Statements in the House

Petitions June 6th, 2001

Mr. Speaker, I rise on behalf of constituents of Calgary Centre to present a petition that calls upon parliament to enact an immediate moratorium on the cosmetic use of chemical pesticides until such time as their use has been scientifically proven to be safe and the long term consequences of their application are known.

Mr. Speaker, I guess you call him a square-rigger.

The government paid $500 million in cancellation fees when the Prime Minister scrapped a signed helicopter deal. Now the government is seeking an additional $400 million to split the new contract. It says that would help 13 Canadian companies. Of the 13 Canadian companies, Oncap, a subsidiary of Onex, is wholly Canadian owned.

Which of the other 12 companies are wholly Canadian owned? Who exactly is this $400 million—

National Defence June 6th, 2001

Mr. Speaker, one of the major bidders for the maritime helicopter project is an important employer in the riding of the Deputy Prime Minister.

Could the Prime Minister confirm that the Deputy Prime Minister is chairing a cabinet committee overseeing this project? If so, why did the Prime Minister choose a chairman with a serious potential conflict of interest? I wonder if the Prime Minister consulted the ethics counsellor. How does the Prime Minister justify this kind of conflict of interest?

Justice June 5th, 2001

Mr. Speaker, there is an irresistible temptation. The Prime Minister and the government are stalling on the bill to protect children. Instead they give priority to a bill to increase their own pay.

I have a specific question for the Prime Minister. Will he explain why he went beyond the Lumley recommendations and proposes to give MPs even more money by making this pay raise retroactive to January 1?

Justice June 5th, 2001

Mr. Speaker, if the minister is ready, let her act. What she is doing is stalling right now. She is putting obstacles in the path of this bill. That is why my question—

Justice June 5th, 2001

Mr. Speaker, the minister also knows that parliament is not ready to deal with the unrelated matters that she added to the omnibus criminal code bill.

Why does the Minister of Justice refuse to put children first? Why does she not split the bill and let parliament act this week to fight sexual stalking and to fight child pornography on the Internet?

Justice June 5th, 2001

Mr. Speaker, may the applause continue.

Justice June 5th, 2001

Mr. Speaker, the Minister of Justice knows that parliament is ready right now to protect children from stalking and pornography on the Internet. She also knows—

Committees Of The House June 5th, 2001

And debate is regrettable?

National Defence June 4th, 2001

Mr. Speaker, there will be time to debate that. My question is for the Deputy Prime Minister. Would he tell the House whether there was written advice to the Prime Minister and to the government to split the helicopter procurement project? If there was that written advice, will the government table in the House the written advice on which that decision was taken?
