Mr. Speaker, the hon. member's remarks, which are more a comment than a question, start from the premise that the museum is guilty as charged, even before we have the facts and know what is really going on. I am aware of the criticisms that have been levelled and I take them seriously. Soon we will know the facts.

Mr. Speaker, I have already had the opportunity to speak several times on the problems that have been brought to light regarding this museum.

The person I rely on in this matter is the Auditor General of Canada who has the trust not only of the government but also of this House. He said he would perform a special in-depth audit of the museum's operations and finances. I understand that the museum board of directors has requested that this audit be conducted without delay. Once we have all the facts and the Auditor General's conclusion, we will be able to pass judgement.

Mr. Speaker, to this day, I have not presented the cabinet with an overall policy concerning the protection of Canadian cultural industries. Therefore, the cabinet has not taken it into consideration nor made a decision in this regard.

Mr. Speaker, I agree that the current legislation is outdated. I think it is important we make all necessary changes.

The proposed amendments are being reviewed, not only in my department, but also in all other departments concerned. When all the preliminary work is done, we will be happy to report to the House.

Nuclear Disarmament April 29th, 1994

I thank the member for Vancouver Quadra for his question.

Indeed Canada was always a leader in the field of non-proliferation. We can take pride in the fact that we invented strangulation of nuclear weapons.

The question the hon. member raises this morning is a very legitimate one. I am informed that it is up for consideration by the foreign minister who will make a decision in due course. However, there is no evidence in sight that Canada is going to change its traditional support for non-proliferation and to stop its fight against nuclear weapons.

Mr. Speaker, I am of course aware of the allegation just made. So is my colleague, the Minister of Industry.

Surely, a company must abide by its commitments, especially when these are made to the Government of Canada. This is the reason why an investigation has been launched in consultation with the Minister of Industry.

Francophone Communities Outside Quebec April 18th, 1994

Mr. Speaker, in October 1993, the federal government concluded a special agreement with Saskatchewan regarding school governance, under which the federal contribution will amount to roughly $22 million over six years.

On top of these special measures, in 1993-1994, the federal government contributed nearly $3.6 million to this province under a bilateral agreement regarding minority language training.

And lastly, the government is also supporting the development of the francophone community in general through a three-year $10 million Canada-communities agreement, and a framework agreement with the Saskatchewan government regarding translation services and the setting up of a francophone affairs co-ordination office. The francophone community in Saskatchewan is being well treated.
