating in 4-H clubs in rural communities across the country. As we celebrate National 4-H Week from November 4 to 10, we salute not only those young people but the 12,000 adult volunteers who are the backbone of 4-H.
"Learn to do by doing" has been the 4-H model for more than 80 years. Through 4-H activities, our rural youth are building skills such as leadership, independence, co-operation and responsibility.
As a member of the Canadian 4-H Council, Agriculture and Agri-Food Canada is contributing to this effort. It will provide $300,000 over three years in support of national and provincial 4-H activities so our youth will get the chance to try new things, learn new skills and make lifelong friends.

Madam Speaker, I have a number of petitions to table in reference to the Canada Human Rights Act.
The petitioners pray and request that Parliament oppose any amendments to the Canadian Human Rights Act or any other federal legislation that would provide for the inclusion of the phrase sexual orientation.
