Human Resources committee  There's still too little social housing funding in the pipeline. It's essential that the trend be reversed. We have very clear demands to make of the government, and we would ask the committee to consider them to ensure that the billions of dollars that the federal government still needs to invest in housing is put to better use.

Then we have to build good relationships. Housing is of course mainly a provincial issue, but all three orders of government have a role to play.

Justice committee  I want to focus particularly on what happened in my home province of British Columbia with the pilot project whereby the federal government gave an exemption to British Columbia under the Controlled Drugs and Substances Act. It's a three-year pilot project, but a year into it, it was clear that it was a failed project, and it has been rolled back substantially now. Again, the province and the federal government are working together. I wonder if you could elaborate on that, because prior to that, I understand there was de facto decriminalization in any event, not only in British Columbia but across the country, for possession of small amounts for personal use.

You have said that you give clear directions to prosecutors about how prosecutions are to be undertaken or even which cases are to be prosecuted. To what extent does the prosecution office in British Columbia rely on directions from your office?

Justice committee  Over the last number of years, significant efforts have been made by the RCMP and CSIS and other members of the intelligence community to do everything possible to ensure that materials that are relevant to a possible threat to the security of the country, to the safety of individuals, to our well-being and our institutions, are shared in a timely fashion and are shared in a way that's very clear, so that they are something that the police, when they receive them, know what they can do with them and what they can't do with them. That's a significant element because oftentimes in the past there have been circumstances in which the two institutions work closely but have such different focuses and mandates that the question of when and what it can be used for required clarification.

Justice committee  The guideline to our prosecutors is very specific. Although some people have interpreted it as “don't prosecute unless”, it's very clear that it places directly the public safety question first and foremost but also recognizes that there's an enormous health component to this question. The sorts of scenarios that it contemplates specifically and that I can give as examples would be ones where youth are targeted or used as part of the possession.

Justice committee  The DPP must have a thorough understanding of criminal law and ensure that the service carries out its duty to the Attorney General and Canadians. As provided by the DPP Act, the DPP needs to be able to provide clear guidelines to prosecutors regarding their exercise of discretion and allow the Attorney General to be notified of prosecutions that raise issues of general interest in sufficient time for him or her to react if they choose.

Indigenous Affairs  Speaker, I thank the member for Pontiac for her work on access to safe drinking water. In 2015, the Liberal government completely discarded Stephen Harper's paternalistic approach. Now, we listen to indigenous leaders and work closely with them. We have lifted 144 long-term drinking water advisories, and we are not stopping there. We also introduced Bill C-61, the first nations clean water act, to make sure things never go back to how they were.

Business of Supply  The last time we actually heard something was two or three leaders ago, when Erin O'Toole was the leader of the Conservative Party. He made it very clear to Canadians that Canada needs to have a price on pollution, and he came up with a plan, but he was not alone. Stephen Harper actually had a plan for a price on pollution, too. He did not do a good job in implementing it, but he did have a plan.

Countering Foreign Interference Act  It really depends on the circumstances and the country involved. While we have had a slow response from the Liberal government, it is also very clear that our outdated national security laws are not up to the challenge of meeting that threat as they are currently written. I have used the phrase a couple of times over the last few days, as well as today, that essentially many of our laws were created in an analog era and that we need to bring them up to speed to meet the threat in what is a digital era.

Carbon Pricing  We are also committed to launching a new national school food program and a new disability benefit program that the member and his party voted against. To be clear, all proceeds from the federal pollution pricing system are returned to the province where they were collected. As we have said repeatedly in the House, the households most in need of getting money back will receive the Canada carbon rebate.

Persons with Disabilities  It will help over 600,000 Canadians with the cost of groceries, transit and equipment. The Canada disability benefit has a clear objective: to help reduce poverty among working-age persons with disabilities. We have said it before and I will say it again: The benefit is intended to complement, not replace, existing provincial and territorial income supports for persons with disabilities.

Persons with Disabilities  Also, for all they talk about “nothing without us”, only 3% of respondents to the Liberals' online survey indicated support for the disability tax credit to be the sole eligibility criteria. It is clear now that the Canada disability benefit that they are proposing did not come from the disability community. My question to the parliamentary secretary is the same that I asked months ago.

Climate Change  Speaker, I want to thank the member for Saanich—Gulf Islands for her years of advocacy on these issues. I want to be clear: Our government has no intention to delay or weaken the clean electricity regulations. On the contrary, these are regulations of national significance. Yes, there are challenges with provinces across the country, but we understand the importance of getting it right so that the regulations can pass the test of time moving forward.
