He talked about vaccination and said that the Liberals had a plan. I have a plan. I am 70 years old and an MP. Will I be entitled to the vaccine that is coming?

Madam Speaker, I thank my colleague for that excellent speech. I know he is very familiar with the workings of the Canadian Armed Forces.

Does he think it would be prudent to avoid raising people's expectations given that Health Canada has not yet approved the vaccine and that it might be irresponsible to give a precise date at this time?

Criminal Code December 2nd, 2020

Madam Speaker, my colleague was talking about uncertainty surrounding a diagnosis. Does she think that a doctor would give a diagnosis of a reasonably foreseeable death if they were unsure? I should think they would show some professionalism at that stage.

How does the member think the federal and provincial legislation can be harmonized to ensure that they work together?

Madam Speaker, first off, I want to say that Quebec already has legislation on this matter.

What is the plan for harmonizing the provincial and federal laws?

I would also like to talk about my sister, who has had multiple sclerosis for several years. She has never considered medical assistance in dying, even though she suffers every day.

I think that people who choose to ask for medical assistance in dying have thought long and hard about that decision, on top of going through all of the steps involved, such as making a written request, signing the request, getting witnesses, and going through the 90-day, or three-month, assessment period. When someone is suffering greatly, three months is a long time.

Digital Charter Implementation Act, 2020 November 24th, 2020

Madam Speaker, I want to thank my colleague for all his clarifications on Bill C-11.

However, I would like to take him in another direction. Quebec is also currently studying proposed legislation, Bill 64, which would provide increased protection for personal information and is heavily based on European law.

I am wondering if the government considered how these two laws will work together, to avoid the confusion that any overlap would cause for the consumer.

Citizenship Act November 23rd, 2020

Madam Speaker, I thank my colleague for his speech. Thanks to bills like Bill C-8 being introduced and my Conservative colleagues' speeches on the matter, I am finding out more about their private lives. I am really pleased because I did not know them.

Despite the fact that he talked about a very interesting experience I wonder if my colleague would have the same sentiment in his presentation if he came to see Trois-Rivières. He may have had a better understanding of why the Bloc is asking that the Quebec nation be recognized in this bill.

Jean Beauchesne November 23rd, 2020

Mr. Speaker, I would like to pay a heartfelt tribute to Jean Beauchesne, a colleague from my riding office in Trois-Rivières. Last June, he received not one but two cancer diagnoses. We were all shocked when we heard the terrible news.

Despite this, Jean has kept up his resilience and extraordinary composure while undergoing chemotherapy. Jean worked in the Mauricie media for almost 30 years and was our communications officer. His perseverance and resilience are such that a close friend called him the Terry Fox of 2020.

On behalf of the people of Trois-Rivières, I wish Jean a good recovery. I hope that our positive energy will sustain you, Jean.

Broadcasting Act November 19th, 2020

Mr. Speaker, I thank my colleague for his excellent speech.

He clearly pointed out that Canadians and communities that are racialized or diverse, have a certain economic status or have disabilities should also be included in Bill C-10.

Why does this bill not make more reference to the linguistic minority, in this case the francophones who live all across the country, especially in Quebec, of course, but also in other parts of Canada? Does he believe that these groups should have greater prominence in this bill?

Broadcasting Act November 19th, 2020

Mr. Speaker, Quebec culture is at the heart of the Bloc Québécois's mission.

Broadcasting is no doubt the most effective tool to disseminate culture and help define the national identity. Obviously, the Bloc Québécois supports the modernization of the Broadcasting Act, given the astounding evolution of information and communication technologies.

However, the Canadian Association of Broadcasters is concerned. According to the CAB, 50 radio stations could shut down in the next four to six months and 150 others could follow suit in the next 18 months.

What does the government plan to do about those losses?

Judges Act November 16th, 2020

Mr. Speaker, I thank my colleague for his excellent speech.

The Bloc Québécois believes that passing this bill serves the interest of Canadians. As the member stated, this is about trust, awareness, emotions and social context. Bill C-3 touches on our beliefs, our values and our emotions. Victims, just like judges, have their own value systems, which vary greatly from one person to the next.

Does my colleague believe that the training given to judges will truly have an impact on the decisions they will have to make in sexual assault cases?
