Mr. Speaker, on behalf of my colleagues, I table part III of the main estimates consisting of 80 departmental reports on plans and priorities.

These documents will be distributed to the members of the standing committees to facilitate their consideration of the spending authority requested in part II of the main estimates.

[Pay Equity, March 24th, 1998]

Mr. Speaker, the judgment of the federal court which was rendered last week and the one which was rendered yesterday indicate very clearly that the unions can lose their case in court and that the best way to look at pay equity is to negotiate it.

At present we are trying to negotiate with the various unions a system of pay equity that is equitable for everybody. The courts remind us that for our employees this is the best course to follow.

Mr. Chairman, the proportions requested in the bill are intended to provide for all necessary requirements of the Public Service of Canada up to the second supply period in 1998-99. In no instance is the total amount of an item being released by the bill. The form of the supply bill is the usual one for interim supply bills.

The passing of this bill will not prejudice the rights and privileges of members to criticize any item in the estimates when it comes up for consideration in committee. The usual undertaking is hereby given that such rights and privileges will be respected and will not be curtailed or restricted in any way as a result of the passing of this measure.
