Mr. Speaker, I would like to thank my colleague for referring to the article he has quoted in this House. I find it difficult to answer as I have not seen the article but I would nevertheless like to stick to the crux of the matter at hand and that is keeping the gun registry.

If my colleague listened carefully to my speech, he will have understood that I am in favour of keeping the gun registry in order to combat violence and eliminate domestic tragedies of which, unfortunately, many victims are women.

I imagine that there will always be corruption in this world. It is an element of human nature. I do not believe that there is any law that could eliminate this corruption. However, we must determine what this registry, in its current form, has produced in recent years, namely, a decrease in homicides, the suicide rate and family violence.

We note that support for the registry has come from associations, women's groups in Quebec, police officers. A unanimous motion by the National Assembly of Quebec even states the need and the—

Mr. Speaker, I will be sharing my time with my colleague from Brome—Missisquoi.

The Conservative government is determined to weaken the gun control legislation. After declaring an amnesty for owners of unregistered long guns three years ago and twice renewing it, the government is planning to change the gun registry with Bill C-301, An Act to amend the Criminal Code and the Firearms Act (registration of firearms), sponsored by the member for Yorkton—Melville, and Bill S-5, An Act to amend the Criminal Code and another Act, which was introduced in the Senate.

The Conservative government, which is trying to please its militant base, wants to remove non-restricted firearms, meaning rifles and shotguns, from the current gun registry. In fact, the Conservative government wants to do away with the requirement to possess and present a registration certificate for a non-restricted firearm.

The Bloc Québécois has made a firm commitment to improve gun control and maintain the registration of all types of firearms in its entirety. Gun control is one of the most effective ways to prevent crime. That is why the Bloc Québécois is debating the following motion today:

That, in the opinion of the House, the government should not extend the amnesty on gun control requirements set to expire on May 16, 2009, and should maintain the registration of all types of firearms in its entirety.

Even though the rate of homicides committed with rifles and shotguns continues to decline, the fact remains that of the 188 firearms that were used to commit a homicide in 2007, 32 were rifles or shotguns, which is still far too many.

Hunting is a popular sport in my riding. I myself have taken a firearm safety course. I know that some hunters probably do not appreciate having to register their guns. But registering a gun takes only a few minutes and does not cost the hunter a cent. It is a simple procedure that can help save lives.

The Bloc Québécois is in Ottawa to defend the interests of Quebeckers. Public safety is not negotiable. Even if Canadian gun control legislation is for the most part under federal jurisdiction, the Government of Quebec has come up with a few tools to improve public safety. It has passed the Anastasia Act designed to protect the people of Quebec by tightening gun control, regulating gun ownership in certain places and creating a system to control the practice of target shooting with prohibited or restricted firearms.

If the Conservative government wants to deregulate gun control, let it transfer those powers to Quebec so that it can administer the firearm registry itself. Quebec MNA's all agree on the necessity of gun control legislation. On March 31, the National Assembly voted unanimously in favour of this motion by the member for Mercier:

THAT the National Assembly of Québec demand the maintaining of the firearms registry, including hunting weapons, and denounce Private Bill C-301 introduced by the Federal Member for Yorkton-Melville... which dilutes the application and scope thereof.

There is no lack of support in Quebec for the gun registry. Police forces report that it is an appropriate and effective tool. Front-line organizations involved in violence and suicide prevention as well as public health agencies report marked decreases in homicides, suicides and accidents involving firearms. They are all opposed to Bill C-301 and call for the registry to be kept as it is.

The Barreau du Québec has expressed the opinion that “the Firearms Act should be kept as it is at present, and that abolition of the gun registry constitutes a threat to public safety.”

Yves Francoeur, president of the Montreal Police Brotherhood, maintains that the gun registry must not be weakened in any way. Even with its limitations, the registry is still a useful tool for Canadian police forces, and it is consulted by them an average of 6,000 times a day.

According to him, since the registry was created in 1998, about 20,000 licences have been revoked or denied, and this has undoubtedly averted a number of tragedies, particularly in spousal violence situations. To all appearances, a large proportion of the Quebec public believes that we need to maintain the gun registry as it is, and end the amnesty granted by the Conservative Party in May 2006.

