Banks  Why is he not doing the obvious and asking banks to pay their fair share of the deficit? Why does he continue to burden taxpayers and small business owners with high taxes and reduced services? Why are the banks getting a free ride? Why is he asking Canadians to continue to tighten their belts with social program cutbacks while banks pay no taxes on their profits?

Budget Implementation Act  I am therefore amazed that a party which ran on a platform of jobs, jobs, jobs, produced this kind of budget. The unemployed and, in my region, small business owners, people looking to market new products, those who want to continue to build our region which celebrated its 150th birthday just two or three years ago, are disappointed. Some of these people had expected a lot from this government.

Small Businesses  After all government must work in partnership with the business community, not pretend to be its master. Small business owners in my riding have often told me they are anxious for the day when the onerous bureaucratic load imposed on them by government is a thing of the past. For example, the government remains committed to the goal of replacing the GST with one that is more efficient and fair, easier to administer, and much more convenient for small business.

Borrowing Authority Act, 1994-95  This has weakened small businesses and has made it difficult for many of them to survive the recession''. Small business owners who provide most of the jobs in this country were encouraged to see that their investments in their businesses were protected. Unfortunately just as the government members are starting to feel all warm and fuzzy about this budget I have to go back to talking about the appalling bill that is before us which asks for authorization for up to $37 billion more to be spent.

We know that it is very difficult for small business owners, women in particular, to obtain funding for their businesses. Banks impose unrealistic financing conditions which prevent the establishment and expansion of small and medium-sized businesses, acquisition of new technology, development of new markets and above all job creation.

Although it has been over 150 years since responsible government has been instituted, the descendants of these rebels have carried on the tradition of farming and operating small businesses in York-Simcoe, a riding which I am proud to represent.

The Budget  Speaker, my constituents have overwhelmingly opposed any reduction in the RRSP contribution limits. Reducing these limits is increasing taxes for those ordinary Canadians such as small business owners and employees who use RRSPs as their sole means of preparing for retirement. I have also received literally hundreds of letters of support for the home buyers plan which is due to expire at the end of this month.

Income Tax Act  Someone who had been studying the operation of European banks once told me that their attitude and approach with respect to private investment are totally different in the sense that the operating philosophy of the bank is to take a chance with the small business owner. Perhaps pressure should be brought to bear to foster a change in attitudes, in that respect. While the Canadian banking system is said to be one of the most performing and comforting in the world, there may be fundamental choices to be made by banks.

Income Tax Act  Speaker, the proposals contained in Bill C-9 implement measures announced, as you will all recall, by the previous government in its economic and fiscal statement and April 1993 budget. The new government, already short of ideas on new tax incentives to offer small business owners and workers, is borrowing ideas from an old government worn out by nine years in office. This bill in fact proposes 12 amendments to the Income Tax Act. As we all know, the first measure deals with unemployment insurance premium relief for additional jobs.

Small Business  I commend the Minister of National Revenue for the work his department has done with Bill C-2. Once enacted this initiative will go far to reduce the excess paper burden on small business owners. In keeping with our concern for small businesses, I would make one further recommendation for the consideration of members of this House on another small business concern. Under the last government, remittance of payroll deductions for small and medium sized businesses were increased from once a month to twice a month.

For example, among the department's client groups are 150,000 large importers and exporters, 131 million travellers, and 22 million individual tax filers.

Social Security System  That person contributes to plans insuring a significant percentage of her employees' salaries when they are on maternity leave, but nothing in the social policies of the federal government provides for maternity leave for that small business owner. Such a situation is unacceptable. The establishment of a universal day care program, maternity leave and special leave granted to mothers to provide care to a sick child are but a few of the issues that have to be debated in initiating a true reform of social programs, and especially the establishment of family oriented policy.
