Mr. Speaker, I would like to thank my colleague for his speech, in which he raised some very important points.

We could all benefit from the human potential that newcomers bring to Canada, either with their personal characteristics or through their varied personal and professional experiences. My colleague described all this quite clearly in his speech.

In his view, how could we make it possible for all of Canadian society to benefit from the arrival of these newcomers?

Mr. Speaker, I thank my colleague for her speech and her description of a situation that seems to be ongoing, which is the lack of adequate resources that would enable the Department of Citizenship, Immigration and Multiculturalism to do its job.

I would like to know what her concerns are following the budget announcement and the cuts that continue to be made to the public service.

What does she foresee in terms of service delivery by the Department of Citizenship, Immigration and Multiculturalism?

Mr. Speaker, in the matter of the pending CNOOC takeover of Nexen, there is no risk of any information being leaked. The Canadian Security Intelligence Service report is crystal clear: some foreign state-owned companies that invest in Canada have a hidden political agenda, which could pose a danger to our interests.

Will the Conservatives take that information into account? Will they conduct public consultations to be sure that all viewpoints have been heard?

Mr. Speaker, the Conservatives keep making things up, but the fact is that in 2011, there was a major spill in a CNOOC oil field off the coast of China. The public was kept in the dark for a month. And that was not the only incident. This company has been involved in several oil spills recently.

Are the Conservatives okay with that kind of behaviour? Has the oil spill issue come up behind closed doors with CNOOC and Nexen lobbyists?

Mr. Speaker, Conservative ministers and backbenchers are worried about the takeover of Nexen.

The Minister of State for Finance said that he had heard many concerns: concerns about the resource industry and concerns about a foreign company investing in Canada.

This is an important strategic issue, but the Conservatives have yet to define what is a net benefit for Canada.

Why are the Conservatives consulting CNOOC and Nexen lobbyists, but refusing to consult the public?

Mr. Speaker, I am pleased to present a petition in support of a national public transit strategy.

The time people spend getting to work, particularly on the Island of Montreal, is very costly to Montreal's economy. We are in serious need of a strategy like the one presented in this petition.

Mr. Speaker, the NDP is proud to present its dissenting report, “Building Canada with Co-operatives”. We took into account the recommendations made by the witnesses who eloquently demonstrated the vitality of the co-operative movement in Canada. The Conservative government has abandoned the co-operative movement by abolishing the co-operative development initiative and dismantling the Co-operatives Secretariat.

The concrete recommendations made in our report demonstrate the NDP's commitment to contribute to the development and growth of co-operatives.

Contrary to the Conservatives, the NDP firmly believes in the co-operative sector and is proud to table six concrete recommendations that will support and ensure the development of this important sector of our economy because we know that building co-operatives is building a sustainable economy for Canada.

Mr. Speaker, if a Chinese state-owned enterprise takes over Nexen, an oil sands development company, there could be serious consequences. Canadians are worried, but with the deadline just 26 days away, the Conservatives are refusing to hold public consultations. Moreover, they have been refusing to revise the Investment Canada Act or to define the notion of “net benefit” for the past two years.

Why are the Conservatives breaking their promise? Why are they hiding behind closed doors?

Jobs, Growth and Long-Term Prosperity Act June 12th, 2012

Madam Speaker, I think there is something very important that we need to do. We have to look to the future. We have to look ahead to tomorrow's economy. There are all sorts of new jobs that we can create in an economy that takes environmental protection into account, meaning that we can take advantage of the challenge of protecting the environment and of reducing greenhouse gas emissions to innovate and promote technologies that will make it possible to have attractive and well-paid jobs across Canada, from sea to sea. There are some very interesting and exciting opportunities.

This government is not interested in looking to the future. It is interested in looking back at the past and continuing in a flawed economy.

Madam Speaker, I am standing up to denounce that source, that media source.

However, we know that The Globe and Mail did a story that points exactly to what I have said, that we are about to lose a major sector of our economy. A strong economy is based on a resource sector, a manufacturing sector, a service sector, as well as investments in the knowledge economy.

This bill denies those realities. This bill denies science. It reduces grants for fundamental scientific research. It is destroying our manufacturing sector. I have said enough.
