Madam Speaker, I am honoured to be here today to speak to Bill S-227, an act to establish food day in Canada. I thank the member for Perth—Wellington for sponsoring it in this place.

This bill is very similar, with some minor changes such as the date, to Bill C-281, an act to establish a national local food day, which was introduced in the 42nd Parliament by the former NDP MP and national parks critic Wayne Stetski. MP Stetski's bill was itself a reiteration of legislation introduced in the 41st Parliament as Bill C-449, an act respecting a national local food day, by former NDP MP and agriculture critic Malcolm Allen. Therefore, it is good to be here debating this bill, which has such a rich history in this place.

It is incredibly important to ensure that Canadians have access to healthy, affordable food and a sustainable food system. These are national priorities. I agree with the former speaker that they need a lot more support and investment. It is important to support our local agriculture markets as they are essential to us moving forward with this goal.

As I was preparing for this speech, I was thinking a lot about what we experienced during the beginning of the pandemic. I remember a lot of communities and organizations contacting me to talk about food and how worried they were with the big changes that were happening across the planet and with their food security.

My riding is just under 60,000 square kilometres. I have a lot communities on islands, and they were very concerned. I remember when there was a COVID outbreak in Alert Bay. The butcher there became very ill and had to be away for 14 days. That made it very hard for people to access the meat and protein they desperately needed.

Therefore, ensuring that we have local responses and that we honour the importance of assuring that if something happens there is enough food to sustain us is incredibly important.

I am also pleased to have an opportunity to talk about the rich farmers' markets across my riding. What I find profound about all the farmers' markets is that they are evolving quickly, and they celebrate locally grown food, which I really appreciate. It means I can go online and look at all the resources our farmers' markets bring. They connect us locally to people who are producing different types of food. The websites are available on that one site, so people can look at what they can locally connect to directly, and that is important.

When we know who feeds us locally, it means we can access their products. It is good for the environment and it supports local businesses. I come from a rural and remote riding, and keeping money in our region is incredibly important. These folks work very hard, so I appreciate how it connects us to local providers and allows us to buy locally to protect not only those local business but also our planet. We must always remember to celebrate the people who make food for us and who are very close to us.

I think of my visit to the Blueberry Commons' farm co-operative, which does some great work around connecting with children in schools, providing food for people and creating a local business that is going to make sense. It is also looking at how it can add housing to this co-operative. When it looks at its community, it sees how high the need is for affordable housing. It is quite incredible when we see these kinds of groups coming together and identifying how they are going to support not only keeping food healthy, local and affordable for people, but also ensuring that affordable housing is included going forward.

I think about the Namgis community garden. When I went there I was amazed by the establishment it had created and by the many young people who would go there to learn how to garden from the more mature members of the community. This brings the community together. It was very profound to see the number of young people who were getting jobs because they were working with local businesses and people saw an opportunity to hire them. As they said, it was a good problem to have.

I think of Big D's Bees. We have strong support for bees in a lot of places throughout our riding. Big D's Bees does a lot of work to ensure we have good honey, but we are also showing our solidarity with the bees, which are struggling so much.

Amara Farm is another one, one of my favourite farms in my region. They do a lot of incredible work to create produce, and also work very hard to make sure that the farmers' market is successful.

The reality is that when we talk about this bill, we have to acknowledge how many people are going hungry. Twenty per cent of Canadians have said that they were very likely or somewhat likely to obtain food from a community organization in the next six months. We know that people are struggling to make ends meet, and it is getting harder and harder.

One of the hardest challenges for families that are struggling financially is finding affordable, accessible food that is healthy for their children. We hear about this all too often: children going to school hungry, children struggling with health issues because they cannot eat the proper food.

I know that my friend, the MP for Vancouver Kingsway, has put forward Bill C-212, an act to develop a national school food program for children. This is absolutely important. We know that too many children go to school hungry. We need to make sure that we are supporting those children without any embarrassment or shame, so that they can get the health and nutrition they need, so that they can be better educated and take care of that education. I really appreciate the focus on those kinds of things.

When we talk about this, we also know we are watching some of our grocery chains in this country, specifically Loblaws, which are seeing outrageous profit during this time when so many Canadians are going hungry. I remember when our leader asked Galen Weston how much profit is too much, and of course he was unable to answer that question. I wonder why. We know that feeding people is less important than making sure there is profit for people who have a stake in that business.

As the cost of food goes up, as we know, more and more food is being shipped across the planet. We need to find ways to look at this and have a more sustainable future that includes healthy food for people, but also includes accessing local food before we go outside, especially when we look at things like the carbon footprint and what that means for us as food travels around the world.

I have only a couple of minutes left in my speech, but I also want to take this opportunity to acknowledge the great heroes of all of us across this country, and that is our local food banks. Not too long ago, I was in Gold River and I was talking to one of the members of the town council. She was talking about how the Gold River Food Network is doing everything it can, but it is getting harder and harder to feed people because so many people are accessing it. They noted, specifically, that there are a lot of seniors accessing food banks. That is quite concerning, that people who are living on a fixed income are struggling more and more. If they do not have healthy food, their health outcomes are worse.

I also think of the Campbell River Food Bank, which does a lot of work in that community, but also holds a lot of food for other food banks on some of the islands near our region. As they see the increase in just the Campbell River area, they are having a harder and harder time taking in that extra food that they hold for those other communities. Storage is becoming a huge issue. If they cannot store the food, then it gets harder to get food out to other communities, and that really concerns me.

I also think of the Powell River Food Bank. I went to meet with them, and one of the stories I will never forget was about the embarrassment of a wife coming in and asking them to please not tell her husband that she had to go to the food bank, because they just did not have enough food. She had paid all the bills and there was nothing left over.

In this time when food insecurity is increasing, it is incredibly important that all of us in this place take responsibility and understand that we must support healthy food for people. We must look at what is happening in our local communities and lift those businesses up, lift those farms up so that they could provide the best food.

I look forward to supporting this bill, and I hope that we have a special day to recognize and celebrate local food. I also hope that all of us will celebrate it every day by buying products that are close to home.

Good afternoon.

Thanks very much for inviting me to appear before the Standing Committee on Agriculture and Agri-Food today. It's my honour and pleasure.

Bill S-227 seeks to designate the Saturday before the first Monday in August as Food Day in Canada.

As we know, food is at the heart of our homes, our communities, and our economy, and I think one positive thing that has emerged from the pandemic is that many Canadians, especially those outside of rural and agricultural communities, have become more interested in learning about where and how their food is grown.

It's important for our future generations to understand that our farmers, producers, processors and agri-food retailers work hard to produce good food. Canadians young and old need to see for themselves that our agricultural communities care about the land, the commodities they grow and animals they raise.

Having a nationally recognized Food Day in Canada can help them understand that there is so much to learn about agriculture and food production in our country and will, hopefully, increase public trust in our food supply systems. As rates of food insecurity rise, not only in Canada but around the world, I believe it's paramount that we work to support our systems and trust that it can provide us with healthy, safe and affordable food.

When we talk about local food production, we are talking about people in our everyday lives. We are talking about the farmers who grow the crops we drive by as we travel Canada, about the agri-businesses that produce the food we see on the shelves, about the restauranteurs and chefs who feed us and the vintners and brewers who produce the wine, beer and spirits that we enjoy. Local food is about much more than just what we eat; it is about Canadians.

We heard about these Canadians during the many speeches in your chamber from the members for Perth—Wellington, Wellington—Halton Hills, Guelph, Glengarry—Prescott—Russell, Cowichan—Malahat—Langford and Abitibi—Baie-James—Nunavik—Eeyou. They all presented compelling accounts of how agriculture has impacted their communities and Canada at large. I am confident that most, if not all, parliamentarians could do so. Agriculture truly touches us all.

As you know, Canada is one of the largest producers and exporters of agricultural products in the world. In 2021, the agriculture and agri-food system employed 2.1 million people, provided one in nine jobs in Canada and generated $134.9 billion, which is approximately 6.8% of Canada's gross domestic product. Passing the Food Day in Canada act is another way that we can acknowledge the important role that agriculture and local food plays in Canada.

In fact, many provinces already celebrate local food with special days throughout the year. For example, here in Ontario, the province passed legislation to proclaim Food Day Canada in Ontario in June 2021. While provincial celebrations are wonderful, I am a firm believer that there should be one day nationally when the entire country can come together in honour of this important sector. Bill S-227 would give Canadians a reason to celebrate agriculture and agri-food from coast to coast to coast together every summer.

Some of you may recall that a previous bill, Bill C-281, which was originated in your chamber by a former member of Parliament, sought to designate the Friday before Thanksgiving each year as national local food day. While the ideas may appear very similar, and I wholeheartedly support the call to celebrate agriculture any time, Bill S-227 is based on an existing celebration that began as an industry-led initiative. I believe it's important that we involve industry as much as possible in the organization of this event. It is important, and the industry agrees that the day should fall in the summer, at the height of the growing season, as opposed to the fall, when agriculture is slowing down before the start of winter.

If established, this annual celebration would not only see Canadians join together in celebration of our food from our farms to our forks and the people who make it happen but also encourage Canadians to continue learning about our agricultural and agri-food industries. It's a chance to highlight and appreciate the diverse and nutritious food products we have access to each and every day. Agriculture and agri-food are critical industries that contribute not only to the whole of our nation, but to countries around the world.

I also want at this time pay to tribute to a great advocate: Anita Stewart, the founder of Food Day Canada. As many of you will know, the first Food Day Canada was born from Anita’s concern for beef farmers during the 2003 bovine spongiform encephalopathy crisis, the BSE crisis.

Anita was a trailblazer who made a tremendous impact on the health and well-being of the Canadian food system. Her spirit and passion for Canadian cuisine from coast to coast to coast and the people who grew, harvested, and cooked it were unrivalled.

She is missed by all her knew her. Her memory lives on in the legacy of her recipes, her family and of course in Food Day Canada.

Thanks very much again for inviting me to join you today. I would also like to send my thanks to many of you and to many other members of Parliament who spoke in your chamber on Bill S-227.

Mr. Speaker, before I begin my remarks, I want to acknowledge and thank my colleagues in the Bloc Québécois, who switched their spot with me so that I would be able to make committee tonight at 6:30 p.m.

I am very proud to be speaking to Bill S-227, and I want to acknowledge the member for Perth—Wellington for sponsoring it here in the House fo Commons, but also Senator Rob Black. I have known Senator Black for a little while now, and he and I share a definite passion for farming and soil health. It is nice to see that we have those kinds of champions not only for our agricultural sector, but for the key role that it plays in establishing food security in Canada. They recognize that farmers are going to be one of our greatest tools in effectively combatting climate change.

As I mentioned in my intervention with the member for Perth—Wellington, this bill is no stranger to Parliament. We have seen several versions of it over several Parliaments. I also want to acknowledge the former member for Kootenay—Columbia, Wayne Stetski, who was a colleague of mine for four years in this place during the 42nd Parliament. He introduced what I believe was Bill C-281. That bill actually passed through the House of Commons before arriving at the Senate, but unfortunately did not go further. I am pleased to see that with this version of the bill, I think we may have enough runway to pass it into law.

