That the amendment be amended in paragraph 1 by replacing the words "of their decision to kill the previous government's innovative Project Green plan, followed by 18 months of inaction," with the following: "of the inaction of the Liberal and Conservative governments" and by replacing paragraphs 3 and 4 with the following: "to put forward tangible measures to help the workers, businesses and regions affected by the crisis in the forestry and manufacturing sectors and; to eliminate the federal spending power in areas that fall under the jurisdiction of Quebec and the provinces by ensuring the right to opt out with full financial compensation and with no strings attached from any federal program that encroaches on the jurisdictions of Quebec and the provinces.".
