Mr. Speaker, I have a supplementary. Will the Minister of Health tell us that, in its upcoming budget, the government will not reduce transfer payments related to health care?

Mr. Speaker, my question is for the Minister of Health. In an interview with the Toronto Star , the Minister of Intergovernmental Affairs again suggested a 20 per cent cut in health care expenditures.

Does the minister agree with her colleague's statement and can she also tell us if the 20 per cent cut in health care expenditures is an official objective of the government?

Mr. Speaker, I have a supplementary question. Now that the minister knows that she is responsible for that issue, can she undertake to give the Canadian Hemophilia Society the necessary financial support so that it can fully participate in the inquiry on the issue of tainted blood? Otherwise we will have to conclude that the government does not want to get to the bottom of this.

Mr. Speaker, my question is for the Minister of Health.

On January 28, the current government informed the Canadian Hemophilia Society that it would pay for only 75 hours of advice by legal counsel before the beginning of the hearings on the issue of tainted blood. On February 3, the minister stated: "As you know, we are very concerned by this issue, but the system which was set up, namely the appointment of a judge and the allocation of funds, had been decided by the previous government".

How can the minister explain the answer she gave last week, knowing full well that she herself had authorized, on January 28, the subsidy about which the Canadian Hemophilia Society is complaining?

Mr. Speaker, on January 7 of this year, Celanese Canada Inc., a textile company which has its plant in Drummondville, in my riding, announced a $2.5 million investment to reduce by 25 per cent its emissions of acetone into the atmosphere.

It should be noted that Celanese Canada Inc. was already complying with all government standards for environmental protection and that this initiative resulted solely from its health, security and environmental protection policies.

Celanese Canada Inc. is an example to be cited when talking about sustainable development and companies which are responsible within their community. I take this opportunity to congratulate the company.

Mr. Speaker, I have a supplementary question. Does the Prime Minister not agree that, beyond the proposed awareness program, further efforts must be made to control the movement of cigarettes among young people, especially at school?

Mr. Speaker, my question is directed to the Prime Minister. All stakeholders agree on the need for an anti-smoking campaign to make young people aware of the harmful effects of smoking, and the government's action plan makes provision for such a campaign.

Does the Prime Minister agree that no anti-smoking campaign can be conducted without the co-operation of the provinces? Can he give us the assurance that the provinces will follow his lead with the tax reduction or, failing that, at least support the health component of his action plan?

Mr. Speaker, after hesitating for several weeks, the government finally told Canadians that it will unveil its action plan against cigarette smuggling this week.

In the context of the health ministers conference, will the minister ensure that a comprehensive strategy to discourage tobacco consumption will be introduced as part of that action plan?