I am very proud to be standing here, not only as a proud member representing the great riding of Cowichan—Malahat—Langford, but also as the NDP's agriculture critic. I have been privileged to hold that position for four and a half years now, and for me, agriculture is not work. It is a passion of mine, and I have been incredibly blessed in this role over four and a half years to have spoken with farm organizations from coast to coast to coast. To represent the farmers in my riding, take their feedback and be a part of the national policy discussion on food, food security, agriculture and how well our farmers are doing has been a real privilege.

I am also the owner of a small-scale farming property. It is nowhere near a commercial operation, but even the work on that property has given me a small insight into how hard our farmers actually work. I raise livestock. I have a small flock of chickens and raise ducks. I also have pigs and three elderly sheep. This teaches me a certain level of responsibility. It makes me appreciate that care for animals and the land is something we should all aspire to.

I think this is something that, through the enactment of this bill, will become part of our national discourse. It is an appreciation for what farmers do for our communities, big and small, because sometimes in our large urban centres, there can be a bit of a disconnect from where our food actually comes from. If this bill helps further the conversation, strengthening those links between our urban centres and our rural centres, I think it is doing nothing but good for our national unity.

In Canada, we already have Agriculture Day, which we celebrate in February of every year, but I like the fact that Bill S-227 is going to establish the Saturday before the first Monday in August as food day in Canada. That is important because Agriculture Day is, of course, a very broad topic. There are multiple different kinds of agriculture, but this bill is making it more specific and is centring, really, on the concept of food.

I think every member of Parliament realizes that food is not just a commodity. It is important. The thing that makes all humans equal is that we all have to eat to survive. It is very much a social determinant of health too. We know that there are far too many people in Canada who suffer from food insecurity. Food security and food sovereignty have been key issues for me personally.

We are a country, of course, that is very blessed with the amount of arable land we have. We produce far more food than our population consumes, so we are net exporters of food. We are actually one of the top agricultural producers in the world, and that is something we should definitely carry around with pride.

What I love about the country is the huge variety of growing regions we have from coast to coast. It truly is a learning experience, no matter what province we are visiting. I think we should have a country where we have the ability to produce food locally for everyone who needs it, not only to give the bare minimum amount but to achieve the good, high-quality food we all need. We need that high level of nutrition. It is a very strong factor in the social determinants of health.

As New Democrats, this has been a central issue for us in many parliaments for many years. Back in 2011, we ran on a commitment to introduce a Canadian food strategy that would combine health and environmental goals and food quality objectives. We have had incredible MPs, like Alex Atamanenko and Malcolm Allen, who in the past really set the stage for the debates we are able to have today. We have to recognize those members of Parliament who did that heavy lifting in previous parliaments to establish the building blocks we truly have today to get to where we are.

We created a strategy called “Everybody Eats: Our Vision for a pan-Canadian Food Strategy”, which really focused on how food travels from the farm to the factory to the fork. It was very comprehensive and I think played no small part in forcing the Liberals to come up with their own strategy in the 42nd Parliament, when they last had a majority government.

I stay in close contact with the farmers in my region. I depend very much on their feedback, and I try to be as true as I can, as their representative in this place, to ensure their voices are being heard.

The other thing is looking at how food is produced in Canada. I think this bill is also going to force us to look at the concept of food miles. I can remember going to grocery stores when we could see oranges from New Zealand and apples from South Africa and the amazing distances those foods had to travel to make it to our plates. I know in British Columbia we have the ability to grow a lot of seasonal produce, and I think we need to establish those stronger links. I hope this bill will help achieve that.

I am also incredibly proud to come from a province that I think arguably has the most diversified agricultural sector in the country. British Columbia has a variety of different climates, given our mountainous province, and we are able to grow a lot of different things in many different regions. Depending on which valley and which part of the province we are in, we will always find a little niche market somewhere.

Bringing it home to Vancouver Island, to my riding of Cowichan—Malahat—Langford, we have some fantastic farmers' markets where we can go and see where our food is coming from locally and the incredible diversity that is being grown right in our backyard. I appreciate the efforts that the locals are going to in order to highlight that incredible work that is going on our backyard.

The Cowichan region, believe it or not, is Canada's only maritime Mediterranean climatic zone. We have the highest mean average temperature in all of Canada, and this allows our farmers to get a head start on growing some amazing food. In fact, in the local Halkomelem language, Cowichan, which is the anglicized version of the word, means “the warm land”. We are blessed with incredibly warm, hot summers and get an incredible amount of rainfall in the winter. That allows us to produce an amazing agricultural bounty. It is on display everywhere we go. We can get organic fruits and vegetables; local honey, cheese, eggs and sustainably harvested seafood; meat from grass-fed and ethically raised animals; homemade jams, jellies, chutneys and sauces; artisan breads, pies, pastries and cookies; locally grown and produced wines and spirits; and even gourmet treats for our pets.

To cap it off, because I know I have only a minute left, I am incredibly proud to stand here to support this bill. It sounds like we are going to have a lot of agreement in the House. I hope that when it finds passage, reaches royal assent and becomes law, it will be yet one more tool we have in our tool basket of policy to remind Canadians of how important local food is, to celebrate the farmers who produce it for us, and to start a conversation on how we, as parliamentarians, can better support food security so that everybody in every region has the ability to access good, high-quality food with no barriers whatsoever.

Madam Speaker, I would like to thank my friend across the floor, and I do consider him a friend, for his speech. At times when he was making his speech, I thought we were speaking about my bill, Bill C-281, to establish a national local food day, which of course was supported unanimously by the House and is now in the Senate.

During the election the last time around, as well as this time, I called myself a “liberal-minded, environmentally green, fiscally conservative NDPer”. However, I finished with the NDP because I truly believe that it has the best vision for Canada. That vision includes affordable housing, affordable child care, certainly universal public pharmacare and eventually, I hope, becoming a tuition-free country. Those are the fundamental things that I think will make Canada better.

However, this budget does not go nearly as far as it should at getting to any of those things that I think will really make Canada better. Therefore, I would be interested in my friend's comments on the disappointment that certainly the people in my riding of Kootenay—Columbia feel with respect to the budget.

Mr. Speaker, clearly, local food inspires. I would like to start by thanking my constituents from Kootenay—Columbia for inspiring me to move Bill C-281, and for building our local food economy. I would also like to thank my colleagues in the House for all of their inspiring speeches. We can see how excited they are about local food in their particular ridings, as they should be.

Why should we support local food? First of all, as we know, it is healthy. We know where it comes from and who is producing it. It is important for the economy. It puts millions of dollars into the local economies and brings tourism to communities. I saw that in the farmers' markets I visited this summer. Of course, it is also important for farm-stay tourism and restaurants. When people travel the country, they look for local food in local restaurants. It is environmentally friendly. It reduces carbon dioxide and the use of plastics. It provides community food security and keeps farmers farming, which we absolutely need to do across Canada. It brings together families and communities. Healthy local agriculture also means a healthy local environment. We need healthy soils and pollinators to make farming and local food work. It leads to protection of water and watersheds, and it protects agricultural land from development.

How can we encourage local food? We can buy locally, support local growers and farmers, and ensure there are healthy local fish and wildlife populations and opportunities to harvest them in rural areas. We can ask our local mayors and councils to make vacant city lots available for agriculture right next door, and look for ways to remove any barriers from farm to fork and encourage all levels of government to focus on local food and local food security. Lastly, we can encourage our senators, locally for people around Canada, to support timely passage of this bill. For people in the House who know people in the Senate, they can talk to their colleagues there to support timely passage of Bill C-281 in the Senate so we can celebrate local food all across Canada on Friday, October 11, 2019, as part of national local food day.

Mr. Speaker, I thank the member for Kootenay—Columbia for introducing this bill to celebrate national local food day.

I think it is a great day in the House any time we have the chance to talk about agriculture and food. Our farmers and food processors work hard every single day to put food on our tables, and they contribute to Canada's sovereignty by ensuring a safe and healthful food supply.

I consider it a privilege to rise today to acknowledge their contribution to our great country. That is why I welcome Bill C-281, which our government is happy to support because the importance of food and farming to the health of our citizens cannot be overstated. Canada has a global reputation as a producer of healthful food.

From gate to plate, the agriculture and agrifood sector generates over $114 billion of our gross domestic product. Canada's agricultural sector is booming, and people are taking notice. The Advisory Council on Economic Growth, chaired by Dominic Barton, has recognized its huge potential. The advisory council pointed to agriculture as one of the key growth sectors of our economy, one that can help unlock a prosperous future for our economy, our middle class and our nation.

Global demand for food is growing at a record pace. It is estimated that farmers will have to produce as much food over the next 45 years as they did over the past 10,000 years. Not only is demand for food growing, it is growing for the kind of top-quality foods that Canada's industry can deliver. That is why our government has set an ambitious target to grow our agrifood exports to at least $75 million by 2025. We are well on our way to hitting that target.

While Canada can play an important role in helping feed the world, there are also new opportunities for producers and processors closer to home. The fuel that is going to power this economic engine is our local farmers and processors. That is why I am pleased to voice our government's support for this bill.

A national local food day would be an opportunity to recognize the contribution of agriculture and food to local economies. It would be an opportunity for Canadians to learn more about how the food they eat makes it to their dinner tables. Most importantly, it is an opportunity to recognize our hardworking farmers and food processors. There is no doubt that more and more Canadians are putting local food on their tables. According to last year's chef survey by Restaurants Canada, eating local is one of the top five trends on Canadian menus.

Many provinces have already introduced initiatives to buy local. These initiatives help showcase local ingredients and capitalize on the explosive growth of culinary tourism. They can help bring together all the players, from farmers to chefs, in order to promote local food and stimulate the economy. They also help boost sales of local products to tourists and local residents, who are better able to identify locally grown foods. These buy local initiatives also contribute to increasing export sales should a region become known as the supplier of choice for certain foods.

When consumers choose to eat local foods, they create specialized markets and local supply chains for small and medium sized farms and businesses. The local food systems can provide distinct food choices that incorporate local flavours. In the riding of Saint-Jean, we can find local products throughout the region. People take joy in buying fresh farm products at the Place du marché in downtown Saint-Jean-sur-Richelieu.

In Sainte-Brigitte, Jardins d'Odina produces excellent ciders. In Saint-Grégoire, known for its orchards, Denis Charbonneau and Léo Boutin produce ice ciders. There are dairy producers in Saint-Alexandre and Saint-Paul-de-l'Île-aux-Noix. Au gré des champs cheese factory has won prizes several times. Au Saucisson vaudois in Sainte-Brigitte, Dalisa in Saint-Jean and Stefan Frick in Lacolle make deli meats that are sought after by consumers.

