To service other communities from Iqaluit, does First Air bid according to the basic price? Or could it service these communities from Iqaluit, as a subcontractor, while maintaining the same price?

It could certainly not do so for the same price. If First Air were to deliver only from Iqaluit, it would have to set a much higher price, since it would be losing the transportation charges from Val-d'Or to Iqaluit.
