Immigration  Speaker, during the March 27 meeting of federal Liberals from the Bourassa riding, which the Secretary of State for Parliamentary Affairs attended, the president of the Quebec wing of the Liberal Party, Denis Coderre, made some derogatory remarks regarding immigrants and refugees, to the effect that there should be a law providing for the deportation of sovereignist immigrants. My question is for the Prime Minister. Will he tell us whether Mr. Coderre's remarks are indicative of the government's new policy on immigration, despite the fact that he himself declared yesterday that hatred, ethnic nationalism, religious fanaticism and racism would not be tolerated?

Immigration  Mr. Speaker, in the last budget the immigration minister decided to levy a new $975 tax on refugees and immigrants to pay for settlement services. He said that those who could not afford this tax would be loaned the money to cover the costs. How does the immigration minister intend to pay for the massive bureaucracy which will be necessary to administer the loans that pay for the tax?

Immigration  The fact is that the landing fee is the best way of ensuring that settlement for immigrants and refugees continues. It is the best option of a series of alternatives that were certainly not as progressive. I would like to know on any given day where the Reform Party stands on this issue.

Burundi  Yesterday, in Bujumbura, that official denounced the international community's inconsistency and irresponsibility regarding the crisis in Burundi, where two million people may have to leave their homes, thus creating the world's largest concentration of refugees, according to the British Red Cross. Will the minister once again remain insensitive to the increasing number of calls for help in Burundi?

Burundi  First, the Secretary of State responsible for Latin America and Africa personally travelled to Bujumbura to participate in a meeting to find solutions to the refugee problem. Second, Canada tabled a resolution which was supported by all the ministers attending a conference of the Francophonie, which was held in France, and where it was decided to send a ministerial delegation to Burundi to try to work out a solution with local authorities.

Budget Implementation Act, 1995  I already had the opportunity to denounce this budget, which is tough for the provinces, particularly Quebec, as well as for workers, immigrants and refugees, public servants and poor people. This budget provides no measures to stimulate employment or economic growth. Its main objective is to cut everywhere, particularly in social programs, unemployment insurance and international assistance.

This morning, Immigration officials were to deport another family of Romanian refugees, the family of Carmen and Alexandru Dima. This family, well integrated into Quebec society, had appealed, as a last resort, to the Minister of Citizenship and Immigration to intervene.

Budget Implementation Act, 1995  In the nationwide consultations conducted by the Department of Citizenship and Immigration the public stated immigration, refugee and citizenship programs were valid and necessary for the development of Canada and that there was little room for cuts to expenditures. More recently under both the budget and program review we have seen the implementation of cost saving measures and a shift in some of the cost burden from the taxpayer to those who benefit directly from our programs and services, including the introduction of a new right of landing fee set at $975 per adult over 19 years of age.

Immigration  Speaker, it is not true that other countries do not charge various processing fees. We have decided to charge a landing fee, not a refugee fee, for accessing our system for two reasons. The first is so all newcomers to the country can join other Canadians in all walks of life in ensuring the prosperity of Canada into the future.

Does the minister intend to give special consideration to their fate?

Land Mines  I sincerely hope that during the United Nations review conference in June the government will strengthen Canada's position and place a complete moratorium on the deployment of these weapons. Let us not forget that today's theatre of conflict is tomorrow's farmland or refugee camp. Innocent men, women and children are dying. Since 1975 land mines have claimed an estimated one million victims, mostly in the developing world. Let us help bring an end to this war on the world's poor.

Budget Implementation Act, 1995  I know that farm women do not support that increase to the budget for the status of women. The increase to the Immigration and Refugee Board, $11 million. Perhaps it is to install more hidden cameras. This is very interesting. The finance department gets a $9.7 billion increase. With a bigger deficit and a bigger debt comes a bigger finance department.

Peacekeeping  As we stand here tonight in the House we certainly can understand very well how many people in disturbed parts of the world must be looking forward to the days when they can see some peace. Canada has worked on behalf of refugees, the children's fund, humanitarian supplies. We have put troops into very difficult situations. We have had an international airlift from Italy in Sarajevo since July 1992. The Canadian forces Hercules 130 transport planes have been busy with 1,600 flights, 11,300 passengers and 26,600 tonnes of food and medical supplies into Sarajevo.

Peacekeeping  Some 2,080 Canadian troops now monitor UN protected areas in Croatia, provide protection for relief convoys and refugees in Bosnia-Hercegovina, and monitor ceasefire agreements in both countries. Canada has supported the participation of its forces in this UN mission to promote peaceful settlement and to provide relief to its many victims.
