Finance committee  Instead, electronic payment systems involve multiple stakeholders whose activities are each subject to different regulatory frameworks. No one player appears to bear overall responsibility. There must be clear and fair rules for all players in the system. At present, users bear the responsibility and risks related to electronic payments even though they themselves do not create these risks.

Environment committee  I'll respect that decision and I will be voting against the amendment. I know we had a very clear and thorough discussion as recently as a couple of weeks ago. We have an agenda that was approved at the last meeting. There was an attempt by the NDP to change that, and now there's an attempt again to change that, so I will not be supporting that.

Mark WarawaConservative

Environment committee  Mr. Chair, I will support the NDP's motion. I think there is a clear desire that is usually expressed by committees and the House. And that is to ensure that bills take precedence over all other issues, especially when those bills have been endorsed by the House at second reading.

Human Resources committee  Hughes, for yesterday’s visit and this morning’s presentation. I will address my first question to you. Your presentation was quite clear but I would like you to explain something to me. Do you think the Pathways to Education Canada program should continue to operate exclusively with private funds, as is now the case, or should it become a public program that would be implemented not only in a few communities, but all over Canada?

Human Resources committee  Pathways enters into a contract with the students, the parents, and the schools to establish clear goals and expectations and to promote shared responsibility for student and community success. The results of the Pathways program are really quite extraordinary. The Pathways program has been instrumental in decreasing dropout rates in Toronto's Regent Park community from its pre-program rate of 56% to less than 10% today.

Subcommittee on Food Safety committee  Kingston, the union representative who was here, not acknowledging, quite honestly, that there had been more inspectors, nor that there had been money put forward in terms of what we've done over the last budget or so. Something else also became really clear but was not mentioned--and maybe you can just help me with clarification on that. When we get front-line inspectors--and by the way, there was about a 7% increase in front-line inspectors--who are certified, do you know if they can be certified for more than one position or not?

Subcommittee on Food Safety committee  I don't think we need to spend a lot of time on that. It's clear that it's gone up by $150 million in two years, so there has been a significant increase. I wanted to go on to another issue: food supply. Today you folks sent out a news release talking about the captive supply of beef.

Subcommittee on Food Safety committee  If you have an agency whose primary role is ensuring that the public interest is protected, then I think it's very clear where that priority lies. Having inspectors on the shop floor...I think what we've seen with that plant in Toronto where they said, “Yes, we've made a mistake, now we'll get back to a reasonable workload for that particular inspector”, shows that the system of trying to stretch those people beyond what's reasonable simply doesn't work.

Canada-Peru Free Trade Agreement Act  Mr. Speaker, it is clear that this will simply perpetuate the problem and the situation will get worse. It cannot improve, particularly when there has already been a signature opposing labour rights. Imagine that a union tries to organize in Peru to protect mine workers, when the government has already refused to sign.

Veterans Affairs committee  I want to be clear in my question, because I don't want you to have the perception that I want to indicate any diminishment of importance on what homelessness is. Because it is so important, I am concerned about the nature of the communications.

Veterans Affairs committee  As I indicated in my testimony, there were numerous discussions with the ombudsman. I shouldn't say the ombudsman himself; I think it's very clear to be on the record that many of the discussions that take place between the ombudsman's office and the staff in the department are at an officials level. They are not all at the level of the ombudsman, or the directors general, or the assistant deputy ministers.

Keith Hillier

Veterans Affairs committee  I've been able to observe the testimony from this meeting and the last meeting, and there are some things that are not very clear to me. So could I ask you very specifically, Mr. Hillier, what was the exact nature of the communication that you had from the ombudsman regarding his concerns about homeless veterans?

Justice committee  What about the more general rule that the section is not explicit enough, not clear enough to understand that interpretation, short of a charter challenge? Are you aware of any challenges like that?

Foreign Affairs committee  Chair, to be clear, I opened my comments by stating that. There was no surprise for me when the letter came back the way it did. There was lack of clarity on UN Resolution 1267, and I was very uncertain about it.