Les Vignobles des Pins in Sabrevois, Mas des Patriotes in L'Acadie and Vignoble 1292 in Saint-Blaise are the pride of the region for the quality of their wines. In Saint-Valentin, the town of love, Les Fraises Louis Hébert has a u-pick strawberry operation and sells many strawberry-based products.

The government’s approach to local food is focused on national efforts to increase consumer awareness and knowledge of the Canadian agricultural sector as well as the needs of farmers’ markets across the country. Provincial governments have a role to play in determining what local food means to them, and the Government of Canada continues to work with interested provinces on this issue.

Indeed, many provinces and territories are actively implementing local food strategies. To make them effective, provincial support is needed, combined with a bottom-up structure that understands the local food scene. For a number of years, provinces and territories have been working with the federal government to fund diverse local food programs. Under the previous framework for agriculture, provinces and territories had the flexibility to target investments to meet local needs. That way, they could provide tools to help farmers remain innovative and competitive, and capture new and existing markets, which include, of course, markets for local food.

For instance, in Quebec, $5 million was targeted to developing local markets. The Proximité program encouraged farmers to take advantage of the business opportunities that local markets provide. The Yukon used funding to get a wider variety of farm products into farmers’ markets and restaurants and onto store shelves. New Brunswick’s market development, product enhancement and diversification program supported farmers’ efforts to capture new markets, be they local, national or global.

We are focusing on a new five-year Canadian agricultural partnership. The partnership is a $3-billion federal-provincial-territorial investment, a bold new plan to help keep Canadian agriculture booming. It includes $1 billion in federal funding for six programs and activities that will build an even stronger, more innovative and more sustainable sector, and $2 billion in cost-shared funding between the provinces and territories and the federal government. These funds have built-in flexibility to allow the provinces and territories to target their own programs to local needs. Working in partnership can provide a boost to the local food movement.

Just as farmers have the full support of Canadians, they also have the full support of this government. We are there to encourage and help people from all walks of life to choose farming as their profession. We are there to support them with programs and services under the Canadian agricultural partnership to help them grow their businesses. The government is there to fight for them on the global stage as they help feed a growing world population.

The Government is happy to support Bill C-281 because, when Canadians shop locally, they are keeping dollars in the community, creating jobs and contributing to sustainable development.

When we transport these agricultural products over shorter distances, we reduce the environmental impact. That is the most pleasant way I can think of to boost the economy.

Mr. Speaker, it is my honour to support my dear colleague's bill to create a national local food day.

The creation of a national local food day is especially important to me because I represent the agrifood technopole of Quebec, where agriculture is truly the economic driver of our region. In the riding of Saint-Hyacinthe—Bagot, we know how important local agriculture is to both the farmers and the consumers.

A big public demonstration is planned for November 18 in Montreal to support agriculture in my region. The event is being called “Garde-manger en danger” or “our pantry in peril”. I invite all my colleagues to join us and show their support for our farmers who work hard to feed us and ensure that we have good fresh products every day. Farmers are going through a tough time. Now more than ever it is important for us to rally behind them.

Bill C-281 would bring together farmers and consumers around the issue of local consumption. We should show our recognition and support for our local farmers who work hard for all of us. Having this day on the Friday before Thanksgiving would allow us to celebrate together this day of sharing between local farmers and citizens.

Local food is a great way to support farmers by cutting out the middleman and making direct producer-to-consumer transactions possible. Consumers get fresher, traceable seasonal produce. Our constituents care more about the quality of the food on their plate and supporting local farms, and they are tired of excess packaging. Buying local is very good for the planet.

According to the David Suzuki Foundation, eating locally is one of the top 10 things we can do to reduce our global footprint. Nowadays, one farmer can produce enough to feed over 50 families on less land and with less water and fewer resources than before. Local food is the obvious choice.

A Toronto FoodShare study found that a meal made with ingredients from a local farmers' market travels an average of 101 kilometres, whereas an imported meal travels an average of 5,364 kilometres, producing 100 times more greenhouse gas emissions than the meal from the local market. Eating locally also helps reduce the amount of plastic packaging associated with getting products to market. Let us remember that food packaging accounts for 70% of the world's plastic waste.

Producers across Canada and Quebec are subject to standards that protect the taste and quality of all Canadian products. Our quality standards represent a true guarantee for consumers. It is all the more important to fully support our producers now that Canada's borders have been opened to even more imports of American agricultural products. Quebec products meet standards and requirements that are not applied to imported products. Local producers end up at a disadvantage, because imported products can sometimes be cheaper, since they use ingredients that are banned in Quebec. By buying local, consumers can avoid these imported products and support local producers.

Quebec products also offer very clear labelling and traceability. For example, Quebeckers can find out which farm produced the eggs they are buying by going to oeuf.ca and typing in the code printed on the egg's shell.

By instituting a local food day, we can send a strong message to our constituents. This is an excellent way to use legislation to encourage Canadians to support local agriculture. We can also protect family farms and help them move out of the shadow of larger operations. We must all put this day of celebration in our calendars.

A national local food day would raise awareness about how hard it is for too many Canadians to access healthy, affordable food close to home.

I am proud to represent the riding of Saint-Hyacinthe—Bagot in this House and to speak for our farmers, who work so hard every day. Today I want to thank each and every one of them for their dedication and their huge contribution to the vitality and economic development of our riding.

Local agriculture is part of our identity, and we are so proud of it. We need to pay tribute to all the farmers across the country who work hard to ensure our food sovereignty and to feed all Canadians.

We need to emphasize the importance of buying local now more than ever, considering the tough times our farmers are going through. I would like to commend the Maskoutains RCM, UPA Montérégie and the Agricultrices de la Montérégie-Est, which represent many farmers in my riding. I want to thank them all for the excellent work they do and for tirelessly defending our farmers' interests. They contribute to the vitality and economic development of Montérégie, the pantry of Quebec.

Eating locally helps us guarantee our food sovereignty, maintain local expertise, revitalize our agricultural land and create jobs in all our regions. We are all affected, directly or indirectly.

The people of Saint-Hyacinthe and Acton Vale keep telling me how important local agriculture is to them and how we need to protect it and acknowledge the farmers who breathe life into my riding and contribute to jobs and youth training.

Bill C-281 would complement Canada's Agriculture Day, which is celebrated in February, by focusing on local agriculture and all the sectors it encompasses, from producers to restaurants to artisans, as well as the riding's economic health and public health.

Food is a necessity. High-quality products are vital for public health. A population that maximizes the benefits of its food is a population in better health.

Bill C-281 is a good way to pay tribute to our local producers and to show our appreciation to all those people working hard in the background to feed us all. They contribute to Canada's success through their commitment and hard work.

Since 2011, the NDP has been promoting a Canadian food strategy that would combine objectives related to health, the environment, food quality and local and organic choices by consumers across the country.

Access to healthy food choices at affordable prices is a priority for the NDP. Meeting these objectives involves the support of our local farmers' markets. I have the honour to represent a riding where the land is fertile and agriculture is very diversified. Every day, residents of Saint-Hyacinthe and Acton Vale are able to meet the farmers that produce their food at the various kiosks at the Saint-Hyacinthe farmers' market on Cascades Street.

I would also like to highlight all of the events organized to support and promote our local food products, such as the Foire agroalimentaire de la région d'Acton and the Matinées gourmandes, which travel to several communities in my riding.

I would also like to thank the restaurants that put local products on their menus, and the grocers who make room on their shelves for local products.

Finally, I would like to thank the head of tourist development at the Saint-Hyacinthe Technopole, who promotes and offers our local products at the tourist information booth in the congress centre. What a great way to showcase the richness and diversity of the greater Saint-Hyacinthe and Acton regions.

There are multiple locations where residents of Saint-Hyacinthe and Acton Vale can find many high-quality local products such as cheese, milk, eggs, and all sorts of seasonal fruits and vegetables.

These locations do our riding proud. Farmers are happy to have such direct connections with consumers, and word of mouth helps them to attract and keep customers.

In closing, I would like to offer my full support to my dear colleague's bill, which seeks to create a national local food day. It is good to celebrate local food both in British Columbia and Quebec.

Mr. Speaker, I am pleased today to speak to Bill C-281, an act to establish a national local food day. I applaud the initiative put forward by my colleague from Kootenay—Columbia, and I would like to take this opportunity to say how important it is for us to honour the women and men who, day after day, put their heart and soul into providing us with healthful food produced close to home.

I am happy to see that Canadians of all generations are interested in knowing where the food they eat comes from. “Field to fork” is a motto we should all make our own. We should make the benefits of local food available to our families. Truly understanding what fuels our bodies begins with knowing what we are eating, where it comes from, and who produces it. Happy are those who cultivate trust-based relationships with farmers, those caring artisans who share their passion and their know-how with us.

By fostering this relationship, we are guaranteeing an abundant harvest and the satisfaction of cooking with quality ingredients. Our local and public markets are a means of taking concrete action to support our local economy and our environment. Maintaining a short route in the food chain will eliminate enormous quantities of greenhouse gases and inspire a new generation of farmers in our local economy.

I am proud to be able to say that, in Lévis—Lotbinière, we promote our local and regional products. I am living proof. By the way, I would like to thank all of the organizations that feature local products from Lévis—Lotbinière on the menu in their activities. Just look at the fruit and vegetable stands on our farms and in the riding. They provide a variety of produce throughout the summer and fall. A real treat! I would like to extend my warmest thanks to the organizations that make it possible.

We need to be aware that, every time we buy local products, we are honouring our craftspeople and investing in our present and future food safety. Here in the House, we can also do more and better by adopting measures to stimulate the local produce initiative, by investing in the innovation of new products and new cultivars of fruits and vegetables that are less vulnerable to the vagaries of the weather and other natural stresses.

We must also remember those who process local foods. I would like to call your attention to the fact that, in my riding, we have been trying to encourage people to eat local for almost 20 years now. I would like to mention an organization that has made an outstanding effort in this respect: Goûtez Lotbinière. The organization has evolved over the years, but it was created in January 2000. The initial objective was to pool knowledge and experience in order to meet the needs of producers and processors in the Lotbinière RCM who wanted to join forces to promote and market local products.

Since then, several other organizations have become involved, including the Lotbinière local development centre, the Lotbinière regional county municipality, the Lotbinière Caisses Desjardins, the Union des producteurs agricoles, the CFDC and Promutuel de Lotbinière.

Year after year, Goûtez Lotbinière has stood out from the rest by coordinating and participating in activities in Lotbinière, including the Fondation Philippe Boucher cocktail reception since 2009, the Balades d’automne and the Saint-Apollinaire festival, among many others.

The Table Goûtez Lotbinière was also in the Quebec City and the Chaudière-Appalaches area. It took part in the New France festival, the old port of Quebec Christmas market, special events on the Quebec-Lévis ferry, and so on.

A growing number of businesses are calling on the organization's services. That is why designating a national local food day just before Thanksgiving is the best time for raising awareness about the importance of agrifood in our lifestyle. This affects our health and our local economy.