In particular, we must not lose sight of a sad but true problem in society: suicide. Every year, there are people who use guns to end their lives, and often the weapon used is a hunting rifle. According to Statistics Canada, out of all suicides committed between 1979 and the end of the 1980s, about a third were suicide by firearm. Starting in the 1990s, the proportion began to fall. In 2002, about one out of six suicides was committed with a firearm. The decline in firearms suicides has contributed to the drop in the overall suicide rate. Avoiding easy access to firearms is the best way to prevent suicide. Most suicides would undoubtedly not have happened if the firearms and ammunition had been stored securely.

Firearms control is also a women’s issue. Women account for a small percentage of the two million gun owners in Canada. On the other hand, they account for a large proportion of victims of firearms violence. Over the last decade, the rate of spousal homicides committed with a firearm has fallen by nearly 50%. Is that not excellent evidence that the firearms registry is effective?

In spite of that fact, there is still far too much violence committed against women and children. It is up to the government to invest in preventing spousal homicide. The firearms registry contains tools for that job. The Association féminine d'éducation et d'action sociale, the Fédération des femmes du Québec and the National Council of Women of Canada, which are all women’s rights advocacy organizations, strongly support the firearms registry.

Some women’s organizations are critical of extending the 10-year licence validity period for all firearms owners, which would reduce the number of opportunities to review the information on the licence and ensure that it is up to date.

When it comes to justice and public safety, the Bloc Québécois firmly believes that the most effective approach is still and will always be prevention. This means that we have to tackle the root causes of crime and the conditions that lead to tragedies in the home. We have to tackle the causes that lead to crime: frustration, violence and despair. We have to find tools to combat poverty and inequality in our society.

The Bloc Québécois in fact believes that the federal government must do more to control firearms, including stricter enforcement of its regulations on the storage, display, transportation and handling of firearms by individuals, which provide that firearms must be stored securely so they do not fall into the hands of criminals.

For all of the reasons I gave in my speech, I call on all my colleagues to vote against Bill C-301, and in particular I call on Liberal Party members, the ones who initiated the firearms registry, and on Liberal senators, to vote against Bill S-5.

Afghanistan April 2nd, 2009

Mr. Speaker, expressing one's serious concerns is not enough. Other steps could be taken. First, the government must firmly and clearly denounce this Afghan law at the NATO meeting. In addition, the government simply has to take the millions of dollars that Canada would have spent on future plans with the Karzai government to support the Afghan people, and transfer that money to NGOs that could help people directly.

Does the minister not believe that non-governmental organizations are in a much better position to help women than a government that allows them to be oppressed?

International Trade March 30th, 2009

Mr. Speaker, the Minister of International Trade has completely ignored the strictest recommendations found in the report on the national roundtables on corporate social responsibility in the extractive sector, namely, the establishment of mandatory standards and an ombudsman office to deal with complaints against offending firms.

How can the minister believe that he will be taken seriously when he has announced that he will introduce very strict measures but that their implementation will be voluntary?

Mr. Speaker, that is not much time, but I can give an example.

In my RCM, which has felt the effects of the forestry crisis over the past few years, we are trying to establish secondary and tertiary processing. To that end, we need skilled young people and we must keep them by adopting measures such as this one. If we cannot retain our young people, then we will be unable to develop such secondary and tertiary processing.

Mr. Speaker, I thank my colleague for his comments, and I see that he is also very much in favour of the bill. I thank him and ask that he convince all his colleague. It is very important that this measure take effect.

As I mentioned a bit earlier, we have been making a tour of Quebec, which will end next week. All the stakeholders we have met with in our regions have said that this measure is needed both to keep young people in the regions and to stop the hemorrhaging that is happening when they leave.

I come from a region that is being affected by youth out-migration, and I can tell you about the negative effects it is having. Towns and municipalities are closing. When young people leave the region, they probably leave as a family, and that means children leave. If our regions lose families and children, then their lifeblood is drained away, and schools, services and churches have to be closed. Eventually, the municipality closes its doors.

