Mr. Speaker, I do not necessarily agree with the environmental strategy that the Conservatives have, but it is very spectacular that the government is number 58 out of 64 and bragging about its environmental record. I think we can agree on that.
Coming back to the motion that we are talking about right now, three hospitals in my riding have had their emergency rooms shut down repeatedly. In fact, in October, in Port Hardy, for 28 days of the month there were no emergency services offered for the whole evening and night.
I am wondering if the member shares my concern about the reality that we are seeing no investment from the federal government to support provinces in being better able to deliver these services.

Madam Speaker, I always enjoy how loudly the member speaks. I never have to wear an earpiece. In fact, if I do it actually hurts my hearing, so perhaps we should have a warning when he speaks in the House.
In all honesty, I represent a large rural and remote riding and, in some of my smallest communities of 3,000 people, we are seeing homelessness reach a state that I never thought possible. Part of the reason is that there is no non-market housing, housing that is really reflective of the need, so that when people get there they are only spending about 30% of their income, which we know is best for everyone.
With all of the discussions the member was having, why is there not an investment in getting that housing out the door so that people can have that respect they so well deserve?

Mr. Speaker, I am rising on a point of order regarding the official opposition members' shushing of the Minister of Families, Children and Social Development.
I believe that you would find, during the last sitting week and this week, that we saw the same thing and heard the same thing, a loud shushing of a member of this place.
I want to point out three things. The first is that we cannot do indirectly what we cannot do directly. Shushing is the same as telling someone to shut up, which we know is utterly unacceptable in the chamber. Secondly, the term is condescending. I do not think—

Madam Speaker, one thing that is a bit concerning for me in this bill is how broad and complex it is. It brings a lot of things into one place, and that can sometimes be a lot. It is important for us to have a process to look through that very closely to make sure that nothing is left out, and that does concern me.
One thing in particular that I have reviewed is the personal information and data protection tribunal. I asked a question of the minister earlier today and the minister was very clear: He felt this is a normal process and no one should worry. However, I am concerned, because this tribunal would have the ability to overrule the new enforcement actions and fines imposed by the Privacy Commissioner. Unfortunately, the vagueness of the membership of the tribunal is a concern, with many of its members appointed by the government. Today, we know it is very important that we not have any conflict or any perception of conflict. Both of those things are important.
I am wondering if the member could talk about whether this could be perceived or actually implemented in such a way that it allowed the government to use it as a political tool for the government to overrule decisions that it simply does not like.

Mr. Speaker, this is a very broad and complex bill. It is important that we recognize that. It can lead to some serious concerns that we may want to talk about later.

Veterans Affairs November 4th, 2022
Madam Speaker, the Union of Veterans' Affairs Employees has been raising the alarm about service delivery at Veterans Affairs Canada. They have serious concerns about the minister's ability to eliminate the backlog and manage human resources and his plan to outsource service delivery to a private contractor. Veterans tell me that VAC's quality of service has been slipping and that they and their families are the ones paying the price.
Does the minister understand that veterans need him to step up or step out?

Mr. Speaker, very briefly, the NDP has again recommended that we need more non-market housing. At the end of the day, what we need to deal with the housing crisis across the country is housing that is actually affordable, not defined by corporations but defined by people's incomes.