These businesses deserve our attention. Let us encourage them by buying their products that are so wonderful. That way, we might discover new burgeoning success stories close to home and be able to proudly say one day that we were there from day one or that we were one of the first to buy these local treasures.

I encourage all farmers and processors to take part in the competition to promote their products.

We are seeing a positive and enthusiastic response from Canadians to all these efforts. I invite all Canadians to draw up a list of their local producers and processors so that they can buy and taste local products and maintain this relationship of trust. They can help keep our regions economically prosperous by buying local.

Before I finish, I also want to talk about a new national and even international trend: rural green tourism. For several years, tourists have been participating in activities and buying products that are directly or indirectly connected to agri-tourism or local tourism.

You can find all kinds of local and foreign visitors using regional agri-tourism maps, visiting agri-tourism museums, or simply stopping at u-pick farms along the way. These rural or agri-tourists are not necessarily trying to promote local foods; they simply enjoy basking in the country life.

On top of those visitors are the ones who choose their tourist destinations based on accommodations, restaurants with good local menus, as well as rural-themed cultural activities, sports or educational experiences that are typical of the local way of life.

In short, this will help our overall health, including our physical health and our environment. This is huge. We owe it to all Canadians to make a choice for our regions' futures, and I urge all of my colleagues to support Bill C-231.

Mr. Speaker, it gives me a great deal of pleasure to rise today for third reading of my bill, Bill C-281, to create a national local food day the Friday before Thanksgiving every year.

For those at home who are not familiar with private members' bills or how they work, when we become a member of Parliament, our name go into a hat. There were 338 names put into a hat. Names are drawn out and whichever spot our name comes up in becomes the number of our bill. I was about 111 with respect to private members' bills.

The first introduction of my bill was on June 1 of 2016, and then it was almost two years later, May 30, that my bill was debated at second reading. A number of members of Parliament from all parties gave some really inspiring speeches about how important local food was in their ridings. I very much thank them for that.

From there, the bill went to the Standing Committee on Agriculture and Agri-Food and it was approved unanimously on June 20. I would like to thank the member for Cowichan—Malahat—Langford for his support at the agriculture committee.

Why is local food important and why is there support right across Canada for my bill? I will start locally.

In the summer of 2018, I went on a farmers' market tour around my riding. My riding is 64,000 square kilometres and there are a lot of communities to visit. I attended farmers' markets with my tent and table in 10 communities. In the 11th community, I had the privilege of opening the summer market. Over the course of the summer, I was in Fernie, Jaffray, Cranbrook, Creston, Salmo, Nelson, Revelstoke, Golden, Radium, Invermere and Kimberley. Everywhere I went, people were excited about local food and the national local food day bill.

Why is that? It is because local food benefits us in so many different ways. First, it is healthy. We know where it comes from when it is grown locally. It is important to food security. We do not have to import food that we grow locally, and food security is going to become a growing issue internationally, particularly with climate change. It benefits the local economy. I know the farmers' market in Cranbrook, after about three years of being in existence, was generating over $1 million a year in benefit to the economy.

Going around to the various communities this summer and participating in the farmers' markets, I met tourists from all over Canada and the world who had come to farmers' markets in local communities. Therefore, it also benefits tourism, as well as the economy and food security.

One of the fastest growing agriculture products in Canada is organic food, which people can get at farmers' markets, as well as many local grocery stores. According to Canada Organic, organic food, comprised mostly of fresh vegetables and fruit, was valued at $4.4 billion in 2017, with 66% of Canadian shoppers saying they bought organic food, and that is on the increase.

Growing food locally is also a benefit to the environment. The Intergovernmental Panel on Climate Change released its report on October 10. One of the key messages that came out very strongly from this report was that we were already seeing the consequences of 1°C of global warming through more extreme weather, rising sea levels, among other changes. At the current rate of warming, the world is likely to reach 1.5°C between 2030 and 2052.

Locally grown or harvested food has a much smaller carbon dioxide footprint than food imported from around the world. It is essential to our food security. Increasingly, locally grown food is one important way to fight climate change.

A few weeks ago during question period, a question was raised about the impact on climate change of greenhouse marijuana grow operations that used a lot of electricity and plastics. The best way to counter that from an environment perspective is for the government to give priority to outdoor marijuana grow operations. I can assure everyone that marijuana farmers in the Kootenays are ready to do their part to help save the planet.

In addition to hearing directly from people, there was a petition that circulated around the riding this summer, which again drew support from across Canada. That petition talked about the need to strengthen the connection between consumers and producers of Canadian food and the need to support our local farmers. The petition underlined that a national local food day to celebrate food is one of the most elemental characteristics of all of the cultures that populate this nation. Therefore, it called upon the Government of Canada to support the NDP's Bill C-281, an act to establish a national local food day, and designate the Friday before Thanksgiving every year as national local food day.

We also circulated postcards. One of those postcards invited people to draw and send back to us what they thought represented local food. Three-year-old Madeleine from greater Vancouver sent me a postcard with a carrot drawn on it, and Lisa from Saskatoon sent a card back saying “Local Vegetables - Hooray!”, so there is a lot of support from that perspective.

There is also a lot of support from other organizations, including provincial governments. I will start with British Columbia's Minister of Agriculture, Lana Popham, who sent us a letter. It reads:

I am writing in support of Private Member Bill, C-28: An Act to establish a National Local Food Day.

...The establishment of a National Local Food Day encourages Canadians to choose local food products and supports our farmers, ranchers, fishers, hunters and food processors, while also promoting healthy living.

This is a letter from the Minister of Agriculture and Forestry from Alberta, the Hon. Oneil Carlier. It says:

The Government of Alberta recognizes the tremendous contributions that the local food sector makes to a strong and diversified economy and to the quality of life of Albertans and Canadians...

I have written a letter to Chair of the Standing Committee on Agriculture and Agri-food expressing my support for your bill. I look forward to further opportunities for provincial and federal governments to work together to support our local food producers and processors, and recognize the contributions that they make to the economy, the environment, and the health and wellbeing of all Canadians.

From Manitoba, the Minister of Agriculture Ralph Eichler writes:

This letter is to express Manitoba Agriculture's support for your Private Member's Bill, C-28: An Act to Establish a National Local Food Day, which would designate the Friday before Thanksgiving each year as “National Local Food Day”....

Having a national designated day to focus awareness of food produced in Canada, especially at a time of giving thanks, is an excellent way to celebrate food and recognize the hard work that goes into its production.

From across Canada, other supporters include the Canadian Horticultural Council, the Canadian Agri-Food Policy Institute, the Canadian Produce Marketing Association, the Canadian Federation of Agriculture, the Canadian Association of Fairs and Exhibitions, the Chicken Farmers of Canada, the Canadian Meat Council, the Egg Farmers of Canada, the Turkey Farmers of Canada, Restaurants Canada, food action coalitions, farmers markets, and the list goes on.

There are a number of food events across Canada. We encourage every riding, every province, to celebrate food locally as well. I will list some that are currently occurring in Canada. The national local food day complements the many local and regional farmers markets and food festivals that already take place across Canada. There are many organizations that promote Canada's culinary wealth, including World Food Day on October 16, National Food Day, Feast of Fields, the Nelson Garden Festival, Taste of the Danforth, the Shediac Lobster Festival and many more. Canadians love locally produced food and we are proud of the world-class excellence of our products. We need more opportunities to celebrate local food.

I know that each member of the House is proud of the growers, producers and harvesters in their particular part of the country. In order to help shine a light on their important contributions to food security, a healthy environment and a healthy economy, I ask that members continue their support for Bill C-281 and let it move on to the Senate. Let us join together across Canada and recognize the Friday before Thanksgiving each year as national local food day.

We particularly picked the Friday before Thanksgiving so that we could celebrate local food on the Friday, and then eat it on Sunday. I think that's partly why the Turkey Farmers of Canada have also jumped on board. It's a good fit for them.

Mr. Stetski. thank you very much for introducing this bill. It was not at all hard to get the Conservative caucus to support it. All my colleagues were really delighted with the idea of celebrating local food.

In each of our regions, those close to the producers, those who see them working day after day, sometimes get the impression that city-dwellers do not realize the importance of buying products from places located as close as possible to where they live. This is a wonderful initiative.

If members in the House move quickly and reach an agreement to pass the bill, the first National Local Food Day would be next October 5. Until very recently, I was thinking that October would be one of the most beautiful months in 2018 because of that, but we have just learned that marijuana will become legal on October 17. That reduces my desire to see the month of October come along.

However, I really wanted to tell you that you have done good work, You consulted a number of groups. Many people have written to us in support of this initiative. In my constituency, I have received many very positive comments after the various speeches in the House on Bill C-281.

I jokingly said that there are a lots of turkey producers in your constituency and they were going to be very happy that National Local Food Day is being celebrated in Thanksgiving week, but that the turkeys would be a little less happy. This is a fine initiative.

I really have no questions to ask. I just wanted to tell you that we support the bill. I commend your desire and your will to make this happen, to establish this day recognizing local producers.

I really appreciate your setting aside time today to do this on the last day of the session.

I'll keep my remarks very brief so that we can focus mostly on questions. I do believe you have a copy of my handout.

Simply put, food matters. It's at the heart of our culture, our economy, and our communities. A national local food day would provide an opportunity for all of us to recognize the hard work of the many producers, harvesters, manufacturers, restauranteurs, and others who put food on the table for Canadian families every single day. It would also give us an opportunity to reflect upon and raise awareness of the challenges many Canadians face in finding healthy, affordable food close to home and to take action to foster local food systems that work for everyone.

In working on this bill, I have had the great privilege of meeting with many producers, organizations, and individuals dedicated to local food. I've heard about well-loved Canadian products such as melons from Miner Heritage Farm in Shefford, maple rye ale from Cassel Brewery, and Strom's Farm pumpkins in Guelph. I continue to hear from Canadians across the country about just how important local food is to their families and to their communities. It would be a sad world without Laval's famous organic tomatoes or the locally caught fish from Richmond, B.C., or Arc en Ciel Farm's magnificent apples.

I understand the committee has received letters of support from a number of national and other stakeholder groups, and the clerk has distributed them. In addition, we have received letters of support, and we will be circulating these, from Food Secure Canada, the Canadian Meat Council, Restaurants Canada, and Turkey Farmers of Canada. They have submitted letters to us that we'll be happy to send on to the committee.

As I've said often, Bill C-281 is an easy bill to love, and I certainly hope that's true for the members sitting around this table. I'd also like to speak briefly about Food Day Canada, an event originally organized in 2003 as the world's longest barbecue. It is a private enterprise that coordinates dinners at about 31 restaurants nationally but has no provincial or federal recognition and no direct relationships with producers, farmer's markets, or other agricultural organizations across Canada—at least none that we have heard from. I believe there's lots of room to promote Canadian food in conjunction with Food Day Canada.

Whether it's Miramichi gold honey, Mégantic maple syrup, Rabbit River eggs, Haltwhistle cheese, Red Deer beef, or White Owl whisky, we all have food in our communities to be proud of and to celebrate.