Mr. Speaker, I would like to answer my colleague's second question first. As I said in the preamble to my speech, this bill was introduced in the previous Parliament by my colleague from Chicoutimi—Le Fjord. It went through all three stages and even reached the Senate. It was also submitted to the parliamentary budget officer for costing.

I will go back to his first question. This measure has been implemented in Quebec, and I see no reason why Canada could not implement this bill. The bill refers to “designated regions” mentioned in the act. In committee, the members will be able to discuss how this bill could apply to every province in Canada. In Quebec, we have already come up with the formula, and the legislation has been working very well there since it was passed in 2004.

Mr. Speaker, I would like to begin by giving credit where credit is due. I must thank my colleague, the member for Chicoutimi—Le Fjord, for all the work he did during the 39th Parliament.

Bill C-207, which he introduced on October 16, 2007, was supported by a majority of members of the House at all readings and even made it to the Senate.

Now we are back with Bill C-288, An Act to amend the Income Tax Act (tax credit for new graduates working in designated regions), and I promise my colleague and young people in the regions of Quebec that I am just as determined as he was to get this bill passed.

I would also like to mention the role played by the government members representing Saguenay-Lac-Saint-Jean—the members for Roberval—Lac-Saint-Jean and Jonquière—Alma. During election campaigns, federalists like to go on and on about how the Bloc Québécois is useless and does not have any power. But in this case, my two Conservative colleagues proved to their voters that being on the side in power is always bad for the regions of Quebec.

When the Conservatives voted against the old Bill C-207, they denied young people access to a tax credit they could have used as of this year's tax return. Conservative members from Quebec proved that their party line is more important than their regions' needs.

Once again, these members have proven that those who are members of governing parties in Canada tend to close their eyes and forget about standing up for the people they represent. This time, I hope that Conservative members from Quebec, especially the members for Pontiac, Roberval—Lac-Saint-Jean and Jonquière—Alma, as well as the independent member for Portneuf—Jacques-Cartier, will recognize that they must put their regions' interests before their party's interests. I hope that they will support Quebec regions and the young people who live there.

It will come as no surprise to anyone in this House that the regions of Quebec, like many regions in other Canadian provinces, are in the midst of an economic crisis, and they were already struggling long before the current financial crisis hit. Northern Ontario and British Columbia, New Brunswick, Nova Scotia, Newfoundland and Labrador, and Prince Edward Island are all regions that have been struggling economically for a number of years.

The lumber crisis that has been affecting many places for over five years now, a crisis that the Conservative government has done virtually nothing to address apart from handing out a few scraps, was the first indication of the deteriorating economic situation. Meanwhile, the auto and oil and gas industries are rolling in billions of dollars. Our regions are going through a terrible crisis that the Conservative government is completely ignoring. I can only hope that my colleagues across the floor will show a little humility this time by listening to the cry for help from the regions and the young people who live there.

The regions are in a period of economic distress, which of course only increases the trend of out-migration from the regions. Indeed, the further we go from the main centres, the more the population is declining. It feels as though Quebec is shrinking. The central regions, where people live within 150 km of Montreal or Quebec City, are faring better than the outlying regions. Some places are beginning to feel the devitalization, with the exodus of young people and the aging of the population.

Youth out-migration and rural depopulation are not new phenomena, but for decades, they were counterbalanced by high birth rates. With the drastic drop in the birth rate, the challenge now is to keep our young people in the regions and encourage even more to settle there. Time is of the essence, because this trend has continued since 2002 and the situation is getting worse in some places.

At present, the population is declining in six of the seventeen administrative regions in Quebec: Abitibi-Témiscamingue, Bas-Saint-Laurent, Côte-Nord, Gaspésie—Îles-de-la-Madeleine, Mauricie (except for Trois-Rivières) and Saguenay-Lac-Saint-Jean. For residents of the Saguenay, a yellow bus filled with young people leaving the region for Quebec City and Montreal every week is the symbol of this decline. Given the statistics, I ask myself how my Conservative colleagues from this region can justify opposing Bill C-288.

