Aviation Industry December 10th, 2020

Mr. Speaker, we recognize many have been impacted severely by COVID, particularly in the air sector, and we regret the fact that routes have been abandoned. That is why we are working on solutions to this.

As members know, in the fall economic statement we announced more than $1 billion in aid to airports and also regional airlines, and we are also working on negotiations with the major airlines to find solutions that will ensure regional support of airlines to communities that need it.

Transportation December 4th, 2020

Mr. Speaker, contrary to what my colleague just said, we are very much aware of the fact that there has been reduced traffic across our international bridges. We are very much aware of the situation.

Transportation November 30th, 2020

Mr. Speaker, we will certainly look at that, but we have been trying to do everything possible to make sure that our truckers are able to move across the border, because they do represent an essential service. They are doing a fabulous job of making sure that Canadians are being provided with all the necessary goods that we need here in Canada. I will look into the point the member has just raised.

Air Transportation November 26th, 2020

Mr. Speaker, NavCan is our air traffic controller and has a worldwide reputation for safety. It is, in fact, an enviable record of safety.

As my hon. colleague will probably know, about two-thirds of the number of aircraft that were flying in 2019 are no longer able to fly because of the COVID pandemic, so the number of aircraft in the air has been considerably reduced.

NavCan has a responsibility to evaluate service-level needs across the country, and Transport Canada will be there to oversee it.

Air Transportation November 26th, 2020

Mr. Speaker, I want to reassure my colleague that when NavCan does an examination of service needs across the country, it does so with safety in mind. I also want to reassure him that Transport Canada will also be examining any proposed plans.

The reality of course is that the number of aircraft in the air has diminished drastically in the past few months, and an organization like NavCan has a responsibility to make sure it has the proper service-level needs. That is exactly what it is doing at this time.

Air Transportation November 24th, 2020

Mr. Speaker, let me be very clear that there will never be a compromise with the safety of air passengers.

As we know, the number of passengers has dramatically reduced by about 90%, and that includes many fewer aircraft in the air at the moment. Nav Canada, which is our air traffic controller, is examining that situation. It has an enviable safety record, and it is reviewing certain requirements with respect to service needs. Let me just be very clear that Transport Canada will work with Nav Canada to ensure that safety remains uppermost for all Canadians.

Air Transportation November 19th, 2020

Mr. Speaker, as I made very clear on November 8, an aid package to the air sector would require certain conditions with the airlines and one of those conditions was to reimburse ticket holders who had been given vouchers, and that is something that we are going to do. We are beginning those negotiations with the air sector. I cannot go into details about how those negotiations will proceed, but our initial position has been made very clear.

Questions on the Order Paper November 16th, 2020

Mr. Speaker, with regard to part (a), the World Maritime University completed three comparative research studies for Transport Canada. These studies examined the impacts of anchoring and related mitigation measures, technologies and practices; the demand for anchoring outside the jurisdiction of major public ports in Canada; and international approaches to the management and oversight of anchorages outside the jurisdictions of major public ports.

With regard to part (b), the anchorages initiative is led by Transport Canada’s marine policy directorate in the national capital region.

With regard to part (c), Transport Canada will consult on a proposed approach to clarifying the governance and management of anchorages outside current port boundaries, with a view to mitigating socio-environmental impacts while promoting economic efficiency. As part of this work, best practices for the behaviour of large vessels at anchor will be advanced.

Given the impacts of COVID-19 on timelines and the need to ensure effective consultations with indigenous groups and other key stakeholders, the anchorages initiative will continue its work through to the end of the five-year mandate of the oceans protection plan.

With regard to part (d)(i), the following first nations peoples and affected west coast communities have been engaged: Snuneymuxw First Nation, Stz'uminus First Nation, Cowichan Tribes, Halalt First Nation, Lake Cowichan First Nation, Lyackson First Nation, Penelakut Tribe, Tseycum First Nation, Pauquachin First Nation, Tsartlip First Nation, Tsawout First Nation, Malahat First Nation, Tsawwassen First Nation, Cowichan Nation Alliance, Coast Salish Development Corporation, Islands Trust, Gabriolans Against Freighter Anchorages Society, Anchorages Concern Thetis, Cowichan Bay Ship Watch Society, Plumper Sound Protection Association, Protection Island Neighborhood Association, Stuart Channel Stewards, Saltair Ocean Protection Committee and Lady Smith Anchorage Watch.

With regard to part (d)(ii), additional engagement with indigenous groups and west coast communities will be undertaken once a proposed approach to the governance and management of anchorages is confirmed. No dates have been set at this point.

With regard to part (e), at the present date, the $500,000 budget allocated for the NAI has been spent.

COVID-19 Emergency Response November 16th, 2020

Mr. Speaker, as I pointed out about 10 days ago, we are working on an aid package with respect to the air sector, and that includes airports as well as airlines.

We are also in parallel, led by the Minister of Health, working on rapid testing. As the member will know, there is rapid testing under way at Calgary airport and a separate test is being done at Toronto airport.

We realize this may be a way of speeding up and reducing quarantine.

Aerospace Industry November 6th, 2020

Mr. Speaker, I rarely get angry, but when a colleague tries to lecture me on Canada's aerospace industry, I simply cannot accept comments of that nature, because I know this sector intimately, including the Quebec sector.

As I said, we are working on a comprehensive plan. What does he want?