I'm hopeful that, with your support, we can celebrate national local food day this fall.

I would just point out that the Hansard officer today is a young man by the name of Sam, who is actually in the Arthur Kroeger College of Public Affairs, which is the same college I attended at Carleton University. He is an exceptional, hard-working young man.

I would note that I am the 35th person to debate the bill tonight. I would note as well that those who have debated so far have been Conservatives, New Democrats, and even the Green Party. Unfortunately, those who serve as members of the government have not spoken to the bill.

Bill S-218 was introduced in the other place by our dear friend, our late colleague, the hon. Senator Tobias Enverga. Certainly, on a night like this when we are debating his bill, we all wish he was here with us, that he could be sitting in the Senate gallery observing this important debate. However, we lost him all too soon at the age of 61. In fact, he was attending a meeting of the Canadian section of the ParlAmericas, travelling with the Canadian section to Colombia when he passed away so suddenly. Tonight our thoughts are with his family, his dear wife Rosemer and their three daughters. As we have heard, his daughters were truly his inspiration for a variety of different things, including his support of Canadians living with disabilities. One of his daughters lives with Down's syndrome and was always a support to him.

As members will know, before being elected, Senator Enverga was a trustee in the Toronto Catholic District School Board. In fact, when he was elected to that position, he became the first Filipino Canadian elected within the city of Toronto. When he was appointed to the other place in 2012, it was the first time a Filipino Canadian had been appointed to the other place. In the 145 years, to that point, of Confederation, Senator Enverga became the first Filipino Canadian to be appointed to the Senate.

When I rise to debate the bill, an act respecting Latin American heritage month, I think of the many Canadians of Latin American descent who came to Canada to build a better life for themselves and for their families. I think of a good friend of mine, Sebastian Ortega. His parents, Julio and Carmen Ortega came from Peru to Canada in 1993. They are now proud to be living in Canada and their family is contributing to our great society.

When the bill was introduced in the other place, Senator Enverga rose on March 8, 2016, to state:

I came to Canada as an immigrant, and I am one of many in this chamber who have been fortunate to be welcomed here to contribute to our society. Few countries in the world are as open and accepting to people who come from other countries to settle and make a new life for themselves as our country is. The Canadian policy of multiculturalism is a great success when it comes to allowing for, and celebrating, the various cultural backgrounds and languages we have.

I would echo those comments from the late senator. By passing Bill S-218 we are able to celebrate that great diversity. We are able to celebrate that history of multiculturalism that we see in this place, that we see across the country, and that we see in each of our ridings.

According to Statistics Canada, in 2016 there were 674,640 Canadians living in Canada who are of Latin American descent. Indeed, in my own riding of Perth—Wellington, a strong rural community, there are 1,570 Canadians who are of Latin American descent. It is important that we recognize and celebrate this contribution to our great society.

There is precedent for a bill of this nature. The House and the other place have, in the 42nd Parliament, designated a variety of months or days for symbolic cultural purposes. The month of May was designated as Canadian Jewish Heritage Month. Motion No. 124 designated the month of January as Tamil Heritage Month. Motion No. 64 dedicated the month of June as Italian Heritage Month. Motion No. 73 dedicated the month of October as German Heritage Month. Coming from a riding with a strong German presence, we certainly appreciate that recognition. Motion No. 126 dedicated the month of June as Portuguese Heritage Month. On the Order Paper, as we speak, Bill C-317 would designate the month of October as Hispanic heritage month, and Bill C-376 would designate the month of April as Sikh heritage month.

I have minor concerns about some of these bills, and they are mathematical in nature. We only have 12 months in the year, and there is some duplication and overlap in months. That is a concern for some. For example, the bill we are debating here tonight would designate October as the said month for Latin American heritage month, which would fall in the same month as Oktoberfest and German Heritage Month. There is an overlap. It is not an insurmountable overlap or a significant concern that would delay the passage of the bill, but it is something we need to recognize, and ensure that we are cognizant of these points when we are debating this issue.

For example, we have already passed in this place the designation of the month of June both as Italian Heritage Month and as Portuguese Heritage Month. We can enjoy and celebrate both those important contributions by recognizing these days.

I would note that earlier tonight, the member for Huron—Bruce provided an exceptional overview of some of the contributions Latin American players have made to the great sport of baseball. In my riding of Perth—Wellington, we are home to the Canadian Baseball Hall of Fame and Museum, and the induction ceremony is this weekend. Madam Speaker, if you are free, we would welcome you at the induction ceremony, where they will be honouring Pedro Martinez, who was born in the Dominican Republic and will be inducted for his time with the Montreal Expos. I am looking forward to that celebration this Saturday, and I invite all members to join us on Saturday when we make that induction official.

I would like to conclude by saying how important I think it is to recognize the month of October as Latin American heritage month, and I would like to conclude with the words of Senator Enverga. He said, in the other place:

Declaring the month of October as Latin American heritage month will be a wonderful opportunity for us to contribute to our collective story, a uniquely Canadian story increasingly filled with symbols of multiculturalism, a shared history that has led us to the society we now live in where our rights and freedoms are protected under the principles of peace, order and good government.

Madam Speaker, I am proud to wrap up the second reading debate on my private member's bill, Bill C-281, an act to establish a national local food day for Canada.

I want to thank all the hon. members for their speeches, for their support, and for making me very hungry and thirsty. I want to thank my staff for their amazing work on this important initiative.

When I last spoke in the House on Bill C-281, I highlighted a number of local food producers and initiatives in Kootenay—Columbia. Over the recent break week, I had the opportunity to visit the beautiful Creston Valley, which in many ways is the agricultural heart of my riding. As I noted in my previous speech, the Creston Valley grows virtually every variety of vegetable, wine grapes, apples, and other kinds of fruit. The Creston Valley is also home to Tabletree juice, whose black cherry juice was recognized as the world's best pure juice product at the World Juice Awards in 2012.

I am not sure if members are old enough to remember a time when milk came in glass bottles. Thanks to Kootenay Meadows Farm, it still does in much of the Kootenays. The Harris family dairy farm produces fresh organic milk that is delivered in reusable glass containers.

Remember those wine grapes I mentioned? For an amazing Kootenay—Columbia culinary experience, try pairing a vintage wine from Skimmerhorn Winery and Vineyard, Wynnwood Cellars, or Baillie-Grohman Estate Winery with any of Kootenay Meadow Dairies' organic hard cheeses.

I have to say that I love the saying, “If God grew it, I can brew it.”

I know that just as I am passionate about local food in my riding, Canadians in every region are passionate about local food in their communities. I have heard from many Canadians across the country about what local food means to them.

I think the most simple way that can put it is connection....

I am certain that through the generations, we've lost our connections to food. What food is, how to prepare and how it is grown. I changed because I don't want my children growing up to think that food is something frozen, that you buy at a grocery store and put in the microwave.... I want them to know that a lot of people work very hard for the food we put on our tables and some of them grow so much food and still can't put food on their own tables to eat. I also want them to know what a clean, healthy, sustainable farm looks like....

I can't imagine a better place to change the world for the better than helping people who've lost touch with their food, come back into connection with it.

Hélène, from Brossard, wrote, “Eating local food is important to me as it encourages people here who work hard to make a living.... When you consume food from the other side of the world, it takes longer, it pollutes the planet more”.

John, from Sudbury, wrote that national food day:

is a good idea on several fronts—economic, social, health and environmental. It would be a boost to the local economy for farmers. Rural communities and surrounding towns and cities would be more socially connected....

This idea is a winner and should be supported.

The Surrey/White Rock Food Action Coalition wrote:

Focusing attention on healthy, high-quality locally grown food will support our farmers and fishers, keep jobs in our communities and strengthen the local economy....

We envision an integrated and resilient local food system that enables physically accessible, culturally acceptable and affordable food for everyone, supports a sustainable food economy, and empowers food literacy and capacity building within the community. Let's celebrate these values with a National Local Food Day this October.

Whether people's local food is the caribou and arctic char of the north, the seafood of the coasts, the artisan cheeses of Quebec, the ice wine of Ontario, the pork of Manitoba, the beef, grain, and prairie oysters from the Prairies, the traditional foods of indigenous people across Canada, or anything in between, a national local food day is for them.

I have always said that it is easy to love Bill C-281. It is my sincere hope that all members will vote in support of this bill at all stages. We all know that food matters, from farm to factory to fork or from gate to plate. Let us make national local food day a reality.

Madam Speaker, because local foods are delicious, nutritious, and good for the local economy, and in every way help innoculate us against the impacts of climate change, and employ young people who demonstrate an entrepreneurial spirit, it is such a pleasure to stand up to laud some of the successes in my riding of Nanaimo—Ladysmith and the local foods movement.

I think first of Eric Boulton. Mr. Boulton is well into his 80s. He is a long-time farmer from my island, Gabriola Island. He still drives his tractor. He still fights the province on meat slaughtering regulations. He went all the way in fighting the previous Liberal government on that. He and his daughter, Alexa, donate beautiful, locally grown turkeys to the People for a Healthy Community spirit feast at Christmas every year. They are major donors and players in the community. Village Food Market, the local grocery store, especially under the leadership of the McCollum family, always has Alexa and Eric Boulton's beautiful grass-raised beef in the aisles of our market's shelf. It is great to have local foods so easily available.

Nanaimo Foodshare is teaching local people how to buy food in season, how to cook from scratch, how to reduce food waste, and how to compost. Funded by a provincial grant, it has a gleaning program that has saved over 400,000 kilograms of fresh produce in one season alone. That gets local food on the tables of people who need it the most.

Then there is Gabriel's on Commercial St in Nanaimo. Members must try their roast vegetable eggs bennie. It is fantastic. The place has doubled in size. It is a restaurant fully committed to local foods and sustainability. With compostable, takeout containers and all, it really walks its talk.

The Nanaimo Chamber of Commerce celebrated local foods with a massive “feastival”, headlined by chefs and vintners. This year, on June 21, it is carrying on that tradition in its commercial street market, the night market.

COCO Cafe employs persons with disabilities. They cook and cater. This is in Cedar, B.C. It is the centre of the Cedar community. These fantastic young people are learning skills like cooking soups and baking breads and pastries from scratch. They develop these skills then take them home to their own lives. It is creating employment opportunities for people who might not otherwise get them. COCO is a place we are all really proud of.

The Farmship Growers Cooperative grows ethical, healthy, and natural produce for our region, and its co-operative model is creating more opportunities for farmers, protecting farmland, and increasing local food security.

Since 1961, St. Jean's has been doing value-added seafood. It does custom sport fish processing. It has natural hardwood smoked and hand-packed seafood that is distributed across North America. Even better, in 2015, the Nuu-chah-nulth Seafood Limited partnership became the majority owner. St. Jean's is headquartered in Nanaimo. It continues to prosper and grow as one of Canada's leading quality seafood producers. Again, that is right in Nanaimo.