My area in particular—from Ferme-Neuve to Notre-Dame-du-Laus, Mont-Laurier, L'Annonciation and Labelle—has been hit hard by the forestry crisis over the past four years.

Every day young graduates leave before they start a family. A region that loses its young people is condemned to certain death, in the medium or the long term. To make matters worse, the departure of a young person often sets off a chain reaction and many more young people leave their regions.

Young people who leave the regions to study in Quebec City or Montreal will establish ties, friendships and a network. It is more likely that, at the end of their studies, they will be more inclined to settle in their new environment rather than returning to the regions where they grew up. That is even more likely because, depending on where they came from, it is very likely that a good number of their friends have also left the region and moved to a major centre. I personally know a number of families who have been affected. The parents have quickly decided to follow their children so they will not be too far from their grandchildren. I ask you, what is left when a region loses its youth and its baby boomers?

The regions need young people, especially skilled young people. With youth out-migration, the population ages faster and regions become less vital. The exodus of skilled individuals reduces the average education level of the people left behind, which undermines regions' ability to innovate. These factors affect the potential for development and could send the regions into a downward spiral that will ultimately destroy them.

Regional economies were traditionally based on the extraction and primary processing of natural resources such as wood and ore. These sectors require a large, but unskilled and uneducated workforce. Since outlying regions have few openings for skilled workers, young people with post-secondary education often leave the regions for the city and stay there, because they cannot find suitable work in their home region. Gone are the days when resource regions could prosper based solely on extracting natural resources for primary processing elsewhere. In order to grow, the regions will have to look to technology and develop their processing industry more.

It is often said that one reason for the problems outlying regions are facing is the fact that people there do not tend to start up businesses, but this is completely false. There are as many business start-ups per capita in outlying regions as in central regions. Today, a number of entrepreneurs are looking to lengthen the production chain by marketing products made from the resources they are already using. Others are using their expertise in raw material extraction to produce specialized equipment or are creating businesses in fields that have nothing to do with natural resources, such as fibre optics in the Lower St. Lawrence, video lottery terminals in Gaspé, diamond cutting in Matane or plastic parts in Saguenay—Lac-Saint-Jean.

In 25 years, outlying regions' dependence on the primary sector decreased by half. There were nearly four times more processing companies in outlying regions in 2001 than in 1975. In Abitibi-Témiscamingue, only 11% of jobs were in the primary sector in 2001, compared to 24% in 1975. In Saguenay—Lac-Saint-Jean, the rate declined from 10% to 6% over the same period. On the North Shore, it went from 19% to 9%.

The trend is certainly real but inadequate. In terms of jobs, these companies are still not managing to recoup the revenues lost in the resource sectors. Compared with those in the rest of Quebec, processing companies in the outlying regions are clearly growing less quickly and have lower survival rates. Even though companies in the regions have certain advantages—the lower cost of land, their proximity to resources—they also face difficulties that are peculiar to them.

One of these difficulties is the lack of skilled labour. There is less of it in the regions than in the big urban centres. This is a major hindrance to the development of secondary industry and high-tech. In all the studies that have been done, many companies said they would only be able to stay in their region if they did not grow very much. So long as the business stays small, they can do the work requiring professional or technical skills themselves. If the company grows, they have to hire skilled workers and the difficulty of finding them in their region might force the company to move.

The federal government is not responsible for education and workforce training. However, the shortage of skilled workers in the regions is not solely a matter of training. In fact, the young people from the regions are no less educated than those in the big cities.

The problem is rather that young people from the regions do not live there any more. There is an out-migration of young people and skilled workers. The federal government could help solve this problem without interfering in any of Quebec’s jurisdictions. That is the purpose of Bill C-288.

I want to turn now to the purpose and effects of the bill. Its principal purpose is to attract young graduates to the regions in order to help solve two main problems: the exodus of young people and the serious shortage of skilled labour. The bill gives a tax credit to young graduates who settle in a resource region and take up a job there. According to the current wording, this credit would be 40% of an eligible graduate’s salary in his or her first year in the region, up to a maximum of $8,000.

