There is not a significant impact on the Government of Canada. At most, the penalty would be $5 million and that would be in an instance where the federal government is found to have a measure in place that is an irritant for internal trade and then continues to refuse to remove that irritant.

Even if it were found to have something that was an irritant, there are opportunities for the government to take steps to become compliant and a penalty would not be levied, so there is a relatively minor risk to the federal government.