Loaves and Fishes' food bank has a program called Food 4U. It is a food recovery program that is run with the help of 700 volunteers in our community of Nanaimo. In partnership with local grocery stores, it ensures that perishable foods that would otherwise go to landfill are utilized by other food banks, faith organizations, and people in need throughout the community. It rescues what would cost more than $2 million at grocery stores every year. People who might otherwise go to a food bank are getting real quality local food. It is such a point of pride for us. Forty non-profits and schools use its Port of Nanaimo food centre store every week.

If folks at home want any more details on any of those last four groups I highlighted, they can look at my little MP's calendar for 2018, where we have profiled each of these groups. They can call my office in Nanaimo if they did not get one in the mail.

From the Canada summer jobs grant, this year we got over $65,000, or 10% of the Canada summer jobs grant, which in our riding went directly to local food and sustainability groups. That supported 17 summer jobs with some of the businesses and NGOs I have already mentioned as well as the Small Scale Food Processor Association, the Vancouver Island Exhibition, Farmship Growers Cooperative, Generation Farms, and Meal Exchange.

Craig Evans, from the Growing Opportunities Farm Community Co-op, said that it “will help expand our programming on our five acre urban farm and support meaningful skills training and experience for youth with disabilities in our community. It’s opening up opportunities to strengthen food security and urban agriculture in our region.”

There is more local food flavour in our riding, such as Cedar Farmers' Market, Lantzville Farmers' Market, Gabriola, Nanaimo, and Bowen Road.

We drink alcohol locally, too. Mike, from Arbutus Distillery, in Nanaimo, is raising the bar, with 100% B.C.-sourced products from the distillery's own herb garden. Tyler, from White Sails Brewing, Harley, from Longwood Brewery, and Kevin, from Wolf Brewing, are all award-winning brewmasters. They also curate local festivals to highlight the benefits of buying, drinking, and eating locally. It keeps the money and employment in our community as well as all the health benefits that comes with that.

What do all these local success stories have in common? They are all part of the burgeoning local foods movement. The Council of Ontario Universities tells us that 96% of campuses have local food initiatives, 86% have a community or teaching garden, and 77% have a local farmers' market. There is big appetite for this.

Farmers' markets alone are estimated to contribute over $3 billion to local economies annually, and we really need it on Vancouver Island, where 95% of our food right now is imported from off island. Therefore, it is a security issue for us as well.

The Vancouver Island Economic Alliance has recognized this and is promoting local foods in a new and innovative way. It has an “Island Good” tag, and in co-operation with Thrifty Foods, Country Grocer, Quality Foods, and the 49th Parallel stores, in a pilot started this March, they label local foods to make the local products easier to find. I hope I am not scooping VIEA, but I have heard that in just three months, it has created a lift in sales of 17%, and this is a brand new pilot.

Let us do more of these, and let us support the legislation from my colleague, the member for Kootenay—Columbia. His Bill C-281 would designate the Friday before Thanksgiving Day every year a national local food day. This is following in the great tradition of New Democrat MP Malcolm Allen and a long history of New Democrats who have stood up for the environmental, economic, local economy, and youth employment benefits of local foods.

To conclude, I will give special thanks to the farmers of Gabriola who feed me personally, including Watercliff Farm, Stephen Levesque, and Tamaya Beale; Graham, for all his pep talks on the ferry; and Rosheen Holland, for her dignified and big-hearted support of young farmers, me, and other activists in the community. I am grateful to be fed by all of them, and I look forward to celebrating them more.

Madam Speaker, I am pleased to rise today in support of my colleague from Kootenay—Columbia and his private member's bill, Bill C-281, which would designate the Friday before Thanksgiving each and every year as Canada's national local food day.

When Canadians hear that we are debating a national day, the first thing that comes to mind is the associated costs that come with any national day. Fortunately, this bill spells out exactly that this designated day would not be a legal holiday or a non-juridical day. Furthermore, any costs, even at the promotional and awareness level, I believe, would easily be countered by the good this day would do in promoting our local producers' farm products.

What are the other provisions in Bill C-281? One of the things that the bill focuses on in its preamble is Canada's national sovereignty and how it is dependent on the safety and security of our food supply. Fortunately, our agricultural industry is thriving and our unique Canadian brand, for the most part, is recognized around the world, and will be as long as the Prime Minister avoids another disastrous trade trip.

In our grain and pulse industries, for example, we have an advantage from our cold climate, which minimizes the risk of pests and other food contaminants. Canadian grains and pulse production is usually given a waiver when it comes to applying decontamination treatments when we ship these products abroad. Our strict regulations makes our food not only safe to eat here at home, but also a prime product for our international customers and trading partners.

The bill also speaks to “strengthening the connection between consumers and producers of Canadian food” and looks at the relationships within our nation's social, environmental, and economic well-being. To this point, I have always said that the true environmentalists are those who live off the land and work tirelessly to maintain it for generations to come. They are not easily influenced by the numerous vested interests of local and international eco-activists who see Canada as a social experiment to be manipulated, because there is money to be made from both rising and falling markets. We need to stand up and fight back against this manipulation.

The foreign money and influence that decimated our oil to and gas industry tend see our other resource sectors as just as vulnerable. We need to shift the focus back on what makes us great. Local farmers, ranchers, and producers have long contributed to our world-renowned sustainable Canadian agricultural industry, long before the Liberals or the so-called progressives co-opted the words “green” and “innovation”. It is about time that we recognize the contributions of our hard-working local growers and producers.

To advocate for our farmers and producers was one of the reasons I decided to run for office. As a farmer myself, and coming from a multi-generational family farm, I know firsthand the passion and the hard work that goes into this very important profession. In my riding, I am always proud to talk about some of our own local producers, from local nurseries, to beekeepers, produce growers, ranchers, farmers, and the community markets that feature our local products. Local farmers' markets are abundant throughout the entire growing season and people from all over the riding make a point of stopping by to get fresh off-the-farm products. As the farmers who supply these markets expand their brands and businesses, consumers feel a closeness with the producer that is very rewarding for both parties. Local abattoirs have fresh meat for sale, produced by local farmers and ranchers, which adds to this unique relationship from farm to fork.

Some may point out that we already have a nationwide celebration of local Canadian cuisine in early August known as “Food Day Canada”. That specific awareness campaign is certainly important from a culinary perspective, but the celebration of harvest, which I believe is the purpose of a national local food day in early October, would give us the opportunity to concentrate on our local growers and producers.

I find it fitting that my colleague strategically aligned this national food day after the year's bountiful harvest and close to our Thanksgiving holiday when Canadians take some time away from work and come home to reflect on everything that has made them thankful. This would be a great way to support our agriculture industry. A nationwide celebration of local food would also encourage Canadians to appreciate and buy more locally grown and produced food.

As we continue with the subject of appreciating our local food, I also want to draw upon my childhood growing up on a mixed farm, where I learned about the importance of the family garden and the many realities and practicalities when it comes to dealing with livestock.

For example, one is taught the concept of timeliness and freshness when it comes to freshly butchered chicken or the importance of properly feeding and caring for the swine and cattle that would eventually find their way into the deep freeze. Picking and preparing berries and vegetables to be made into jam or pickled goods for the winter was also another common chore on the family farm. I remember certain practices and foods that some Canadians would most likely question, like harvesting and preparing certain garden weeds that took the place of spinach, or in making an effort to use all parts of an animal by boiling or pickling. That was simply our way of life.

My late mother was also able to make wine out of anything, no doubt thanks to her Saskatchewan heritage and ingenuity. Most members may have heard of elderflower wine, but Mom had some pretty colourful recipes, like dandelion wine. It was commonly said that “If God grew it, she could brew it”. It was certainly a great way of getting us kids to pick dandelions.

Let me quote my colleague from Kootenay—Columbia when he stood in the House to debate the bill for the first time. He said that “Food is at the heart of our homes, our communities, and our economy.” I could not have expressed that sentiment better myself.

Our agriculture and agrifood sector is not only vibrant and innovative, but also a huge part of our economy, contributing more than $100 billion in revenue. This all too important industry provides one in eight Canadian jobs and employs 2.3 million people. The food and beverage processing industry is one of the largest manufacturing industries in Canada, and is Canada's largest manufacturing employer. Our farmers, ranchers, producers, and manufacturers are not only responsible for the food on every Canadian dinner plate nationwide, but also for the world-class food products in markets and on dinner tables around the world.

Why is this knowledge of food preparation and production so significant when it comes to recognizing the locality of food?

I submit that it is more than just about trying to come up with some geographical recognition, or figuring out the length of time that a product stays on a truck on its way to the grocery store. It has to do with understanding how important Canada's food production system is, not only to the local community but also to the entire world, as more and more Canadians become further removed from the humble family farm.

Generations of kids now have little or no connection to the practicalities that come from growing up on the farm. It becomes easier for them to get confused and persuaded by contradictory marketing and certain political messaging until they either have no idea what to believe or they start to lose faith in our locally grown food and products. This is such a shame when Canada is known for growing and producing some of the world's best and safest food.

This is not to say that the choices people make should be criticized, but people should at least be given proper information so that their decisions and convictions are at least informed and based on scientific fact.

Canadians should be connected to their food and need to understand why a certain practice exists and why certain things have to be done to make sure that their food is safe to eat. This could come from a national local food awareness day. If we start to understand our farmers and the food they grow, we become better advocates for ourselves and our food wherever we are in the world. I am sure that every member would agree with me when I say that we should all know and understand where our food comes from, how it is grown, produced, and manufactured.

I am proud to give my support to the member for Kootenay—Columbia and Bill C-281. A national local food day would be a great chance for communities across Canada to come together and celebrate their local farmers, producers, and, of course, their local food. Such a celebration would be a great opportunity for everyone to appreciate the work that our Canadian farmers and producers put into ensuring that the food on our tables continues to be the best in the world.

Madam Speaker, I too would like to applaud the work of the member for Kootenay—Columbia for introducing what I think is an amazing bill. It will support our farmers and food processors, and all those Canadians who are part of or impacted by the agriculture and food sector in our strong economy.

Our country is a food superpower, and I do not say that lightly. In fact, we are the fifth-largest exporter of agriculture and agrifoods in the world. We are blessed to have the land and resources needed to help the world meet its ever-growing need for food, by producing more than we need to feed our population.

Our exports are known in the global market to be reliable, safe, innovative, and above all sustainable. That is all part of our Canada brand, our narrative.

The vast size and complexity of our food systems are worth consideration. The industry generates one in eight of our manufacturing jobs, over $110 billion of our gross domestic product, and over $64 billion of our exports. From gate to plate, agriculture is one of the key growth sectors of our economy.

Canada's innovative processing industry supplies approximately 70% of all processed food and beverage products available in Canada, and it is the largest customer for our farmers.

All Canadians can share their beloved local foods with the entire planet to help feed the growing world population with sustainable foods. That is why the objective of the new Canadian agricultural partnership is to build a strong agriculture sector. The Canadian agricultural partnership is Canada's five-year agricultural policy framework. It outlines a bold new vision that will help the agricultural and agrifood sector innovate, grow, and prosper.

