They threw the gauntlet down and said "how dare you tell us this will be good for business". Budget Implementation Act, 1996  The Liberals are looking for and promoting support everywhere. They are begging for people to show the advantages of it. When the Canadian Federation of Independent Business supports it, they are talking about only a narrow sector. It is a special interest group, a small business. However, they do not talk about the consumers who buy the products of those business and how much more they will have to pay.

Sales Tax  I want to talk about what some of the interest groups are saying, those the minister invited to come forward so he could lobby them to come on side. So far they have not come on side. Catherine Swift, president of the Canadian Federation of Independent Business, said Ontario has to be brought on board to make harmonization worthwhile. I had an opportunity to read the latest bulletin put out by the Canadian Federation of Independent Business, a very well respected business organization. It terms the employment insurance program as a hard won victory for small business. To suggest that small business is opposed to this reform is inappropriate.

Small Business Loans Act  Allan Riding of Carleton University. Dr. Riding surveyed SBLA loan files and also worked with the Canadian Federation of Independent Business survey data. Dr. Riding found that the SBLA borrowers tend to be those targeted by the act and, as intended, their businesses tend to be smaller, more risky and with fewer resources than the non-SBLA borrowers.

Agreement On Internal Trade Implementation Act  The bottom line is, Canadian companies are losing their competitive edge. The Canadian Chamber of Commerce, the Canadian Federation of Independent Business, the Canadian Manufacturers' Association and other business organizations are telling the government to get rid of these barriers. We may be able to hide under the shroud of protectionism in the short term, but the long term prospects are dim for this type of trade policy.
