Fisheries and Oceans December 2nd, 2021

Mr. Speaker, understanding the Marshall decisions should be the minister's top priority given that this is the government's most important relationship.

The minister needs to know that the 1999 fisheries committee report clearly stated that the court confirmed the department's sole authority to regulate the fisheries and did not confer any right to a separate commercial fishery.

Will the minister abide by that decision when implementing any future decision regarding commercial fisheries, yes or no?

Order Respecting the Business of the House and its Committees November 25th, 2021

Mr. Speaker, I congratulate you on your appointment.

I have a question for my colleague.

All day long, the Liberals have been asking questions about the fact that certain provinces or places have a hybrid Parliament. The Quebec National Assembly is 100% in person, and it is completely safe. We can do the exact same thing here, in the Canadian Parliament.

Some significant safety measures have been implemented here so that we can do our jobs.

My colleague referenced them, and I would like to hear more about these measures.

Mental Health June 23rd, 2021

Mr. Speaker, it is with a heavy heart that I rise to address the Chair, my colleagues and all Canadians who are watching at home.

My deepest sympathies are with the grieving families, friends and colleagues of Jérôme, Vincent, Yannick and Benjamin.

I learned earlier this week that a third young man in the Montmagny region took his own life. He was the fourth member of the same group of friends who committed suicide in just two months. Now that the lockdown is finally over and students and graduates are getting ready for summer, these young men in their early 20s took their own lives.

Asking for help is a sign of strength, not weakness. I want to tell all those who are hurting inside, those who are in the dark and who feel alone, to call someone, talk to someone and open their hearts so they can get help.

We do not know what people are hiding behind their smiles, but we are there for them. There is hope and they are loved. Sometimes we might be awkward, but we are there. Until an emergency line is set up, the best thing to do in Quebec is to call the telephone help line at 1-866-APPELLE in times of need.

Public Safety June 22nd, 2021

Mr. Speaker, the Liberal government is continuing its cover-up by preventing us, the parliamentarians, from getting all the facts about the firing of two scientists from the National Microbiology Laboratory in Winnipeg.

Yesterday, the Leader of the Government in the House of Commons even insulted the Law Clerk and Parliamentary Counsel by stating that he did not have the necessary training or expertise to assess the documents we requested.

Will the Liberals respect the will of the House, or will they brandish the threat of a hasty election in the hope that this will all blow over?

Transportation June 11th, 2021

Mr. Speaker, regional airlines have been devastated by the COVID‑19 pandemic.

As if that were not bad enough, to add insult to injury, Transport Canada has told Aviation MH, a company in Rivière‑du‑Loup, which is in my riding, to pay $544 just to change its mailing address.

Is the Minister of Transport okay with his department exacting its pound of flesh from a hard-hit business just to reprint a certificate that probably costs next to nothing to produce?

Points of Order June 7th, 2021

Mr. Speaker, during question period, in one of the responses we heard from the heritage minister, the sound quality was so poor that I had to remove my earpiece.

On top of that, on two occasions, two Bloc Québécois members left their microphones on at certain points, one of them continuously, which I think is totally unacceptable after 14 months of using these technologies.

When I was in Ottawa last week, I had an opportunity to observe the tight spaces the interpreters work in, crammed in like sardines, not to mention the awful conditions using technologies that hurt their ears.

Mr. Speaker, I urge you to take the necessary steps to ensure that the technology used to address the House of Commons is used appropriately, and that the sound quality when members are speaking is decent. It is very disruptive.

Persons with Disabilities June 3rd, 2021

Mr. Speaker, we knew the Liberals tried to give dead people the vote, but this week we found out they were perfectly willing to send cheques to dead people. That really takes the cake.

How can the Prime Minister justify sending $9.2 million in COVID-19 support to dead people? This is unbelievable.

This being National AccessAbility Week, I would like to know if the money that was sent in error will be recovered properly so that it can be used to help people who actually need help.

Families, Children and Social Development May 25th, 2021

Mr. Speaker, the Prime Minister repeatedly promised not to leave anyone behind. I repeat: not leave anyone behind.

As we speak, young mothers who gave birth between the first and second waves of the COVID-19 pandemic are still not eligible for the Canada recovery caregiving benefit because of the rules this government brought in, requiring claimants to already have their child registered for child care. The Liberals are leaving them behind. What will they do to fix this for once and for all?

Immigration, Refugees and Citizenship May 10th, 2021

Mr. Speaker, Les Viandes du Breton, a business in my riding with more than 600 employees, is in danger of having to cut back its operations or even having to move to the United States if Canada cannot bring in enough temporary foreign workers.

There are over 8,000 job vacancies in the food processing industry in Quebec. Under paragraph 205(a) of the regulations, the Minister of Immigration could temporarily exempt these essential businesses from the 10% maximum threshold or labour market impact assessments if it were in the national interest.

Will he do that?