On April 1, ministers of agriculture from across Canada launched the partnership as a shared vision for the future of Canadian agriculture. Over the next five years, our governments will invest $3 billion in the partnership. Over $1 billion of that investment will support federal programs and activities to revitalize Canadian agriculture. These programs will focus on the following three key areas: growing trade and expanding markets; innovation and sustainable growth of the sector; and supporting diversity and a dynamic, evolving sector.

In supporting this bill, let me begin with the observation that a robust local food industry does not need to compete with farmers who export to world markets. In fact, many farmers do both. All production is local, whether it is consumed locally or on the other side of the world. As the member of Parliament for Steveston—Richmond East, I have berry farmers who produce for the local market, be it in Vancouver, Richmond, or Kelowna, but who also export to Asia, be it in Japan, China, or Korea.

If we think of our vibrant organic sector, it is so much more as well. For example, today the market for certified organic products in Canada is over $5 billion, making us one of the largest markets for organics in the world. Two out of three Canadian consumers buy organic. That is very good news for the many supporters of Bill C-281, both in this House and across this country, who believe in the merits of a national local food day. We are not just talking about small producers; increasingly, we are seeing large-sized, more traditional operations that are gradually converting from conventional to organic production. In Saskatchewan, a 40,000-acre grain farm is converting to organic. In my neck of the woods, in Steveston—Richmond East, a significant organic blueberry farm just converted from traditional blueberries. It is also setting aside a section for traditional farming, once again proving that farms can do both.

I am pleased to say that our government over the past two and a half years has invested nearly $20 million in this innovative, dynamic sector. Bill C-281, an act to establish a national local food day, is an excellent initiative, and a special tribute to the great success of Canadian farmers, our responsible stewards of the land.

The government also recognizes the importance of strengthening connections between consumers and producers of food. Canadians are increasingly building bridges with local farms and the hard-working farmers they often meet in the colourful farmers' markets across this country. I have the same situation in Steveston—Richmond East. We have the Steveston farmers' market, where the local farmers, be they organic or the more traditional farmers, such as the May family, the Savages, produce food internationally. They also provide good, healthy, sustainable food, sometimes organic and sometimes not, for the local farmers' market. When I head over there and say hi to a farmer, or Canadians say hi to a farmer, we start to build trust because we know where our food is coming from. Local food is about increasing agricultural awareness among our consumers.

The future is bright for Canadian agriculture. We are lucky enough to live in a country with abundant high-quality farmland and a variety of local climates. We have some of the best icewines in the world. For superior-quality grain, we need look no further than the Prairies.

We are happy to support Bill C-281, because when Canadians shop locally, they are supporting the local economy and creating jobs locally, nationally, as well as internationally. Local food helps consumers build lasting relationships with local food producers. It also opens up economic opportunities and employment. It fosters community involvement and also creates a culinary tourism industry.

In supporting this bill, we are supporting the future of farming in this country. Heading down to a farmers' market, which I often do on a Saturday morning to the Steveston farmers' market, national local food day will not just be a way of enjoying solid organic vegetables, or wonderful blueberry ice wine, as enjoyable as that is, it will also be a great way to make the choice for a stronger agriculture and food industry in this amazing country that we call home.

That is why today I am supporting this bill.

Madam Speaker, it gives me great pleasure to rise today in the debate on Bill C-281, introduced by my colleague, the member for Kootenay—Columbia. I would like to thank him for bringing forward this bill, because it gives all of us in this chamber, no matter what our political affiliation is, an opportunity to talk about the great things that are going on in our ridings.

I am proud to be standing here, not only as the NDP's agriculture critic and as the member of Parliament for an amazingly rich and vibrant region, especially in food production, but also as the owner of a small-scale farming property. I would not go so far as to call myself a farmer; I have a very tiny property. However, it gives me peace of mind to be out there with our sheep and our chickens, as well as putting my hands in the soil and watching things grow from it. Seeing the results of the harvest in the fall is something many of us in this chamber can appreciate. When we talk to the farmers in our regions and get an understanding of the hard work they do on their individual farms to bring that amazing produce to market, it makes a bill like this so much better, because it would give official recognition to something that we all very much enjoy.

I like the fact that Bill C-281 would designate as national local food day the Friday before Thanksgiving. The Friday and Saturday are the days when people are starting to put together the menu for Thanksgiving. If we all recognize the Friday as national local food day, I hope that it would encourage more Canadians to pay attention to local food markets to bring some of that produce, which local farmers have worked on so hard, to their own respective tables and make Thanksgiving that much more special. We already have Canada's Agriculture Day, which we celebrated earlier this year, in February, but I like the appreciation that, in addition to celebrating agriculture as a whole, we would bring it down to the local level.

We all realize that food is not just a commodity. All animals and humans require food to survive, and food is very much a social determinant of health. We know there are a lot of people in Canada who suffer from food insecurity. Food security and food sovereignty have always been key issues to me. Canada is one of the countries that are very blessed, with the amount of arable land we have. Given the relatively small size of our population and the huge variety of growing regions we have in this amazing country, we should be a country that is able to produce food locally for everyone who needs it, not only the bare minimum amount, but also good, quality food. That is really what the conversation needs to focus on.

I am proud to belong to a party that has long had this as part of its mandate. In 2011, we ran on committing to introduce a Canadian food strategy that would combine health goals, environmental goals, and food quality objectives. In 2014, Alex Atamanenko and Malcolm Allen, former members of Parliament, brought together a landmark strategy paper called “Everybody Eats: Our Vision for a pan-Canadian Food Strategy”, focusing on going from the farm to the factory to the fork. The strategy was very comprehensive, and I am glad that maybe in some small part we have brought this conversation to the government, because the government launched consultations on establishing a national food policy. Last year, when I held consultations with the farmers in my region, the farmers were very vocal and involved, and we produced quite a comprehensive report based on all that feedback.

The other reason I like this bill is that it has to do with the concept of food miles. I remember going into a supermarket a few years ago and seeing apples from New Zealand and oranges from South Africa. I know that Canada is not much of an orange-growing region, but we do have a lot of apple orchards. It surprised me that there was actually a market for an apple to travel thousands of kilometres across the Pacific Ocean to Canada and actually be sold, when we have all these amazing local apple growers right here in Canada, and even in neighbouring Washington state. From where I am in British Columbia, Washington state is only a stone's throw away. Given the fact that we have amazing local food farmers who are able to meet this demand, we should try to focus more on making sure that food does not have to travel so far to get to our kitchen table.

I am also proud to come from a province which probably has the most diversified agricultural sector in the country. British Columbia has a variety of different climates given our mountainous province, and we are able to grow a lot of different things in many different regions. Depending on which valley and which part of the province people are in, they will always find a little niche market somewhere.

I want to bring it home and talk about some of the amazing things going on in my riding. Down in the southern end, we have the Goldstream Farmers Market, which is going to be held from May through to October this year, as it is every year. It celebrates all of the amazing agriculture that is going on in the west shore communities.

We have the Cowichan region, which is, believe it or not, Canada's only maritime Mediterranean climatic zone. We have the highest mean average temperature in all of Canada. This allows our farmers to get a head start on growing some amazing food.

We have the amazing rainfall in the winter and amazing sunshine in the summer. It produces an amazing agricultural bounty. This is on display. People can go to the Duncan Farmers' Market and find over 150 vendors. It is one of the largest markets in all of B.C. People can find everything from organic fruits and vegetables; local honey, cheese, and eggs; sustainably harvested seafood; meat from grass-fed and ethically raised animals; homemade jams, jellies, chutneys, and sauces; artisan breads, pies, pastries, and cookies; locally grown and produced wines and spirits; and even gourmet treats for pets.

To cap it off, we have amazing organizations, like the Cowichan Green Community, which is very much focused on local food security. It has worked on initiatives such as the Cowichan food charter and the Cowichan food security plan; projects like FruitSave, which tries to get people, like those who have a 100-year-old apple tree that they never eat all the apples from, to take that fruit to local markets; and, of course, getting kids involved in the joys of farming, and educating them all about it.

They produce a local food map which identifies all of the farms in the Cowichan region. It identifies 58 unique farms and businesses, all with something distinctive, fresh, and delicious to offer consumers.

We have the Alderlea Farm Café, people who have been involved in a farming venture. We have the Cowichan Valley tea farm; the Cowichan Valley actually grows its own tea. We have Farmer Ben's Eggs, and the Quist family farm.

There are a number of breweries, wineries, and of course I cannot leave out the amazing community of Port Renfrew, which I will say is probably home to the best wild Pacific salmon of anywhere in the country. I love the people of Port Renfrew. They have a real can-do attitude. It is very much driven by the amazing tourist opportunities and the amazing seafood they are able to produce.

With that, I will conclude by saying that I appreciate the member for Kootenay—Columbia bringing this bill forward. It is an important day to celebrate, and I certainly hope all members can get behind this amazing bill to help celebrate national local food day.

Mr. Speaker, my colleague across the floor had me at perogies, based on my Ukrainian heritage.

Agriculture, and local agriculture in particular, is essential for health across the country, but it is also essential for the economy. As I mentioned earlier, in 2016 agriculture contributed $111.9 billion to the economy and accounted for 6.7% of Canada's GDP. The agriculture and agrifood sector as a whole provides one in eight Canadian jobs, employing 2.3 million people. It is a major industry in Canada, essential to our economy.

What I really like about Bill C-281 is that it provides the opportunity for all members of the House to celebrate what happens in their own ridings every day and to celebrate their local food producers.

Mr. Speaker, I am proud to rise in the House this evening for the first hour of debate on my private member's bill, Bill C-281, an act to establish a national local food day.

It is easy to love Bill C-281. I tabled this bill almost two years ago, and it has been a project filled with passion for me and my team ever since. Bill C-281 would designate the Friday before Thanksgiving each year as national local food day.

We all know that food matters, from farm to factory to fork. My history, like that of many members of this House, has its roots in local food. My Ukrainian father George's side of the family had their Canadian start as Saskatchewan farmers in the Yorkton area. My first paid employment as a youth was picking rocks and baling hay for farmers when we lived in Beechy, Saskatchewan.

On my Norwegian mother Solveig's side of the family, my grandfather and my uncles built a boat in The Pas, Manitoba, and put it on the Muskeg Express train to Churchill, becoming the first Europeans to harvest fish commercially in Hudson Bay.

Local food is truly a part of my heritage, and I know that is also true for many members serving in the House of Commons today. According to Statistics Canada, agriculture contributed $111.9 billion and accounted for 6.7% of Canada's GDP in 2016.

The agriculture and agrifood sector as a whole provides one in eight Canadian jobs, employing 2.3 million people. A little known fact is that the food and beverage processing industry is one of the largest manufacturing industries in Canada, and it is Canada's largest manufacturing employer.

Food is at the heart of our homes, our communities, and our economy. Ensuring that Canadians have access to healthy, affordable food and a sustainable food system are national priorities. Supporting our local food systems is essential to achieving these goals.

