Mr. Speaker, while the governments are trying to reduce the number of smokers, the Kahnawake plants are flooding the black market with cigarettes and are thereby encouraging consumption.
Why did this government issue 13 cigarette manufacturing permits to companies that do not obey the law?

Mr. Speaker, the federal and provincial governments voted to tax cigarettes in order to discourage consumption of this poison. Because of the illegal trafficking out of Kahnawake, Quebec is losing over $200 million a year.
When will this government do something to ensure its own laws are enforced?
Petitions October 26th, 2005
Mr. Speaker, it really is an honour to rise today in the House of Commons to introduce a petition on behalf of my constituents. The petitioners call upon the government to turn over the land on which the Queensway Carleton Hospital sits to the hospital for the rental price of $1.
The Liberal government and the Prime Minister have been threatening a major multimillion dollar rent increase on the hospital. We could put to rest these concerns by simply having the hospital charged $1 a year, which would free up dollars for patient care.
Queensway Carleton Hospital October 25th, 2005
Mr. Speaker, the Queensway Carleton Hospital sits on NCC land and the Liberals are charging it rent. Worse yet, the Prime Minister is planning a multimillion dollar rent hike.
There is good news, though, this week. Ontario Liberal health minister, George Smitherman, signed our petition to oppose the Prime Minister's rent hike.
Provincial Liberals oppose the Prime Minister's rent hike, so does the NDP, and the Conservatives are leading the way to stop the rent hike from happening at all.
Why will the Prime Minister not back down and give the hospital its land for $1?

Mr. Speaker, it is an honour to rise today to introduce a petition from my constituents who wish to see the Queensway Carleton Hospital protected from a major Liberal rent increase.
The Queensway Carleton Hospital is the only hospital that is forced to pay rent to the federal government for the land it sits on. I note with interest that this petition has garnered the support of the provincial Liberal health minister who has come to the support of the Queensway Carleton Hospital and has fallen into disagreement with the current federal Liberal government.
It is an honour to introduce this petition and the subject matter will be voted on tomorrow in the House of Commons with my Motion No. 135.

Mr. Speaker, this is more stonewalling.
A Liberal riding secretary used his influence to direct almost $1 million in contracts to a Liberal member of Parliament. Both men are close friends and ardent loyalists of the current Prime Minister and both have been lavishly rewarded for it. A KPMG report found that more than $15 million saw irregularities in the way it was handed out in the form of contracts.
Why will the Prime Minister not immediately release this KPMG audit so that taxpayers can know just how much he has been rewarding his Liberal friends?

Mr. Speaker, Frank Brazeau, the secretary of a local Liberal association and a public servant, used his influence to secure $1 million in contracts for the Liberal member of Parliament for Pontiac. The KPMG auditing firm has found irregularities in contracts totalling $15 million also given by Mr. Brazeau.
Will the Prime Minister release KPMG's report now? Otherwise, what is he trying to hide?
Queensway Carleton Hospital October 21st, 2005
Mr. Speaker, I would remind the House that this is a very unique situation. The Queensway Carleton Hospital is the only hospital that pays rent to the federal government. As such, it is impossible to create any kind of a precedent that could be repeated. Why? It is because there is no other similar situation in the entire country.
However, a golf course, which sits on National Capital Commission land, pays $1 a year; $1 a year for a golf course to rent its land from the federal government. If it is impossible for the hospital to rent its land for $1 a year, why is it possible for the Liberal government to rent its land to a golf course for $1 a year? The answer again is that is a quintessential example of the people versus the powerful.
I had a chance as a member of the common people, who we are supposed to represent here in the House of Commons, to work at the Queensway Carleton Hospital as a nurse's assistant for one day throughout the summer. I spent 12 hours on my feet with the people who work in that facility, and they do work hard. They work hard every day with 180 patients who come through the emergency triage every day. They go home bone tired. They give. The community gives. The community raises millions to support that hospital because it cares about the people around them. The people want the government to care too.
Yes, my colleagues across the floor might attack me for fighting for my constituents but that is my job. It is my job to fight for Nepean—Carleton, from Barrhaven to Bells Corners, from Kars to Kenmore and from Manotick to Metcalfe to Manordale, and fight for them I will.

Mr. Speaker, in conclusion, we have a classic case of the people versus the powerful, a group of community members who are rising up to support a local community hospital versus an unholy alliance between the separatist Bloc and the governing Liberals.
The New Democrats are supporting us and I thank them for doing so. They have shown conviction. I thank my colleague from Winnipeg and the member for Ottawa Centre. They have shown their support. I thank all the members who rise for the hospital.
