The department is taking four times longer than usual. Yes, I said four times. I informed the minister of this unacceptable situation on Tuesday.

It was convinced that it did not have to comply with the Elections Act. It was ready to take the battle all the way to the Supreme Court, until new allegations of in and out transactions surfaced.

The matter has now been resolved fairly.

41st General Election  Mr. Speaker, this is a question of a long-standing administrative dispute with Elections Canada regarding the issue of whether certain expenses should be counted as local expenses or national expenses. The Conservative Party of Canada obeys the same rules as everyone else.

41st General Election  Mr. Speaker, this was not an administrative dispute. The Conservatives have to pay $230,000 because they are guilty of breaking the Elections Act and of having filed false reports in order to get more money out of Canadian taxpayers' pockets.

Business of Supply  The Parliamentary Secretary to the Prime Minister can try to dismiss the facts and maintain that the matter is an administrative dispute, but it will be hard to fight the charges when so many candidates are now coming forward to tell their stories. Inky Mark, who resigned his Manitoba seat last year, said that his staff was contacted by party officials during the 2006 election campaign.

Political Financing  Mr. Speaker, the hon. member knows this is a five-year-old administrative dispute. One court has ruled in favour of the Conservative Party and another court has not. Otherwise, it is the typical back and forth that one would expect in an administrative dispute of this kind.

The dispute is whether certain expenses should be counted as local or national. There is a difference of opinion on this.

Business of Supply  So we hope the Conservative Party will pay back the $200,000 it got itself, fraudulently, from Canadian taxpayers, and that it will also drop its legal actions. This is not an administrative dispute, as the Parliamentary Secretary to the Prime Minister, the Prime Minister or the Leader of the Government in the House of Commons say. We are talking about fraud here, I would remind you.

The Federal Court of Appeal has looked at everything and, by unanimous decision, has said this constitutes electoral fraud. Four people have been charged. People are facing jail time.

Business of Supply  The question for the member is this: If the Conservative Party believes this is just an administrative dispute, why has it not co-operated fully with Parliament, with its committees, with Elections Canada and the prosecutor to make sure that all of the facts are there so that we can resolve this issue and get on with the business of the House?