A 2015 lpsos Reid poll found that 83% of Canadians think it is important to know where their food comes from. The Conference Board of Canada found that 77% of Canadian consumers think locally produced is important when making their purchasing decisions.

It is clear that a national local food day is something everyone can get behind. National local food day would provide an annual opportunity for Canadians to celebrate the diversity of local food across the country, while also providing an opportunity to draw attention to the very real challenges many face in accessing healthy, affordable food close to home.

British Columbians are proud of their local food systems, from farmers and ranchers, to fishers and hunters, to winemakers and craft brewers, to artisans and restaurateurs.

According to the 2016 agriculture census, small farms now comprise 40% of the total farms in British Columbia, more than twice the national average. The total gross farm receipts in my riding of Kootenay—Columbia exceeded $65 million in 2016 alone.

Across the country, one in eight Canadian farm operators uses direct marketing to sell his or her products to Canadians, through farm gate sales and stands, farmers' markets, community-supported agriculture initiatives, and other methods. It has been estimated that farmers' markets contribute over $3 billion annually to the Canadian economy.

The British Columbia Association of Farmers' Markets represents more than 145 markets across the province. A study it conducted in partnership with the University of Northern British Columbia found that farmers' markets contributed $170.5 million to B.C.'s economy in 2012 alone. The association estimates that most markets are started by community members wanting to increase access to fresh, seasonal produce in their area.

Kootenay—Columbia is home to many farmers' markets spread throughout the riding: in Cranbrook and Creston, Nelson and Revelstoke, Salmo and Kaslo, lnvermere and Fernie, Sparwood and Elkford, Golden and Baynes Lake. Over the past two years, I have visited almost every one of these markets, and I am always struck by the passion our local producers and artisans have for the work that they do and, of course, by how delicious the food is.

From the dairy farms and orchards of Creston, to the Fernie Cattle Company steak house, to delicious coffee and craft beer everywhere, we really are spoiled.

My lnstagram feed is full of pictures from my riding of people who got out and enjoyed the sunny spring weather that has finally come to our great nation. That sunny weather has me thinking about Creston Valley asparagus.

I am looking forward to our next break week so I can stop by Sutcliffe Farms and watch the asparagus grow. I am not kidding: when the weather is hot in the spring, Creston Valley asparagus can grow up to one inch an hour. I know that when I speak of my riding, I often make reference to the snow-capped peaks of the Selkirk, Purcell, and Rocky mountains and speak of our world-class skiing and golfing, so members may be surprised to learn that the Creston Valley grows virtually every variety of vegetable, wine grapes, peaches, and even some citrus fruit. These local products are the basis for most of the meals served at the Farm Fresh Café in the Savoy Hotel in Nelson.

It is hard to say “café” and “Nelson” in the same sentence without conjuring up images of the beautiful Oso Negro Café, where people happily line up out the door to socialize, do their business, and drink some of the best locally roasted coffee anywhere. I say “some of the best” because Kootenay—Columbia is home to more than a dozen coffee roasters, including the Kootenay Roasting Company in Cranbrook, Stoke Roasted Coffee in Revelstoke, Steam Donkey Coffee in Kimberley, Kaslo's Bean Roasting in Kaslo, Zaltana Coffee Roasters in the Elk Valley, Rooftop Coffee Roasters in Fernie, Kootenay Coffee Company in Nelson, Bean Bag Coffee Roasters in Golden, Beanpod Chocolate Gelato and Coffee in Fernie, Stolen Church Coffee Company in Invermere, and of course Kicking Horse Coffee.

Kicking Horse Coffee is one of the largest employers in the town of Invermere. Its products are available across North America, and its annual sales are in the tens of millions of dollars. I had the pleasure of sharing a lunch with the CEO of Kicking Horse, Elana Rosenfeld, a few months ago. Elana is one of those bosses who goes to work every day with a smile on her face because she is passionate about her product, cares deeply about her employees, and is committed to the culture and community that helped shape her. Kicking Horse has been named a top-15 best workplace in Canada three times by the global research firm Great Place to Work. This year, Kicking Horse earned the top spot as 2018's best workplace in Canada for businesses with 100 to 1,000 employees and was also recognized as a best workplace for women and a best workplace for inclusion. We can buy Kicking Horse's delicious fair-trade and organic coffee at grocery stores across the country, including right here in Ottawa. I highly recommend that my colleagues pick up a bag.

Just down the highway from Kicking Horse Coffee is Hopkins Harvest in Windermere, a business started out of the back of a truck by Fred and Shelley Hopkins in 1995. It has since grown to what I would describe as one of the world's best roadside fruit and vegetable stands. It is now in a year-round market building, where customers can pick up freshly smoked wings or amazing pepperoni, in addition to produce sourced from local and regional growers. These days, Fred and Shelley's daughter Kerstan and her partner Matthew Larsen have expanded the business to include The Hot Spot, where customers can order delicious artisan pizza baked in a wood-fired oven and topped with locally produced ingredients, a great complement to local craft beer from lnvermere's Arrowhead Brewing Company. Also, they have gone green with their energy consumption. The roof of their store is covered in solar panels.

Speaking of craft beer, in Kootenay—Columbia, like most of B.C., we are spoiled when it comes to beer crafted specifically for local tastes. Torchlight, Backroads, Nelson, Fisher Peak, Over Time, Fernie, Whitetooth, and Angry Hen are all local breweries serving local restaurants and supporting local families.

Craft liquor is also a growing industry, led by producers like Bohemian Spirits in Kimberley and Pommier Ranch Meadery from Premier Lake.

I know I am making some members hungry and thirsty, so I will move on, but before I do, I also want give a quick shout-out to the 2017 Canadian craft brewery of the year, Mt. Begbie Brewing in Revelstoke, founded by Bart and Tracey Larson. Bart has a Ph.D. in nuclear physics, but, as he says, he prefers to make beer, not war, in Revelstoke. I hope he continues to do so for many years to come.

It is clear that along with connecting Canadians to those that grow and produce their food, our local food systems make important social contributions to our communities.

In my riding, the Revelstoke farmers' market has partnered with Revelstoke Community Connections on a food recovery program that has diverted tens of thousands of pounds of food out of the landfill and into the hands of the community's vulnerable citizens. Earlier this month, the Cranbrook Farmer's Market was honoured as the non-profit of the year by the local chamber of commerce at its business excellence awards.

The Cranbrook Food Action committee is a coalition of committed individuals and local organizations. Their work over the last 14 years has included organizing community kitchens, hosting community education events and workshops, laying the groundwork for the formation of the Cranbrook Farmer's Market, community food mapping, and creating the public produce garden at Eric MacKinnon Park, where everyone is welcome to seed, weed, and harvest food.

The Golden Food Bank serves more than 100 families every month, including through a food bank garden, where volunteers grow fresh, local produce for the food bank's clients. They have also participated in local school breakfast and food recovery programs. On Saturday, May 12, the Golden Food Bank is hosting a Fill-a-Raft food drive and BBQ, where community members will help the food bank fill a whitewater raft with food donations. Participants will be entered to win a rafting trip for two with the Glacier Raft Company. This is a wonderful example of a local community coming together to support a local food system that works for everyone.

Creston & District fields forward initiative is a partnership working to support local food and farming in communities from Yahk to Yaqan Nukiy to Riondel. Creston is also home to some amazing dairy farms, dairy products, cheeses, and wineries.

Fields forward's mission is to foster “a vibrant productive local agri-food system that builds genuine community wealth by supporting and sustaining the community's environmental, indigenous, social, cultural, economic and aesthetic values.” This collaborative network, made up of more than 80 producers, organizations, businesses, and local government, is currently piloting an important food venture collaborative, which will bring together private, public, and community partners to identify emerging market opportunities and to address shared agri-food infrastructure needs. Their mobile fruit and vegetable press project has been estimated to contribute almost $775,000 per year to the local economy.

The Conference Board of Canada has said that, “Local food can be a way for firms to illustrate their commitment to local communities and farmers”. Across this country, restaurants and food festivals have made this kind of commitment to local producers and communities by putting the focus on locally grown and locally produced products, and their success continues to grow.

In my riding, the West Kootenay EcoSociety promotes sustainable food systems through the Nelson Garden Festival and a number of community market events, including Nelson MarketFest.

In Revelstoke, the Local Food Initiative society hosts a variety of community events and education programs, including the Incredible Edible Film Festival, seed sales, local food dinners, youth food camps, and others, drawing attention and bringing a fresh perspective to a variety of food issues.

These are just a few examples of what it can look like when communities come together to support local food systems.

Local food looks different across all regions of this vast country, but at its core, food brings us together. It is, after all, more than a commodity. It is an essential human need, and it is at the centre of our culture and our communities.

I say to my colleagues that this is an important opportunity to celebrate what local food looks like to them, their communities, and their constituents. I invite my colleagues to get their constituents involved using #celebratelocalfood or #CélébronslAlimentationLocale from coast to coast to coast. Let us recognize the hard work of local producers and harvesters, food manufacturers, farmers' markets, and others. Let us work together to make national local food day a reality.

Madam Speaker, I am happy to rise today to recognize the Cranbrook Farmer's Market in my riding of Kootenay—Columbia, which earlier this month was named Non-Profit of the Year at the local chamber of commerce's annual Business Excellence Awards.

Now in its 10th season, the Cranbrook Farmer's Market has a mission to host a vibrant market event for local food growers, artisans, and their customers. Its indoor and outdoor markets make it the place to be on a Saturday in Cranbrook.

I congratulate Livia Lara and her team for this achievement. It is well-deserved.

Mr. Speaker, last week I was happy to spend Thanksgiving with friends and family in my beautiful riding of Kootenay—Columbia. On October 16, I celebrated World Food Day with the Kootenay conservation group, Wildsight, through its Food For Thought online summit.

The summit offered communities across the country an opportunity to engage in meaningful discussion on what we can do to raise awareness about food security at a local level. Supporting and celebrating local farmers, food manufacturers, and retailers is essential to achieving food security goals.

As we take time this week to celebrate National Small Business Week, we should also celebrate all levels of local food production in Canada. That is why I was proud to table my private member's bill, Bill C-281, which would designate the Friday before Thanksgiving each year as national local food day.

Food matters from farm to fork. I urge all members of Parliament to support our local food businesses and national local food day.

I want to thank my colleague from Victoria for seconding the bill. I also want to recognize the work of former MP Malcolm Allen, who introduced the bill in the previous Parliament, and my colleague from Berthier—Maskinongé for her dedication and hard work on behalf of Canada's agricultural producers.

Strengthening the connection between consumers and producers of Canadian food contributes to our nation's social, environmental, and economic well-being. Ensuring that Canadians have access to healthy, affordable food and a sustainable food system must be national priorities. Supporting our local agricultural markets is essential to achieving these goals.

I call on all members of the House to honour the hard work of local food producers from coast to coast to coast and to make national local food day a reality.
