Mr. Speaker, yes, Bill Morneau announced earlier this week that he had withdrawn his candidacy with respect to the OECD secretary-general position. We would like to thank Bill Morneau for throwing his hat into the ring. We feel that he would have been an excellent representative due to his public and private experience.
Having said that, we will, of course, continue to support whoever is in the position at this very important organization, the OECD.

Mr. Speaker, Canada joined the international community in condemning the mass arrests in Hong Kong of more than 50 lawmakers and activists.
These arrests fundamentally contradict the civil and political guarantees that have been made to the people of Hong Kong under the Basic Law. This demonstrates that the national security law is being used as a tool in escalating repression of peaceful political opposition and grassroots electoral politics.
The arrests are an assault on representative democracy, the rule of law and a further erosion of the one country, two systems principle. Canada will continue to hold the authorities in Beijing and—
Health January 28th, 2021
Mr. Speaker, we have been saying all along that Canadians must not travel for non-essential reasons. That has been our position since March. On top of that, travellers must quarantine for 14 days once they return and must comply with this quarantine.
We recently decided to add the requirement that they get tested before they can come back to Canada. We are now looking at additional measures to restrict travel abroad.

Mr. Speaker, we were disappointed that Bill Morneau did not get enough support to become the next secretary general of the OECD. We think that Bill Morneau was the ideal candidate to lead the OECD during these difficult times. We want to thank Mr. Morneau for his dedication and his campaign, but also for everything he has done to improve the quality of life of Canadians. Although this was not the result we were hoping for, we will work with the next secretary general of the OECD that members will select.

Mr. Speaker, as I said, we are very concerned with the very compelling reports that have come out pointing to the treatment of the Uighur Muslim minority with respect to forced labour camps and other excesses, which do not respect human rights. That is why we want to look at this in detail.
We are urging the Chinese government to allow a full, impartial and independent examination by experts of the situation in Xinjiang province.

Mr. Speaker, as I said yesterday, we are gravely concerned with the very strong allegations that have been made against China with respect to its treatment of the Muslim minority Uighur people and other minorities.
We are calling upon China to allow unfettered access to the High Commissioner for Human Rights for the United Nations, and also to allow an independent and impartial committee of experts to enter China to examine the situations that exist there to confirm or not the situation that has been reported.

Mr. Speaker, that is a very, very important question. Ending the arbitrary detention of Michael Spavor and Michael Kovrig is an absolute priority of mine and of the government. We will work on this every single day in order to obtain their release.
As people well know, the Prime Minister raised the matter with President Biden, who was informed on the subject, and I intend to raise it with my counterpart, Secretary Blinken, as early as this week as a top priority for the Canadian government. We want to get the two Michaels released.
Human Rights January 25th, 2021
Mr. Speaker, I welcome the member for York Centre's question, and condemn in the strongest possible terms the despicable anti-Semitic attack that occurred at Shaar Hashomayim in my community.
Anti-Semitism and Holocaust denial have absolutely no place in our society. This is why Canada has appointed the Hon. Irwin Cotler as Canada's special envoy on preserving Holocaust remembrance and combatting anti-Semitism to lead this work. I am confident that, as special envoy, Mr. Cotler will help advance Canada's efforts to promote Holocaust education, awareness and remembrance and take meaningful action to combat anti-Semitism at home and abroad.

Mr. Speaker, let me repeat that Canada takes allegations of genocide very seriously. From the beginning, Canada has said that the international community has to work together in order to investigate the egregious human rights abuses taking place in Xinjiang. Mounting evidence of a systematic campaign of repression cannot be ignored.
Canada will continue to collaborate with its partners and push for an investigation by an international independent body so that impartial experts can observe and report on the situation first-hand.