As the Province of Quebec has shown, it is, once again, more in touch with the regions' needs and realities. In 2003, Pauline Marois, then-finance minister in the Landry cabinet, introduced a similar tax credit. Since then, the program has been very popular and has delivered excellent results. In 2003, the first year it was available, over 2,500 young people benefited. In 2004, that number rose to 10,000 young people per year and has remained at that level ever since. Over 1,200 young people have come back to Abitibi-Témiscamingue, over 1,600 to the lower St. Lawrence, over 800 to Gaspésie—Îles de la Madeleine, over 1,000 to the north shore, and over 4,000 to Saguenay—Lac-Saint-Jean.

The tremendous increase in the number of young people who benefited from the program during its first and second years suggests that some 7,000 young people would not otherwise be living in the regions of Quebec. That means that 7,000 young people would have taken their first jobs in Montreal or Quebec City instead of in the regions, and would have started their families in an urban centre instead of in the regions. One of the big reasons they decided to settle in the regions is Quebec's tax credit, a measure that cost the province only about $30 million out of a $60 billion budget, or about $5,000 per young person.

My colleague from Chicoutimi—Le Fjord and I toured eastern Quebec during the week of March 16, 2009, to raise public awareness concerning Bill C-288. That tour has clearly shown that this tax credit is very necessary and very welcome to the local elected officials and all the groups we met. Whether in Chicoutimi, Escoumins, Forestville, Baie-Comeau, Matane, Trois-Pistoles, Rimouski or Rivière-du-Loup, not one regional stakeholder we met with indicated any objection to this Bloc Québécois initiative. Every single one of them talked about the advantages of the tax credit put in place by Quebec and they all fervently hope that Ottawa will bring in such a tax credit. Once again, the Bloc has shown that it is very much attuned to the reality of Quebec and the relevance of the Bloc cannot be disputed.

During our tour, we met with Carrefour jeunesse emploi representatives, leaders of student organizations, mayors and municipal councillors, MLAs and MPs, representatives of local development centres, regional conferences of elected officials, chambers of commerce, unions, the UPA, representatives from youth round tables, youth homes, youth employment centres and many others, and they all expressed their unwavering support for our initiative.

In closing, I would like to ask all members of this House to study Bill C-288 carefully, and to think about the future of the regions of Quebec and Canada. The estimated cost of this measure, $270 million, is very minimal compared to the potential benefits for the future of our young people and our regions.

International Conference on Afghanistan in The Hague March 26th, 2009

Madam Chair, next Tuesday, March 31, the International Conference on Afghanistan will take place in The Hague, bringing together the foreign ministers of the various countries involved in the security and reconstruction operations in Afghanistan. It is expected that the discussions will focus on the future of the mission and the election scheduled for August. The Bloc Québécois is glad that this meeting is being held, but circumspect about the decisions that will come out of it.

For more than two years, the Bloc has been asking the Conservative government to hold an international conference on Afghanistan. We feel that such a conference should look at reconstruction efforts, international development assistance, the problem of poppy cultivation and the issue of security in Afghanistan. Such a conference should involve Afghanistan's neighbours, including Pakistan, Iran, Iraq and China.

The Conservative government has always refused to hold such an international conference, despite repeated requests from the Bloc Québécois. But since U. S. Secretary of State Hillary Clinton suggested that such a conference be held, the Minister of Foreign Affairs has said he is very much in favour of such a meeting. It is pathetic to see how the minister jumps at suggestions from foreign countries, but dismisses suggestions from the elected members of this Parliament.

Does the Minister of Foreign Affairs plan to take the lead at this conference and remember that Canada, as the fourth-largest contributor of troops, should use its political weight in the decision-making process on the future of the international mission in Afghanistan? Can we hope that Quebeckers' and Canadians' foreign affairs representative will raise the issues crucial to the success of the mission: respecting human rights, directing humanitarian aid to the most vulnerable people and strengthening institutions and the democratic process?

