[COVID-19 Testing, September 24th, 2020]

Mr. Speaker, Canadians are outraged. Canada has been grappling with the coronavirus for over six months now, and this government is dragging its feet on approving a rapid test kit.

In yesterday's throne speech, the Governor General clearly stated that Canadians should not have to wait in line for hours on end to be tested. Meanwhile, according to media reports in Kitchener, Ontario, people started lining up for a drive-thru testing site at 2:30 a.m.

Health Canada has received applications for 14 different rapid tests, but the government has not approved any of them. In other jurisdictions, COVID-19 testing can be done in 15 minutes, costs only $5 and does not require a lab. The Prime Minister demonstrated yesterday that he is far more concerned about Canadians' perception of his party than he is about their health.

Canadians co-operated with his government to flatten the curve. Will his government now co-operate with Canadians?

Madam Chair, we have learned that when cargo ships dock in Canada, disembarking crew members are not being screened. Does the minister have any information about that?

Madam Chair, according to some experts, family violence is expected to increase as a result of consequences related to the virus, isolation and everything that goes along with that. I am wondering whether the government has planned any additional measures to keep vulnerable women, seniors and children safe.

Madam Chair, over one million Canadians returned to Canada between March 14 and March 20. In just one week, one million people crossed our borders. Some border officers have said that many people entered the country with visible flu-like symptoms.

Knowing that the virus entered Canada across the border, did the minister recommend that the Prime Minister close our borders at the outset and require travellers to self-isolate?

Madam Chair, it appears at the moment that the larger provinces like Quebec and Ontario, which have resources, are in control of the situation. However, we know that the smaller provinces will need some help.

Is your government able to help them without invoking the Emergencies Act?

Madam Chair, my question is for the Minister of Public Safety and Emergency Preparedness.

Given the current situation, has the minister established a contingency plan with the private sector in order to protect and maintain operations in critical infrastructure sectors, such as ports, airports, power plants and railroads?

Mr. Speaker, yesterday, the United States announced serious measures to protect the public. One of those measures is a ban on flights from Europe for the next 30 days.

Here in Canada, travellers on flights from Italy are coming right into the country without being screened. We learned yesterday that a passenger on one of those flights, a person from Quebec's Eastern Townships, has COVID-19. Canadians are worried.

Is the government satisfied with the existing measures to protect Canadians?

Mr. Speaker, yesterday, I asked the Prime Minister about the urgent need for additional screening measures at our airports.

In his answer, he reassured Canadians by saying that our airports are well prepared. A few hours later, we learned that passengers on flights returning from Italy were simply given a fact sheet on the coronavirus.

The Premier of Quebec is asking everyone who is returning from abroad to voluntarily self-quarantine for 14 days.

Could the government put more screening measures in place for all travellers coming from abroad?

Mr. Speaker, I gather the Prime Minister is not aware. I hope his people will get him that information.

At this point, when a plane lands in Canada, officials know where the passengers are coming from. They have that information about people crossing the border legally too.

The problem is that we know people are still crossing the border illegally every day at places like Roxham Road. The government does not know who they are, where they are going or where they came from.

Now that coronavirus is an issue, can the Prime Minister at least tell us whether these people undergo a health screening when they arrive and whether necessary precautions are being taken?

Mr. Speaker, the media recently reported that travellers arriving at our international airports are being asked additional screening questions about their point of origin to help identify people who may be carrying COVID-19. Apparently, these questions have not been updated in some time.

With every passing day, the virus spreads to more countries, such as Italy, Iran and South Korea, and even to New York State.

Could the Prime Minister confirm whether the automated kiosks have been updated to include those countries?
