Speech From The Throne  We must also admit that crime is like a penalty tax levied on our society for our failure to effectively manage our human resource and we have plans to address these issues. The last question was one dealing with immigration levels. This is a question that will have to be debated in this Parliament. I do not know when the debate will begin but I assure you, Mr. Speaker, that other colleagues and I will want to debate that in Parliament.

Speech From The Throne  As well, I would like to recognize the contribution made to this House and to my riding by my predecessor, Mr. Derek Blackburn. I wish him well on his appointment to the Immigration Board and thank him for accepting that appointment prior to the call of the 1993 federal election. Certainly that is one political appointment that I will not argue with the previous government.

Cruise Missile Testing  Alexander Mackenzie used that route to the Pacific Ocean in 1793, some 200 years ago. The area in general was settled in the early 1900s by immigrants from Europe, the United States, as well as people from eastern Canada developing a new territory. They were looking for new opportunities.

Foreign Affairs  Two years later in 1916 Berlin, Ontario, which was called Canada's German capital became Kitchener and Kitchener changed profoundly after that date. After 1945 Kitchener riding received thousands of immigrants and refugees from what was Yugoslavia. I take these examples to illustrate that nearly all Canadians were affected by those two terrible wars and those two terrible wars were concentrated in the area where we are looking at such carnage today.

Foreign Affairs  The small town where I live has, over the past 90 years, had the distinction of being the new home for a great many immigrants from the former Yugoslavia. In Canada, Kenaston has the highest number of former Yugoslavian residents per capita living outside of their homeland. In the last few months I have had the opportunity to be directly involved with three gentlemen and their families who have emigrated from the former Yugoslavia to Canada.

Speech From The Throne  I must say one of the striking things in my constituency is that it mirrors the changes in process occurring in Canada as a whole. We have suddenly become a global community by the very happy fact of immigration and the integration of our new communities into Canadian society. My constituency encompasses Greek Canadians. It also has Polish Canadians. Some came as war veterans after World War II.

Speech From The Throne  The early settlers of Erie were joined by the United Empire Loyalists, a group of people dedicated to what would later become the Dominion of Canada. Over the years our riding was further blessed with healthy immigration from all European countries and most recently from the Pacific Rim. There has also been lateral migration from other areas of Canada: from the west, from the maritimes and from la belle province de Québec , all attracted by the lushness and opportunity that Erie offered.

Speech From The Throne  I would like members opposite, in particular, to know that. As for myself, as quite a number of people indicated today, I am also an immigrant. I was not born in Canada. In fact my family is from Wales. Hon. members might be interested to know that the Welsh language is much older than French or English. It is at least 3,000 years old and has changed very little even though it is very vital today.