Security in Afghanistan is vital to restoring peace, as is holding transparent, democratic elections. According to the latest UN data, the security situation has deteriorated considerably in 2009, despite the reinforcement of international and Afghan forces. In an interview with La Presse, Brigadier General Denis Thompson of the Canadian Forces stated:

—the sense of security has plummeted among the people of Kandahar in recent months. The surveys we have conducted show that people's sense of security dropped from 55% to 30% during my term. Clearly, that is a failure.

Furthermore, the area under Taliban control continues to grow, and the areas considered difficult in 2007 have since fallen under Taliban governance. The Bloc Québécois insists that the current Canadian mission in Afghanistan not be extended beyond 2011. The Canadian government must respect the will of Parliament and withdraw the Canadian Forces from all combat zones, particularly the Kandahar region.

However, it would be irresponsible to continue the international mission in the same way without changing it or accepting any criticism. The Manley report echoed the Bloc Québécois' argument. That report criticizes the military approach taken by the Conservatives and confirms what the Bloc has always said about rebalancing the mission. The report states:

It is essential to adjust funding and staffing imbalances between the heavy Canadian military commitment in Afghanistan and the comparatively lighter civilian commitment to reconstruction, development ...

As the Canadian Prime Minister also said during the American president's visit, Canada will continue making even greater strides in terms of economic development. The Manley report also states that the Afghan insurgency cannot be defeated by military force alone. The former foreign affairs minister repeatedly recommends using a diplomatic approach with Afghanistan’s neighbours in order to include them in development.

Does the Canadian government plan to use this meeting as an opportunity to promote a diplomatic approach, knowing that the porous border between Afghanistan and Pakistan continues to be one of the main problems?

The Taliban controls the tribal zones in Pakistan's North-West Frontier Province, which borders the two countries. We must increase diplomatic pressure on the Pakistani government. That country's involvement is indispensable if we want to achieve our objectives. The truth is, we have not made much progress to date. Even American President Barack Obama said that greater emphasis must be placed on diplomacy and development in Afghanistan in order to defeat the insurrection.

The Conservative government drapes itself in the values of democracy and humanitarian action when promoting the Canadian military operation in Afghanistan. The minister himself has insisted, on many occasions, here in this House, that the Canadian mission was not just military, but that its purpose was also to strengthen political authority and the idea of democracy in that country. Unfortunately, the reality on the ground is quite different. If the Conservative government is so wrapped up in the values of democracy and security, what does it have to say to Mr. Michel Lambert, executive director and co-founder of Alternatives in Montreal, who recently stated that phase 1 of the program to develop democracy and civil society will come to an end next Tuesday, March 31; that phase 2 of the program has not yet received the nod from CIDA; and that, even worse, a number of CIDA officials have clearly admitted that the social and democratic aspects were not a priority for the Conservative government in Afghanistan?

It is also essential that we place development assistance at the top of the Government of Canada's priorities. Afghanistan is one of the main recipients of Canadian development assistance. Canada can do more by considerably increasing its development assistance envelope.

Does the Minister of Foreign Affairs plan on introducing this matter at the conference in The Hague and making it a priority for his government?

In his report, UN Secretary-General Ban Ki-moon revealed that the status of Afghan women remains one of the most deplorable in the world. Women in public life have faced an escalation of threats and discrimination. You will recall the senior female officer, the most visible in the Afghan police force, who was assassinated in Kandahar in September 2008. Women who aspire to senior positions in that country are still taking a serious risk. A large percentage of women and children continue to suffer physical and sexual violence. The proportion of girls who go to school has declined over the past two years and women's participation in the labour force decreased from 26% to 22% in 2007.

Afghans will go to the polls in August 2009. Is the Canadian government considering sending Canadian observers for this election?

In closing, since 2007, the Bloc Québécois has been asking the government to rebalance the mission because the military path alone will not lead to victory. When we made this request, the Conservative government accused us of being on the terrorists' side. Now, in 2009, the government has admitted that military operations alone will not result in victory. If the Prime Minister had listened to our suggestions to rebalance the mission from the start, perhaps we would not be at this point today.

Mr. Speaker, is the discrepancy between how the Department of National Defence and the Department of Foreign Affairs are treated not a reflection of this government's fundamental attitude, which consists of favouring weapons over diplomacy in its international relationships?
