Julie Dabrusin Liberal Toronto—Danforth, ON

I worked with the Prime Minister, and we continued to do the work—

Patrick Bonin Bloc Repentigny, QC

Give me a date.

Julie Dabrusin Liberal Toronto—Danforth, ON

We had discussions during—

Patrick Bonin Bloc Repentigny, QC

When did you get the first version of the Canada-Alberta Agreement on French-Language Services? That's my question to you, Minister.

Julie Dabrusin Liberal Toronto—Danforth, ON

What I said was that I was part of the discussions—

Patrick Bonin Bloc Repentigny, QC

Can you give me a date, please?

Julie Dabrusin Liberal Toronto—Danforth, ON

I don't have a date, but I can say that I was part of the discussions, so I—

Patrick Bonin Bloc Repentigny, QC

Five days ago, 10 days ago? So you don't have a date. You don't know when you saw the first version of the agreement.

Julie Dabrusin Liberal Toronto—Danforth, ON

We've had conversations, and we've been negotiating for months, so I think what you're saying—

Patrick Bonin Bloc Repentigny, QC

When did you see the first version of the agreement? Do you have a date?

Julie Dabrusin Liberal Toronto—Danforth, ON

What I'm saying is that—

Patrick Bonin Bloc Repentigny, QC

Did you see it when it was announced that very day?

Julie Dabrusin Liberal Toronto—Danforth, ON

No, I did not—

Patrick Bonin Bloc Repentigny, QC

No, but in cabinet the day before?

Julie Dabrusin Liberal Toronto—Danforth, ON

What I said was that I was part of the conversations and the negotiations, so we had long conversations.

The Chair Liberal Angelo Iacono

Thank you, Mr. Bonin.

Mr. Bexte, the floor is yours for five minutes.

David Bexte Conservative Bow River, AB

Thank you, Chair.

Thank you, witnesses, for being here today.

Thank you, Minister, for finally appearing. I see that you found time to be at the finance committee on October 20, but you took your time to get here.

Minister, the recent MOU signed with Alberta suggested the immediate suspension of the Clean Electricity Regulations. It wasn't in the Gazette this weekend. When will it come into effect?

Julie Dabrusin Liberal Toronto—Danforth, ON

The Clean Electricity Regulations are in effect now, but only begin applying in 2035. They were intentionally given a long tail so that all provinces and territories would be able to work towards them.

David Bexte Conservative Bow River, AB

You said 2035.

Julie Dabrusin Liberal Toronto—Danforth, ON

Yes. In the way the regulation is drafted, 2035 is when they begin to apply.

David Bexte Conservative Bow River, AB

When will it be published?

Julie Dabrusin Liberal Toronto—Danforth, ON

What I'm saying is that in the memorandum of understanding, the wording is that we and the Province of Alberta have until April 1 to negotiate an agreement to show that they have a pathway to meet the objectives of the regulations.

David Bexte Conservative Bow River, AB

Okay. Then is all of this still under heavy negotiation?

Julie Dabrusin Liberal Toronto—Danforth, ON

I can read you the exact wording of the agreement—

David Bexte Conservative Bow River, AB

Okay, thank you.

Then we should presume that no elements of this MOU will survive or could survive. Everything is up for negotiation.
